I realise you are looking at verse 25 and none of the following verses. Paul announces that we are justified by faith!!!!
Romans 3:25 Whom God hath set forth TO BE [FUTURE TENSE] a propitiation through faith in his blood, to DECLARE [FUTURE TENSE] his righteousness for the remission of sins that are past, through the forbearance of God;
26 To declare, I say, at this time his righteousness: that he might be just, and the justifier of him which believeth in Jesus.
27 Where is boasting then? It is excluded. By what law? of works? Nay: but by the law of faith.
28 Therefore we conclude that a man is justified by faith without the deeds of the law.
Compare it to
Acts 17.
Apostle Paul preached to the Gentile people in Athens.
Acts 17:30 And the times of this ignorance God winked at [PAST TENSE]; but now commandeth [PRESENT TENSE] all men every where to repent:
31 Because he hath appointed [FUTURE TENSE]a day, in the which he will judge the world in righteousness by that man whom he hath ordained; whereof he hath given assurance unto all men, in that he hath raised him from the dead.

That preacher is fits the Hollywood stereotype of a legalistic, self-righteous hypocrite.
He is not preaching how the bible says to do so.
I was looking at all of the verses.
Including 3:31 (which you left out) that says we establish The Law.
Paul was talking there about the outward keeping of the circumcision, as the Jews do. He was NOT talking about the keeping of the Moral Law (Commandments) as being unnecessary. He said there is no point in being outwardly circumcised, if you break the Commandments, because the breaking of the Law (commiting adultery, sacrilege, etc.)
invalidates the outward circumcision of the Jews and makes it uncircumcision: -

2:22 Thou that sayest a man should not commit adultery, dost thou commit adultery? Thou that abhorrest idols, dost thou commit sacrilege?
2:23 Thou that makest thy boast of The Law (
boasting of being outwardly circumcised as "a Jew"), through breaking The Law
(The Commandments not to commit adultery, idolatry, etc.) dishonourest thou God?
2:24 For the name of God is blasphemed among the Gentiles because of you
(Jews), as it is written.
2:25 For circumcision verily profiteth,
if thou keep The Law: but if thou be a breaker of The Law, thy circumcision is made uncircumcision.
2:26 Therefore if the uncircumcision keep the righteousness of The Law, shall not his uncircumcision be counted for circumcision?
2:27 And shall not uncircumcision which is by nature, if it fulfill The Law, judge thee, who by the letter and circumcision dost transgress The Law?
2:28 For he is not a Jew, which is one outwardly; neither [is that] circumcision, which is outward in the flesh:

inwardly; and circumcision [is that]
of the heart,

Paul is talking of the Jews and circumcision and saying that a man is not justified by being outwardly circumcised in his flesh, but by faith (keeping of the
Commandments). That is the context, clearly seen in the preceding verses. Paul made
long discourses,
which you have to CAREFULLY keep in context to understand them correctly, and the point he was making (2 Peter 3:16) and not come to a wrong conclusion (as Christians have done).
2 Peter 3:16
3:16 As also in all [his] epistles (letters), speaking in them of these things; in which are some things hard to be understood, which they that are unlearned and unstable wrest, as [they do] also the other Scriptures, unto their OWN destruction.

He was saying you can't boast about outward circumcision (from The Law, as the Jews did) yet break the Commandments (of The Law) as the Jews did. Because the keeping of The Commandments (the circumcision
of the heart) is what
counts (Deut 10:16).
Deuteronomy
10:16 Circumcise therefore the foreskin
of your heart, and be no more stiffnecked (arrogant and obstinate).
He was NOT concluding that a man is justified by faith without righteousness, as that would be a contradiction and
impossible.
As without repentance to righteousness, there is evidently no faith.
James explained how faith without works (of righteousness) is
dead:
James
2:19 Thou believest that there is one God; thou doest well: the devils (liars) also believe, and tremble.
2:20 But wilt thou know, O vain (worthless) man, that FAITH WITHOUT WORKS is DEAD?
2:21 Was not our father
justified by WORKS, when he had offered Isaac his son upon the altar (and God made him your example -
Sura 16:123;
60:4)?
2:22 Seest thou how faith wrought with his works, and
BY WORKS was
faith (trust in God) MADE PERFECT?
2:23 And the Scripture was fulfilled which saith, Abraham believed ONLY God, and it was imputed unto him for righteousness: and he was called the Friend of God.
2:24 Ye see then how that
by WORKS a man is justified, and NOT by faith only.
2:25 Likewise also was not
Rahab the harlot justified by WORKS, when she had received the messengers, and had sent [them] out another way?
2:26 For as the body without the spirit is dead, so FAITH WITHOUT WORKS IS DEAD also.
That's the same as what Paul was saying in his letters, only Paul (also) focussed on talking about outward circumcision not being a requirement for justification, as some Jews had tried to claim. Paul was apostle to the Gentiles.
Ezra prophesied -
2 Esdras 1:31. When ye offer unto Me, I will turn My face from you: for your solemn feastdays, your new moons, and your circumcisions, have I forsaken.
Paul:
1 Corinthians
7:18 Is any man called being circumcised? Let him not become uncircumcised. Is any called in uncircumcision? Let him not be
(outwardly) circumcised.
7:19 Circumcision
(i.e. outwardly circumcision) is nothing, and uncircumcision
(i.e. outwardly uncircumcised) is nothing,
but the keeping of The Commandments of God [is crucial].
