Put them in a different category, Untested/Unconfirmed Positive Death.With the ridiculously stringent criteria for testing what would you have them do? Should someone who has all the symptoms but can’t get tested who later dies at home from those symptoms not be counted in the fatalities?

Because Germany has more free beds, space and staff. They were very well prepared for the pandemic and that is why they can take patients from other countries as well. Germany, in general, is very good at healthcare. Even then most of these "reports" are coming from smaller areas that weren't effected that bad to begin with before entering lockdown.
