What are carbon credits and how do they affect the environment

Russia is one of the largest emitters of CO2 on the world stage. "Domestic" emissions account for 5% of the total greenhouse gas emissions, according to British Petroleum analysts. The quartet of leaders includes China, the United States, the European Union and India.

The fight against the growing carbon footprint is one of the trends of legislative activity. The greatest resonance was caused by the adoption of cross-border carbon regulation (TUR) by the European Union: now importers are obliged to pay Brussels for exceeding the norm of established emissions generated during the production of imported goods.

Russia played ahead of the curve and took retaliatory measures to stimulate the modernization of industry and preserve capital within the country.

Federal Law No. 296 "On Limiting Greenhouse Gas Emissions" obliges domestic businesses to calculate and reduce their own carbon footprint within national borders. Companies' inaction will lead to large fines, and the companies themselves are already striving for self-regulation, giving preference to "green" partners and contractors.

How to avoid fines for exceeding the "carbon" limits, get into the plus and create the image of a "green" company? This is told by an expert of the domestic ESG service "Save the Forest", which is developing on the basis of the Skolkovo technopark.

Climate projects
The most understandable and obvious way. The company implements a set of measures aimed at reducing the carbon footprint of business processes. The integration of new equipment, technologies or design solutions leading to the reduction or compensation of emissions is the implementation of a climate project.

Its result is carbon units – a measure of measuring the effect, equal to one ton of CO2 equivalent. The project documentation, after appropriate checks, is sent to the Register of Carbon Units (a database of initiatives to reduce emissions).

After the implementation of the set of measures, a special commission verifies the results and credits carbon units to the company – they will be deducted from the total carbon footprint of the organization, which reduces the likelihood of administrative punishment.


Carbon trades / Credits
But the company does not necessarily have to implement such projects independently. Carbon units can be produced by a third–party contractor - and put up for specialized auctions. The average cost of a ton of CO2 equivalent in Russia is 1 thousand rubles.

Buying such a "currency" is a universal tool that allows companies to improve their reporting and avoid sanctions. The domestic market of carbon units, created in the fall of 2022, is the main event in the country's sustainable development agenda of recent decades.

Decarbonization technologies, the use of which allows to obtain carbon units, can be divided into three types – prevention, capture and compensation.


Prevention of emissions
The vital activity of many enterprises is ensured by burning fossil fuels – for example, fuel oil or coal. Such energy carriers are the main driver of CO2 emissions. Renewable energy sources can be used to reduce the carbon footprint.

Wind turbines and solar panels are the most "recognizable" decarbonization technologies. It was on the basis of solar panels that the company Dalenergoinvest LLC produced and sold the first carbon units on the domestic market.

Another tool in the arsenal of enterprises is energy efficiency. The construction of ergonomic heat exchange systems makes it possible to reduce the consumption of fossil fuels even on outdated equipment. The "carriers" of the technology here are qualified design teams and computer modeling.


Capturing emissions
If many generations of engineers are familiar with prevention technologies, then emissions capture is a new science–intensive direction. A vivid illustration is the projects of SIBUR, which has begun to introduce technologies for the purification and processing of CO2.

Emissions – derived from the vital activity of petrochemical enterprises – can be "collected" by special devices. Further, the carbon is subjected to technological processing – for further use in medicine, metallurgy and the food industry.


Emissions compensation
Finally, one of the main tools of cost–effective decarbonization is emission compensation projects. Companies invest in the restoration of forest cover, allowing thousands of planted trees to reduce the load on the atmosphere from their own business processes.

Photosynthesis, familiar to everyone from the school curriculum, is the main "technology" of such decarbonization: carbon processing by planted plants requires minimal costs from the investor.

However, it is a mistake to believe that any forest planting is a path to carbon units: forest restoration is regulated by dozens of industry standards, non–compliance with which will lead to damage to the environment, and not to its salvation.

Despite the apparent simplicity, every hectare planted has months of work by project teams, making sure that the new forest on the map of Russia ensures the sustainable conservation of ecosystems and biodiversity.

It is important to note that reforestation projects are popular not only in industry, but also among non-manufacturing organizations. For example, the Moscow Stock Exchange invested in planting more than 20 thousand trees at the end of 2022, maintaining its reputation as one of the most responsible domestic corporations.

Such initiatives – implemented both independently and by third–party contractors - not only reduce the risks of penalties, but also have a positive impact on the rating dynamics of the business, opening the way to new sources of financing and demand among customers and counterparties.
Rostelecom has created a secure digital space in schools of the Nizhny Novgorod region

Rostelecom has completed the federal project "Digital Educational Environment" in state educational institutions of the Nizhny Novgorod region. In two years, the company has created a communications infrastructure, organized wireless broadband Internet access and connected a video surveillance system in 579 schools in the region.

160 schools in Nizhny Novgorod and 419 in the region participated in the project. To connect digital services, the company has built a structured cabling system inside 687 buildings. Rostelecom specialists laid a cable in 21,570 premises and installed over 22,000 pieces of equipment. All classrooms are equipped with Wi-Fi access points.

2,687 surveillance cameras help to ensure security in schools. They are installed at the entrances to educational institutions. The recordings are stored on the DVR for 31 days. This year, the devices are planned to be integrated with the "Safe City" agro-industrial complex.

By the beginning of the project, the technological basis for connecting digital services was already ready: Rostelecom has been building optical communication channels to educational institutions since 2019 under the state program for socially significant facilities, including schools, and under the federal project "Unified Data Transmission Network".

By Order of the Government of the Russian Federation No. 713-r dated March 22, 2021, Rostelecom was appointed the sole executor of the work on the formation of a sustainable ICT infrastructure in educational organizations. Work on the Digital Educational Environment project was carried out in the Nizhny Novgorod Region from 2021 to 2022. VTB: Russians have become a quarter more likely to use digital cards

Results of 2022

The number of transactions on VTB digital cards in 2022 increased by 25% compared to last year and reached 60 million transactions, - the press service of the credit institution reports, - on average, the user of such cards makes about 20 transactions per month.
The total amount of spending by VTB customers on digital cards in 2022 exceeded 63 billion rubles, an increase of 22% year-on-year. Mir virtual cards became the driver of turnover growth: during the year, the bank's customers paid for purchases and services worth over 42 billion rubles with them, which is 8.4 times higher than last year. The volume of transactions on digital cards of other payment systems is expected to have halved.

At the end of the year, the number of transactionally active digital cards increased by 40%. On average, spending on one such card per month is about 16 thousand rubles," the report says.

"Over the past year, the payment infrastructure has adapted to the new working conditions. The withdrawal of international payment systems from the Russian market has accelerated the development of the national Mir card and domestic services, including Mir Pay, which allows you to pay with a smartphone. Therefore, the demand for digital cards in 2022 not only did not decrease, but also increased significantly. VTB has multiplied both the portfolio of issued virtual cards and its growth rate. This year, according to our estimates, the dynamics of demand for the product will decrease slightly: they are perpetual and do not need to be reissued, cannot be lost or stolen. At the same time, the turnover on digital cards will continue to grow: according to our forecasts, it will increase by 15-20% over the year," comments Ksenia Andreeva, head of the Debit Cards and Accounts Department at VTB.

Rosatom Company presented Smart City technologies in Turkmenistan

Rusatom Infrastructure Solutions (RIR, part of Rosatom State Corporation) took part in the Turkmen-Russian Business Forum held in Ashgabat on January 19-20. The panel sessions discussed cooperation in the field of transport and logistics, industry, education, digital agenda and other areas. Within the framework of the event, cooperation in the field of innovative and information technologies was discussed, among other things.

More than 100 video surveillance cameras will be connected to the "Forest Guard" system in the Nizhny Novgorod region

According to the Ministry of Forestry of the Nizhny Novgorod region, in 2023, more than 100 video surveillance cameras will be installed in the region to fix and prevent forest fires. Thanks to timely video monitoring, most of the fires in the forests can be localized within a day.

Thanks to modern technologies, 65 forest fires were extinguished in 2022 on an area of about 12 thousand hectares, 97% of which were eliminated in the first day.

A Forest Fire Monitoring Center has been established in the Nizhny Novgorod Region, and video surveillance cameras have been integrated into a single system. With the help of the Forest Guard information system, the fire source is automatically detected, which makes it possible to send emergency personnel to eliminate it in a short time.

In addition, forest fires are detected through space monitoring, forest patrolling by drones and air patrol by aircraft.

The digital renewal of general education began several decades ago and continues today: it is a process of changes in the work of the school (the goals and content of education, the educational environment, the learning process, the management of the educational organization and the entire system), which takes place in a developing digital environment.

Schools are moving along the path of digital renewal at different rates and are at different stages of this process. Stages are groups of states in which individual schools are located. At each stage, different ideas about the possible/desired future are formed in school communities, which is reflected in their development programs.

At the seminar, we will discuss the idea of a smart school as the desired result of digital renewal. The results of monitoring the digital transformation of education are used to assess the process at the federal level.

Heat supply systems were digitalized in Voronezh

In Voronezh, Rusatom Infrastructure Solutions has completed the first stage of digitalization of resource supply and urban economy using its own software package "Digital Heat Supply". As a result of the pilot project, a digital database on heat consumption facilities was created, the process of adjusting heat consumption modes in one of Voronezh's microdistricts was automated, and it became possible to monitor and evaluate the quality of face-to-face customer service online. In the future, the results are planned to be replicated to other districts of the city.

The digitalization project is carried out in several directions. In particular, for more effective control over the preparation of buildings for the heating season, digital passports of heat receiving installations (TPU) in apartment buildings and social facilities have been formed. Specialists conducted a technical inspection of the condition of 60 TPU, issued the necessary instructions with the entry of data into an electronic database, which is available in the RSO and the city administration. As a result, instead of paper archives, all data is stored in digital format with the ability to output the necessary analytics, as well as automatic notification of the timing of issued prescriptions.

The "Central Panel" module has also been launched with the display of information in three main sections: the elimination of incidents and emergencies, preparation for the autumn-winter period, work with appeals and complaints from residents of the city. Employees of the branch of PJSC "Quadra" "Voronezh Generation", employees of government bodies and authorized persons have access to the module. Access to information is instantaneous, because all the tools used in the PC "Digital Heat Supply" are built on the basis of WEB technologies.

In the future, in 2023, it is planned to pilot the introduction of the modules "Mode Analysis", "Balance Analysis", which will act not only as an accounting system that allows you to record and display the readings of heat meters, but also as a system for analyzing accumulated data using artificial intelligence elements to identify anomalies in consumption, deviations from the standard temperature, hydraulic mode , etc .
MTS upgraded the video surveillance system in Rasskazovo

MTS has upgraded the digital video surveillance system, which combined the cameras installed on the streets of Rasskazovo, Tambov region, into a single information center. A fiber-optic network of several dozen devices was created as part of the Safe City program, the MTS website reports.

The updated system works at two smart stops, on central city streets, and also controls security at the entrance to the city. In addition, an existing pedestrian projection crosswalk with recognition function is integrated into the system. Smart Transition as a pilot project was launched in the city in October 2021.

Currently, there are more than 30 CCTV cameras in Rasskazovo, this year their number will grow to 50.

The entire high-definition video stream from IP cameras is broadcast directly to the police station on duty, as well as to the Unified Duty and Dispatch Service of the city administration. Dispatchers have round-the-clock access to all installed cameras in real time. Thus, the system allows you to track the events taking place online, and the recordings from the cameras will help to quickly disclose offenses, for example, theft or damage to property.

"Digital technologies allow optimizing urban resources and developing infrastructure, making public spaces safer and more comfortable for work and recreation of citizens. In the lens of video cameras — the busiest streets, dangerous intersections and access roads. In addition, all cameras are installed at the right height, at a certain viewing angle, so there are practically no "blind spots" in the system. Thus, the video surveillance system takes care of the residents of the city and city property," said Svyatoslav Koshurnikov, Director of MTS in the Tambov region.

The city administration plans to scale the project in 2023 and further increase both the number of connected video cameras and expand the functionality of the video surveillance system based on artificial intelligence technologies. Today, there are 15 world-class scientific and educational centers (RECs) in Russia, uniting about 600 different participants in 36 regions of our country. In 2022, more than 1.6 billion rubles were allocated for their support.

World-class scientific and educational centers are innovative platforms that unite educational and scientific organizations with business. Their goal is to build a modern model of research and development for the technological development of the country.

The creation and development of REC is carried out within the framework of the national project "Science and Universities" implemented by the Ministry of Education and Science of Russia. At the moment, RECs unite 36 subjects of the Russian Federation, 9 centers are interregional.
REC activities
Among the participants of the REC are 145 universities, 140 scientific organizations, 319 organizations of the real sector of the economy. From January to December 2022, 1,963 patents for inventions were obtained, more than 18 thousand scientific articles were prepared. More than 550 technologies have been developed and transferred for implementation into production in organizations operating in the real sector of the economy. 4,578 new high-tech jobs have been created, 6.5 thousand people have completed training in competence development centers for managers of scientific, scientific and technical projects and laboratories in the interests of regional development. More than 17 billion were attracted to the implementation of REC activity programs.

The activities of the centers are versatile and diverse. Thus, RECs carry out work in the field of biotechnology, medicine and healthcare, technology for ensuring social stability, ecology and rational use of natural resources, advanced digital technologies and innovative production, intelligent transport systems and aerospace, new materials and energy, and in many other industries, the achievement of leadership in which should provide a socio-economic breakthrough in the development of the subjects of our countries.

Drifting weather stations

In 2022, scientists of the REC "Moreagrobiotech" (the federal city of Sevastopol and the Republic of Crimea), within the framework of the project "Development and transfer of technologies of the marine Internet of Things, environmental and climate monitoring", finalized a prototype of marine autonomous measuring buoys.

Drifting weather stations are small—sized measuring platforms that provide regular observations in the near-surface atmosphere, on the surface and in the ice thickness, in open sea areas and in the water column under the ice. The weather stations are adapted to the conditions of the Arctic region and will update the routes of ships along the Northern Sea Route online.

Drifting weather stations allow you to receive a variety of information, including data on water and air temperature, atmospheric pressure, wind speed and direction, thickness of snow and ice cover, direction of ice drift. All this via satellite will be available to specialists almost immediately. The operator has the ability to addressedly set the discreteness of measurements and information transmission from a few minutes to a day, put the buoys into standby mode, activate them again. The introduction of such technology will significantly improve the efficiency of hydrometeorological monitoring in the Arctic.

Scientists of the Arctic and Antarctic Research Institute (AII) are working on the scientific project together with Sevastopol State University and an industrial partner.

Seven weather stations are already operating, 42 more will be opened in 2023. By 2024, 49 such stations will operate in northern waters.

The devices themselves were developed and manufactured by a Russian company together with scientists from Sevastopol State University.

"The hydrometeorological observation network in the Arctic based on Russian drifting buoys is of the most important both applied and scientific importance. The introduction of such technology will significantly improve the efficiency of hydrometeorological monitoring in the Arctic," said Sergey Motyzhev, Chief Researcher of the Marine Observation Systems Research Institute of Sevastopol State University.

Spacecraft — to help environmentalists

The Kuzbass-300 spacecraft, the first satellite launched into space in the history of the region, was launched from the Baikonur cosmodrome as part of the project "Innovative Technologies ensuring a high level of ecology" of the Kuzbass REC (Kemerovo Region). It was developed by schoolchildren of Kemerovo, students and scientists of the Kuzbass State Technical University (KuzSTU) on the satellite platform of the company "SPUTNIX".

Kuzbass-300 has entered a predetermined orbit — about 600 km above the Earth. The satellite equipment will transmit telemetry data, voice messages, as well as photos from the camera to the Earth. The size of the Kuzbass satellite is 340x100x100 mm . 14 solar panels, a rechargeable battery, a camera, a camera orientation system in the direction of the Earth with an accuracy of one degree are fixed on the case. The device can operate in the temperature range from -100 to +150 °C.

With the help of a satellite based on the Mission Control Center of KuzSTU, schoolchildren and students of the region carry out remote sensing of the Earth as part of environmental monitoring of the territory of Kuzbass.

Virtual models of oil and gas fields

Participants of the Perm REC "Rational Subsoil Use" are developing technologies to increase the oil recovery coefficient for hard-to-recover reserves. To do this, they created the software "Engineering Simulator of technological processes", which will allow modeling the movements of multiphase flows during the extraction, collection and transportation of hydrocarbons. With its help, both static hydraulic calculations and dynamic ones can be carried out.

"An engineering simulator is a domestic development that allows replacing, and in some cases surpassing, foreign analogues of software used in the fuel and energy complex. This is especially relevant in the context of the formation of technological sovereignty and unprecedented geopolitical pressure faced by the industry. The software package is based on the most advanced information technologies, including the use of big data and predictive analytics, artificial intelligence, 3D modeling and VR technologies. Thanks to this, the software can be used for a wide range of tasks, such as static and dynamic analysis, accounting for possible complications and ways to overcome them. The simulator also acts as an effective simulator that helps engineers to work out practical skills in regular and emergency situations," says Pavel Ilyushin, Director of the ANO REC "Rational Subsoil Use".

With the help of the software product, virtual models of oil and gas fields are created, the real design of wells and linear pipelines is taken into account. The software has already been put into commercial operation at LUKOIL-PERM LLC.
Russia has presented a Mid-term voluntary national review of the implementation of the Sendai Framework Program

The website of the UN Office for Disaster Risk Reduction contains a Mid-term voluntary national Review of the implementation of the Sendai Framework Program (PSA) for Disaster Risk Reduction for 2015-2030, prepared by the Russian Federation based on the results of 2022. Specialists of the VNII GOChS participated in its development. A similar document is presented by more than 50 countries, including: Argentina, Armenia, Australia, Austria, Belgium, Canada, Georgia, Japan, Kazakhstan, Mexico, Montenegro, Norway, Poland, Sweden, Switzerland, Turkey, UAE, USA and others.

The purpose of preparing such reviews is to summarize the annual results of the implementation of the program, assess the results achieved and identify emerging problems in disaster risk prevention and reduction. This makes it possible to determine the directions for priority and comprehensive international, national and local cooperation and further actions in the period from 2023 to 2030 for sustainable development, taking into account emerging risks.

In the Russian Federation, the Ministry of Emergency Situations of Russia is preparing a mid-term voluntary national review of the implementation of the Sendai Framework Program. The department's partners in this matter are the State Research Institute of GOCHS, Kazan National Research Technical University named after A.N. Tupolev, the Educational and Methodological Center of the Ministry of Education and Science of Russia at the Bauman Moscow State Technical University.

This mid-term voluntary national review is the first experience of a comprehensive voluntary assessment of the status and progress of achieving the global targets of the Sendai Framework Program in the Russian Federation.

The published Mid-term Voluntary National Review of the Russian Federation consists of four chapters: analysis and management of emergency risks, the activities of the national platform for disaster risk reduction, investment in order to reduce the risk of emergencies, preparedness to respond and restore resilience after emergencies. They reflect the status of issues in priority areas of disaster risk reduction. Each chapter describes the activities carried out and the results achieved in the Russian Federation on the way to achieving the global targets of the Sendai Framework Program.

It is worth noting that in accordance with Russian legislation, the term "emergency" is used instead of the term "disaster" in the mid-term voluntary national review.

The collection and analysis of national indicators for the implementation of the Sendai Framework Program is entrusted by the decision of the Ministry of Emergency Situations of Russia to the GOCHS Research Institute, acting as its national coordinator.

"The results of the analysis of the values of indicators for the implementation of seven global PSA tasks in the Russian Federation over the past 8 years demonstrate the effectiveness of the functioning of the National Disaster Risk Reduction Platform based on the Unified State System for the Prevention and Elimination of Natural and Man—made Emergencies (RSChS)," the Voluntary National Report of the Russian Federation says.

Similar programs in the field of life safety have been approved and are being funded at the regional and municipal levels. Public-private partnership in the field of life safety is developing. In order to increase disaster preparedness and ensure effective response and the introduction of the principle of "make it better than it was" in the recovery, rehabilitation and reconstruction activities, emergency response forces have been created and are in constant readiness. Techniques and technologies of emergency prevention, emergency notification, public awareness, emergency response are being developed. Codes of rules and national standards have been developed and put into effect in the field of priority life support of the population in emergencies, construction, public safety, buildings and structures.

Currently, the global approach to disaster risk reduction is based on the Sendai Framework for Disaster Risk Reduction for 2015-2030, adopted at the III World Conference on Disaster Risk Reduction in March 2015 in Sendai (Miyagi Prefecture, Japan). The Sendai Framework Program, as a framework document, has identified four priority areas of action for the entire world community in the field of disaster risk reduction for the next 15 years. It also names seven global targets, which are measured by 38 indicators.

Many sane people wonder why the government of the Russian Federation makes very controversial decisions that are clearly not good for our country, fitting into the manuals of the "collective Shwab", according to which the "great reset" is being carried out to build a New world Order. After the formation of the EC back in December 2021, 25 working groups were created under it, in which more than 900 experts were involved. Moreover, these experts were mainly attracted from departments, corporations and institutions headed by the "leading members" of the council. Such as coordinator Yaroslav Kuzminov, German Gref, Alexander Shokhin and Alexey Komissarov, who replaced Vladimir Mau who was "sick" in Israel.

The composition of experts is easy to check with our competent authorities and this should be done for the new EC in the near future. Here is a concrete example: according to the report for 2022, more than 100 EC initiatives concerned "the formation of a comfortable and safe environment for life." Within the framework of the UN climate agenda and "decarbonization", the list of participants in the experiment on emission quotas was supplemented. It includes almost 30 more cities with a difficult ecological situation in 11 regions of the Russian Federation.

On December 30, the government published instructions for the Expert Council for 2023. "In this situation, we act comprehensively, protecting subscribers from calls with substituted numbers. Group-IB experts note that attackers continue to use various telephone fraud schemes to deceive victims. "There are dozens of scenarios in which criminals force people to transfer money or disclose confidential information about bank cards. To increase the chances of catching the victim by surprise, scammers constantly invent and try new legends. For example, attackers do not miss the opportunity to adopt current news topics. For greater persuasiveness, criminals can use tools to substitute an incoming number," the experts said.

The commercial director of the company "Security Code" Fedor Dbar said that there are a large number of different programs that can reduce the frequency of spam and fraudulent calls. "All utilities work on approximately the same principle, and the user should choose by trial and error. Note that most of these programs work as number identifiers, that is, they do not block incoming calls, but make it clear that someone from those with whom you would not like to talk is on the other end. Such programs can be divided into two groups: the first are mobile operators, the second are specialized developers. The applications of the second group, as a rule, have a wider functionality, while the database of unwanted phone numbers is often replenished by the users themselves," said Fedor Dbar. They try to scare them, take them by surprise, use all sorts of psychological tactics so that during a phone call the victim becomes trustworthy. Scammers create a sense of urgency so that a person panics and succumbs to manipulation. Therefore, they demand to pay or disclose the data right during the call, and not ask to perform some additional action after the end of the conversation," she explained.

According to her, one of the examples of telephone fraud are calls from the "main department of the Ministry of Internal Affairs". "They say that a criminal case has been initiated against the victim, and they begin to manipulate her. Or they call with a message about the delivery of goods and ask you to specify bank details. While maintaining the current situation of the industry, regulating the digitalization of housing and communal services, the level of demand and the absence of significant macroeconomic factors, 95.8% of the 7 million meters installed per year will work on IoT networks by the end of 2025.

"The active introduction of smart meters began in Russia in 2020. The population of Russia has decreased by 555 thousand people over the year

Rosstat reported a decrease in the population of Russia in 2022 by 555 thousand people, to 146.4 million. The reduction occurred despite taking into account the census data, which increased the number of residents by 1.4 million people at the beginning of 2022

The permanent population of Russia as of January 1, 2023 amounted to 146.425 million people, having decreased by 555 thousand over the year (minus 0.38%). This follows from a preliminary estimate of the permanent population posted by Rosstat on January 31.
The presented data take into account the results of the All-Russian Census, which took place in 2021 and as a result of the recalculation significantly increased the population of Russia. Excluding the census, Rosstat reported that as of January 1, 2022, 145.6 million people lived in the country. However, after the announcement of the census results, the indicator for this date increased by more than a million, to almost 147 million inhabitants. This makes it difficult to compare the results of 2022 with previous periods.

Rosstat notes that the population data does not take into account "official statistical information" on the DPR, LPR, Zaporozhye and Kherson regions, which were admitted to Russia at the end of September 2022.

According to previous Rosstat estimates, prior to the census, the permanent population of Russia has been declining every year since 2018 inclusive. According to the results of 2021, a record decrease in the population since 2002 (minus 613 thousand people) was recorded against the background of an increase in mortality during the pandemic and a decrease in the birth rate, follows from the data of the department.

The dynamics of the number of citizens consists of a natural increase/decrease (the number of births minus the number of deaths) and a net inflow/outflow of international migrants. This is less than in the same period of 2021, when, against the background of the consequences of the pandemic, the decline reached 945 thousand people. The annual mortality rate in January—November decreased by 22% (to 1.74 million people), and the birth rate — by 6%, to 1.2 million.

As for migration, according to data for January—October 2022 (the most relevant statistics for today), there was a migration outflow of 20.6 thousand people in Russia, whereas for the same period a year earlier there was a migration increase of 320 thousand people. The number of arrivals in the ten months of 2022 decreased by 5% year—on-year, to 3.42 million people, and the number of departures, on the contrary, increased by 5%, to 3.44 million.

The results of the census become the basis for estimating the population, and in the intervals between censuses, the permanent population is recalculated based on the data of the Registry Office system on fertility/mortality and migration registration, demographers told RBC earlier. Rosstat receives data on migration from the territorial bodies of the Ministry of Internal Affairs — their reliability is worse than that of data on the natural movement of the population, experts pointed out. If there is a deterioration in the quality of migration records, this violates the balance of demographic calculations. Thus, the specifics of migration registration are such that "retired" means not those who actually left the country, but those removed from the registration register (when the end date of temporary registration comes, migrants are automatically considered to have left for the country of their former residence). Not all such people leave the borders of Russia.

Among the regions by the end of 2022, the largest reduction in the number in absolute terms was observed in the Rostov and Nizhny Novgorod regions (minus 28.6 thousand and 27.9 thousand people, respectively), as well as the Saratov and Sverdlovsk regions (minus 26.8 thousand and 23.4 thousand people).

The largest increase in the number occurred in Moscow (plus 82.4 thousand), the Moscow region (plus 52.2 thousand), as well as in Dagestan (plus 22.9 thousand). In relative terms, the change in the number of the population both in the direction of decreasing and increasing did not exceed 2% among all regions, follows from the calculations of RBC.

The phenomenon of negative migration
Rosstat's estimates of population decline are absolutely expected, there was a consensus among demographers that it would amount to 500-600 thousand people by the end of the year, Mikhail Denisenko, director of the HSE Institute of Demography, told RBC. In his opinion, this trend will continue in 2023. "The main factor is a decrease in the number of births due to a decrease in the number of women of reproductive age, as well as "bad" migration — minus 20 thousand. According to his preliminary estimates, by the end of 2023, net migration with other countries will be able to become zero or reach a small plus, but it is unlikely that this will significantly affect the population. Denisenko also noted that taking into account the census data implies incomplete comparability of the 2022 data with previous years. Igor Efremov, a researcher at the International Laboratory of Demography and Human Capital of the Gaidar Institute, points out serious methodological problems of migration accounting. In 2021, due to the pandemic, labor migrants were automatically renewed their registration in Russia, which is why they did not "drop out" on paper in 2021, he explains. Accordingly, their "retirement" was postponed to 2022, as a result of which about 200 thousand people were deducted from the registered migration increase over the past year on paper. Also in 2022, due to the nature of migration accounting and the specifics of the methodology, two migration flows were not included in the final statistics: Ukrainian refugees to Russia and Russians who left the country after the start of the military special operation and after partial mobilization. "Refugees in Russia (formally, they receive other legal statuses, but I use the word "refugees" as generally accepted, and not in a legal or bureaucratic sense) usually received short-term registrations for a period of three months, which were then extended the required number of times. Based on an artificial neuron, it is possible to create miniature inexpensive biocompatible sensors with a smart design that will be sensitive to physico-chemical parameters, for example, a glucose sensor, a moisture sensor or a temperature sensor. "They can be trained, these are multisensors - sensorics of various signals, decision-making," Mostovich said.

He added that such sensors can be used in the agricultural sector. Organic and sensors close in elasticity to biological tissues can be implanted, for example, in a plant. The plant will be able to analyze its condition, transmit data about which trace elements it lacks, so it will be possible to add the necessary amount of certain fertilizers at the right time.

"The source of this patent is a polariton transistor, which our team presented in 2019. Only then we switched it with the help of about 10-100 thousand photons, and now - with just one particle. It is important that we are talking about working in indoor conditions, while competing approaches failed to raise the operating temperature above minus 263 degrees Celsius," explained Professor Pavlos Lagudakis of Skoltech, whose words are quoted by the press service of the university.

Bose-Einstein condensate is a quantum form of matter similar in some properties to liquid and gas. It consists of atoms or other particles cooled to almost absolute zero. A year ago, Russian physicists discovered a new form of Bose-Einstein condensate, a kind of "liquid light". In the past, physicists believed that such structures could exist only at temperatures close to absolute zero. However, scientists from Russia managed to show that they can occur at room temperature.

According to Professor Lagoudakis, the discovery of this form of Bose-Einstein condensate and the creation of methods for controlling the properties of "liquid light" opened the way for the creation of devices capable of playing the role of long-term memory cells for classical and quantum computers using light particles to transmit data and perform calculations.

Recently, researchers from Skoltech managed to improve the operation of photon detectors used in the operation of a transistor they created based on "liquid light". This makes it possible to control its behavior using single particles of light, rather than tens or hundreds of thousands of particles. What is dangerous about it for families and children? Let's repeat a little and tell you once again the essence that was reported for more than two months. The bill radically complicates the conditions for persons wishing to adopt a child or take him under guardianship, including for close relatives, and creates the ground for the promotion of the business of psychologists and other "specialists" in "preventive" intervention in families, their support and examination.

The document introduces a mandatory socio-psychological examination of persons wishing to adopt a child into their family and persons living together with them, including children under 10 years of age. There are no exceptions for relatives, including close ones. This conclusion of an "independent" psychologist may be negative – in this case, the path to the adoption of the child will be closed.

Some "specialists in the field of education" or even lawyers who are not in labor relations with the guardianship authorities conduct a survey. That is, personal information will be distributed to "specialists" who have nothing to do with the guardianship authorities, who are actually called upon to deal with the device of children who have lost parental care. This, among other things, is a sign of the continued displacement of state structures from the sphere of implementation of state functions.

According to the draft, a socio-psychological examination is carried out in order to determine whether citizens have motivation, "parenting experience and other COMPETENCIES" necessary for the adoption of a child into a family. The wording can lead to the fact that people who do not have their own children (for example, for health reasons), as "having no parenting experience", will obviously be thrown out of the list of candidates for the adoption of a child.

In Russian traditions, first of all, love and self-sacrifice are important for creating a family. In the ideology imposed by the bill, taken, in essence, from the foresight project "Childhood-2030", "family" is a professional sphere, for the creation of which some "competencies" are needed. This approach is mentally alien to us and poses a real threat to the institution of the traditional family. Today, in the Family Code, the word "competence" in relation to parents or persons taking a child into the family does not occur. Recall that according to the foresight project, which seems to have been canceled in Russia, testing of parents (with the subsequent introduction of certificates for the right to have and raise children) should become the norm. It seems that the PFZ under discussion is building a path to this testing, for starters – in relation to cases of adoption of children into a family, and even by native people.

A person who wants to adopt a child, according to the results of a psycho. surveys may be issued recommendations on obtaining pedagogical, socio-psychological services. It is clear that failure to comply with these recommendations will entail adverse consequences. Given that organizations are interested in work (money), it is obvious that there will be no end to the flow of recommendations. As it happens today in Western countries, in which parents who have lost their children for far-fetched reasons and want to return them must repeatedly take various courses and tests to prove their "competence".

The authors of the bill provide for the mandatory passage of special training by close relatives (grandparents, brothers, sisters) who want to adopt a child into a family (the so-called "school of foster parents"), from which they are currently exempt, as well as the "possibility" of such training for any persons living together with these relatives, including children (!) from 10 years old. Moreover, this training can be conducted by various organizations that are interested in giving numerous negative conclusions to relatives (for corruption, etc. reasons).

The bill provides for the implementation of the "escort" of guardians by the decision of the guardianship authorities, that is, an unhindered invasion of the privacy of foster families, even in cases of the placement of a grandson (who has lost his parents) under the guardianship of his own grandmother, with whom he lived since childhood. The work of "accompanying" families can be carried out by various "organizations", including juvenile NGOs. The more clients there are, the more profitable it will be to accompany families. In the West, for example, as part of such an escort, parents are told where the bike should stand, where books should lie, etc., and in case of evasion from the realization of the desires of the "escorts", the most severe sanctions for breaking up with children follow.

But that's not all. According to the bill, "escorting" can continue even in the case of the removal of the guardian from duties. Moreover, there is no question of any consent of the former guardian. In addition, if now only the guardianship authority checks the living conditions of the wards, then the bill provides for the granting of supervisory functions to any "other specialists" of organizations to which the guardianship authority will transfer its powers. During the inspection, the appointment of a "socio-psychological examination of the child" is possible.

As stated in the financial and economic justification for the bill, its implementation will require the allocation of more than 803 million rubles per year. At the same time, it follows from the Explanatory Note to the PFZ that its relevance is due to about 1% (!!!) cases of the return of children adopted into families (moreover, only a part of this one percent are adoptive parents, guardians). That is, the justification of the document looks far-fetched, and the creation of conditions through it for the promotion of a "psychological" business around the placement of children in families is obvious.

We are joins the conclusions of the parent community, in particular, the Public Commissioner for the Protection of the Family: PFZ No. 232772-8 is conceptually untenable, has high corruption risks, openly contradicts the recent Presidential Decree "On the approval of the Foundations of state Policy for the preservation and strengthening of Traditional Russian spiritual and moral values," and is also a dangerous window of Overton for the introduction of certificates for parenthood, which has long been dreamed of by utopian transformers of traditional human society. It was claimed, in particular, that the regulator blocked 306 pages of homopropaganda. But, alas, both news turned out to be fake—the overwhelming number of perverts' resources on the networks (and there are about 200,000 of them in the VK alone) continue to exist until now, and the news about page blocks was refuted by the homosexuals themselves, who admitted to journalists that they specially created a thematic site with allegedly blocked pages and drew a stub on it "This the resource is blocked by Roskomnadzor." As it is done with respect to other types of information prohibited for dissemination, subject to entry in the register of prohibited sites. The Government of the Russian Federation is also obliged, in accordance with part 1 of Article 16.2 of the 149-FZ, to determine the organization authorized to carry out such monitoring"

According to Ekaterina Mizulina, director of the Safe Internet League, the criteria for determining the information to be blocked are planned to be approved only by the autumn of this year —which, of course, does not suit thousands of parents across the country who flood government agencies, public organizations and even Khinstein with their complaints. That is why it is necessary to demand from the Government, Roskomnadzor, the Ministry of Internal Affairs and the Prosecutor's Office to develop the necessary documents as soon as possible —and from Roskomnadzor also to open a special service on the agency's website, where every parent can complain about dangerous content. Such a proposal, by the way, was formulated at the Commission of the Public Council under the RCN mentioned by us – and has not yet been implemented, although the Government has already sort of adopted the necessary resolution.

It seems that it's more a matter of the technical side — the RCN may simply not have the tools for this kind of blocking (the so-called "search engine in a bad way", which Igor Ashmanov proposed to create at the Commission)— but in any case, this issue needs to be resolved as soon as possible. Promobot, a Russian manufacturer of autonomous service robots, has signed an exclusive contract with the Swiss company Advanced Robotics. From 2019 to 2024, Promobot will deliver about a thousand robots to Europe. Exclusive rights to the sale of Promobot robots extend to the entire territory of the European Union. The total amount of the contract is 18.5 million euros.

According to the agreement, in order to maintain the status of an exclusive distributor, the partner is obliged to fulfill the minimum purchase requirement: from 500 thousand euros in 2019 to 5 million euros in 2024. In case of non—fulfillment of obligations, the distributor must reimburse the manufacturer - thus, the volume of purchases is guaranteed. The document provides for full refund of the contract amount.

"We are very responsibly working out the option of interaction with partners when exclusivity depends on it, especially if we are talking about such a volume of countries — we actually "gave" the whole of Europe to our partners. It is important that we did not just sell robots, we found out in advance exactly what application cases were needed, what business processes robots would be embedded in, who the final customer of the product was," Alexey Yuzhakov, Chairman of the Board of Directors of Promobot.

Promobot robots are autonomous service androids. They are used as consultants, administrators, guides and promoters in banks, museums, shops, government offices, residential and shopping centers.

"Specifically for this contract, we have developed unique software for our partners, which will be equipped with all robots running on this partner line. It is this software, together with the Promobot functionality, that allowed our partners to start negotiations with well—known brands - for example, the German Media Markt network. — continues Yuzhakov. — We would not have agreed to the transfer of exclusive rights if, together with a partner, we did not see the future, did not know the end customers, were not confident in the contract. At the first stage of cooperation, the parties envisage the opening of service centers and sales offices in Romania, Germany and Austria during 2019-2020. In the future — as the market develops.

While most of the analogues seem to be nothing more than gadgets, Promobot has all the potential to bring real benefits to business. Advanced robot AI, structural features and functionality are often superior to similar products on the robotics market. We plan to launch interactive applications that will partially work offline, and partially be controlled by a person through a telepresence service. We are going to develop applications for a concierge robot, an exhibition employee and other service positions."

According to Alexey Yuzhakov, the company is also considering the possibility of transferring part of its production processes to Europe. All robots are 80% made up of Russian components. The company itself develops speech recognition systems, navigation, linguistic database, mechatronics, electronics, artificial intelligence. Russian Promobot specialists have also developed a microphone array that has no analogues in the world — this is a device with which promobots recognize people's speech even in the noisiest places.

"Robots are practically not used in Europe today, so we see great potential for development. The robot "Alex" from the Perm startup Promobot held a news release on the federal channel "Russia 24". He spoke about the international forum in Sochi, the results of the activities of the Ministry of Agriculture, the missing Moscow cat and other important events on the news agenda.

The basis of the appearance of "Alex" was the face of the founder of the company Alexey Yuzhakov. According to TASS, silicone casts were taken from Yuzhakov 11 times to create a 3D model of the face. The resulting mask was stretched over the robot's skull and hair and stubble were added.

It is emphasized that robot faces always turn out to be wider and more mature, since silicone is thicker than human skin and lacks muscle tone. 35 drives capable of simulating about 20 human emotions are responsible for the facial expressions of "Alex".

Promobot also presented "Alex" at the Skolkovo Robotics conference. The recording of the presentation can be viewed on the company's YouTube channel. The Perm startup has been developing "Alexa" since 2017, and work on it is not finished yet. The final version, according to Promobot co-founder Oleg Kivokurtsev, will appear on the market in 18 months and will cost from a million rubles. The project budget is $1.5 million.

The creators believe that the robot can perform the work of a consultant in banks, post offices and insurance companies. "A social robot is needed where there is a high level of stress among customers and high stress tolerance of operators is required," Kivokurtsev noted.
