Yeah could see that. However, alot of the states are local dispenaries monitored by the states. They allow card holders to be on the medical board for applicants in the state i am in which is a good thing. I could see it be implemented in a seed created by them that then gets sold to growers like the gmo monsanto mess. Best to keep your own seeds & grow your own.
