We can highlight the examples of China and Japan, where associations of companies operating in metaverses have been established, they already publish their own rules, they have a separate committee on metaverses. There is no uniform regulation of the topic in the USA, judicial precedents decide everything there. The European Parliament recently released a document on the risks of meta, in Europe they are generally cautious about the topic. An important role here is played by the global initiative of the Institute of Electrical and Electronics Engineers on the ethics of augmented reality “Metaverse and its management” (2022)”

It is no coincidence that the Sberbank expert mentioned the IEEE organization, which is actively moving the “digital transformation” of humanity together with the UN, the WEF, the World Bank, etc., entangling the planet with 5G/6G communication standards. I didn't watch that video but I couldn't help notice a black person in the link. My question is how many black people are in Russia and how long would Putin tolerate Black Lies Matter if at all? Also do blacks in Russia have a form of Russian ebonics because I know Russian is a difficult language to learn and am curious if ebonics is even possible in Russian?

Lol any kind of protest would be broken apart rather quickly.Also i dont think there are many black people in russia.Russia hasnt historicly been "importing" them.Dozens of cultures and religions exist in russia and from ther governments view everybody are equal so nobody should have nothing to b*tch about/no reason to protest.Reality ofc could be something else ..

German Gref's insane misanthropy: in a short film from "Sber", people are invited to "cleanse the earth of themselves"

"the completion of this thought - how the Earth should be saved-will be shown at the end of the film.

Virtual Andrey teaches the main character to simulate a virtual world. The phrase he keeps repeating: "too many people ..."Then there's an interesting dialogue between the characters:

Yulia: "You wanted children ..."
Andrey: "I wanted and I want, and I will have children by you, you will give them to me..."
Yulia: "Who am I giving birth to? Any numbers? A set of zeros and ones?

She changes events again - the police appear and break up the party, and her kisses with Andrei are interrupted - the young man literally begins to melt, turning into a set of pixels.

Then Yulia finally leaves the program with a "full immersion" and contacts her mother, they have an emotional dialogue:
Yulia's mother: "you're there again. He died, he died. And we are alive, I am alive, your father is alive. I'll do anything to make sure you don't go there again. You're not going to live there, you hear? you're never going to live there!“

To digitize our consciousness and send us to live in a computer with the same digital counterparts. And the real, real, natural life on planet Earth will be destroyed at the same time. This is the worst embodiment of the "Matrix", in which freedom fighters had the opportunity to wake up, get out of virtual captivity.

Everyone will decide for himself how to treat this artistic message from Gref and his comrades, but we ask that this material be considered as an appeal to the general prosecutor's office in connection with the presence in the film "Clouds" of crime under Art. 110.1 of the Criminal Code of the Russian Federation "inciting suicide or assisting in the execution of suicide". One of the measures to counter the ideology of terrorism and prevent extremism was the creation of Coordination Centers for the formation of active citizenship among young people, Prevention of interethnic and interreligious conflicts, counteraction of the ideology of terrorism and Prevention of extremism.

In 2022, 43 centers are already operating in different regions of the country. Including in the Donetsk and Lugansk People's Republics. During the meeting, the head of the Ministry of Education and Science of Russia instructed to create such centers in all regions of the country. One of the areas of work of these centers will be the monitoring of information "stuffing" and the spread of disinformation.

Another important function

Another point of the tasks sounds like "coordination of digitalization, automation and information and analytical support in the field of defense, including the creation of databases of mobilization resources." To solve these tasks, the council is given the right to request materials from authorities at various levels, invite their representatives (and other specialists) to council meetings, give them instructions, as well as create committees to address individual issues and propose solutions to the president.

The frequency of meetings of the new body is not determined by the decree, while it is emphasized that members of the council participate in events "without the right of replacement" (that is, the transfer of powers to deputies). In case of absence, it is necessary to notify the head of the council — Mishustin — and express an opinion on the issue under discussion in writing. The Prime Minister will report daily to the Head of State on the progress of the Council's work. The Council's decisions are binding on federal, regional and municipal authorities, "other bodies and organizations". The government apparatus takes over the organizational and technical work.

Software exports from Russia are only growing; they have risen almost 20 percent compared with last year. In addition, Russia has built a powerful system to encourage the IT industry. Packages of gradually adopted measures aimed at developing the industry are being implemented. The Deputy Prime Minister focused on introducing artificial intelligence (AI) technologies in the economy. He believes that regulatory barriers preventing AI penetration should be lifted. Russia has been working towards this end for a long time.


“The issue of ethical regulation in the field of AI is relevant for the entire world. People are Russia’s main priority, and AI should work for the good of society. Russia has developed the Artificial Intelligence Code of Ethics, signed by leading companies, universities and foundations. It envisages the basic principles of AI implementation: transparency, truthfulness, responsibility, reliability, inclusivity, impartiality, security and confidentiality. I would also like to note the importance of harmonising international legislation in the field of regulating the global internet and the activities of technology companies. It is necessary to develop common approaches towards protecting personal data on a global scale in order to maintain the balance of rights and responsibilities of all parties in the digital environment. In this context, we note with interest the UN Secretary-General’s recent initiative to develop a Global Digital Agreement. Russia is open for a dialogue with all interested states, companies and expert communities,” Dmitry Chernyshenko said.

The Deputy Prime Minister also added that the 20th UN IGF in 2025 would take place in Russia. Official confirmation of the host country status has already been received from UN representatives.

“Choosing Russia as the venue to host the 20th forum is a great honour for us and evidence that our country’s strong positions in the field of the development of the information society and digital technologies are recognised. We intend to ensure the broad involvement of all the interested parties in the forum’s work. At the same time, we want practical solutions that ensure the openness and security of the internet, while taking into account the interests of all stakeholders in the online space, to be the practical results of the forum,” Dmitry Chernyshenko emphasised.

In conclusion, Mr Chernyshenko wished all the forum participants a constructive dialogue and fruitful work."

The problem of Internet governance was at Tunis Agenda for the Information Society at World Summit on the Information Society held in Geneva in 2003 and in Tunis in 2005, resulting in Information Society program approved in Tunis that year. That is why one of the most relevant initiatives on the agenda is the development of the Global Digital Compact, a document proposed personally by UN Secretary-General António Guterres in 2021 in his report “Our Common Agenda”. Will this document be the first step towards a future where technologies used for good create the conditions for a more just and equitable digital world order?


Section 3. Russian and world experience in the field of combating destructive content. The role and responsibility of digital platforms

When digital platforms work with content, risks arise for all entities involved in the relevant legal relationship, especially for users and the platforms themselves. On the one hand, platforms today as digital public spaces play an important role in ensuring freedom of speech. On the other hand, they have the power of censorship (their algorithms regulate access to information, and their filters can automatically remove content that is considered confidential, but not necessarily illegal), which causes public discontent and opposition from states.

In this context, the attention of interested players around the world is riveted to the problem of destructive content. The large-scale use of artificial intelligence in Internet technologies creates new challenges for users and society, whether it is ensuring human rights and freedoms, protecting the privacy of citizens, the emergence of various types of discrimination, or the impact on a competitive market. The more tasks delegated to algorithms, the more acute the issues of security and responsible use of AI systems become. The challenges associated with the use of AI are being answered by various recommendations, principles, standards and technological solutions that are designed to reduce the level of existing risks and ensure the efficient, reliable and safe operation of algorithms.

At the same time, the question of the influence of the Internet and artificial intelligence technologies on civilizational development is largely unexplored; preservation of human dignity and human autonomy.
