NEUROCHAT WAS PRESENTED AT THE 12TH INTERNATIONAL INNOVATION AND TECHNOLOGY EXHIBITION (INOTEX) HELD IN IRAN.

17 May 2023
The INOTEX exhibition attracted many Iranian and foreign businessmen, technologists, industrialists, university students, professors and researchers, and about 450 companies participated.

!
NEUROCHAT: COMMUNICATION WITH THE POWER OF THOUGHT IS ALREADY A REALITY!

01.11.2023
Technology is especially valuable when it becomes useful to people. There are innovations that simplify life, but there are developments that allow a person to accomplish the impossible. And this is especially true, of course, for vulnerable groups of the population. One of these developments is the Russian project NeuroChat.

This is an innovative system of brain-computer interfaces for neurocommunication and neurotraining. This system allows you to type, develop and train the cognitive functions of a person with the help of the power of mental intention due to active concentration.

Such a system is especially valuable for those who do not have the ability to speak and move. With the help of NeuroChat, people with such disabilities get the opportunity to communicate with their families, medical staff, friends, and the whole world.

Principle of Operation
NeuroChat is a hardware and software complex that includes the GarAnt-EEG neuroheadset and special software on the user's computer.

The headset fits over the head, it is comfortable and designed for long-term wear. The headset registers the user's neurophysiological parameters, transmits data to the computer via a wireless Wi-Fi channel, and converts mental efforts into specific commands for the computer keyboard or other executive devices.

The user "clicks" on the desired symbol on the computer screen. Pressing is not physical, but because of focusing on one's intention. By mentally choosing a particular symbol, a person can type the text on their own without using their hands or voice. For faster and more accurate typing, T9 technology is used.

The algorithm for determining mental commands is developed taking into account possible reduced characteristics of the user's attention, motivational and emotional attitudes. It also takes into account increased mental fatigue.

The level of reliability of successful attempts to "click" on the intended symbol is on average 80-95%. The average time it takes to make a mental choice is 40-50 seconds and depends on the number of objects on the screen.

What is the key value of the system?
Alesya Chichinkina, Director of Communications and International Development at NeuroChat, shared her opinion on this issue: "There are several points to note here.

First of all, NeuroChat was originally created as a consumer-class device and is available for use by a wide range of people. All elements of the system have been designed so that it can be easily used at home.

Secondly, NeuroChat immediately got access to the Internet. We tried not only to give users the opportunity to communicate with doctors or families, but also to bring them back to the world of wide communication. Now, with the help of the system, our users can receive or send messages, communicate on the Internet and write long texts.

Thirdly, NeuroChat has a variety of services that bring it closer to a smartphone in terms of characteristics, only for people with disabilities. For example, the system is equipped with six languages, a built-in translator, and the T9 system, which speeds up text input.

In addition, NeuroChat users can communicate on the Internet not only with other users of the system, but also with people without any serious health restrictions: correspondence with friends and family on the Internet or via SMS — all this becomes available."

Other applications
The NeuroChat system can be used not only as a communication tool for people with disabilities, but also as a platform for neurotraining.

We live in a period where the amount of information is growing regularly. It grows every year, but people's processing and digestibility abilities do not increase — on the contrary, according to many studies, the ability to hold attention for a long time and assimilate data qualitatively decreases over the years. Cognitive training can improve the performance and efficiency of the brain and increase the assimilation of information.

The benefits of such trainings do not rest only on the ability to improve one's mental abilities in the present time, including attention, memory, and reaction speed. The World Health Organization notes that working with the cognitive sphere is an effective method of preventing dementia. That is why trainings also provide an opportunity to fight for "good reason" in old age.

Are there any analogues at the moment?
Alesya Chichinkina noted: "This is the final market product that can be used by people without special skills, being at home or in clinics and rehabilitation centers. We have never seen such a level of solution in the world. The only solution in this direction is the Austrian company g.tec. Their solution was also market-based, but it offered a much narrower use case and had fewer services. This solution is simpler, but at the same time it cost about 8-10 times more than NeuroChat.

All other developments in the field of neurocommunication based on brain-computer interface technology are research projects within laboratories, universities, etc. Again, when g.tec developed its neurocommunicator many years ago, this system, despite its high cost, was available for purchase in Russia. Now it cannot be purchased because of the sanctions."

Overseas application of the system
Alesya Chichinkina also said that the bulk of the system's users are in Russia. Before the imposition of sanctions, cooperation with Europe was established, there was a user in Canada, but now these ties have weakened. Nevertheless, NeuroChat is a response to the social demand of people not only in Russia, but all over the world.

At the moment, the team is developing new export directions: NeuroChat operates in Kazakhstan and communicates with the countries of the MENA region.

Are there any plans to develop the project?
NeuroChat is the basis for the creation of a variety of human-machine systems. Now the main function is neurocommunication, but as a development of the system, it can be connected to various useful systems. For example, to a smart home system so that users have the ability to turn on and off the TV, air conditioner, lights, etc.

The implementation of these ideas rests on the demand for such solutions and funding for developments. At the moment, NeuroChat is developing in three directions:

1. Neurocommunicator.

2. A device that is used in rehabilitation centers for neurorehabilitation. For example, now NeuroChat, together with two large hospitals and rehabilitation centers in Moscow, has two patents for the use of the system for neurorehabilitation of stroke patients.

3. The third direction is "NeuroChat Master". Methodological guidelines have been developed. Together with the NeuroChat set, they are purchased by schools and universities, and based on them, children are taught to work with neural interfaces. Modules vary in difficulty, designed for different ages and skill levels. For example, the first modules are based on the study of a neuro-headset, a neural interface, the assembly process, and the rules for putting a neuro-headset on the head. The last module involves the programming of interfaces.

The development of neurocommunication is extremely important. Mastering these technologies, building direct contact between the human brain and other artificial systems is a serious step towards a technological breakthrough on the way to creating symbiotic human-machine systems. In the future, they will be able to provide global competitive advantages in network communication technologies.

NeuroChat is included in the selection of 5 modern neurotechnologies that can change the world

Inventor's Day: 5 Modern Neurotechnologies That Could Change the World

June 24, 2023

June 24 is the Day of the Inventor and Innovator. The holiday is dedicated to people who create new things and technologies that improve our lives.

The Laboratory's specialists are also innovators: every day they do everything possible to help people with disabilities at the highest level.

Today, in honor of the holiday, we will tell you about the 5 most breakthrough and unusual projects in the field of neurotechnology, which have already become a reality thanks to the perseverance of different teams from around the world.

1. Neuralink
Neuralink is Elon Musk's project to develop a minimally invasive neurochip that is able to transmit brain signals via Bluetooth to a computer or smartphone.

The main task is to empower people, especially those who suffer from neurological diseases. According to Musk, the device will allow you to control hormones, cope with anxiety and even make the brain work more efficiently. And it will be possible to listen to music not in headphones, but immediately in your head. And at frequencies that are usually inaccessible to our ears.

In April 2021, Neuralink showed a video of a macaque playing a computer game using a chip implanted in its brain.

And a month ago, Elon Musk's project received permission to conduct the first tests of its neural implant on humans. This year, the chip will be given to a patient with paralysis of the lower limbs.

2. Mind Tracker
The mind tracker of the Russian company Neiry helps people to fight stress and keep a long focus on complex tasks in order to achieve any ambitious goals.

A mind tracker is like a fitness bracelet, only for the mind. It analyzes brain waves in real time, detects the degree of anxiety, fatigue and stress. The product is presented in two form factors – in the form of a headband and wireless headphones.

With the help of the device, users will better understand themselves and feel what state they are in.

Mass sales of Neiry are planned for the end of summer 2023.

3. Neurosity Crown
It is a device that needs to be worn on the head to increase concentration as well as become more productive. The developers of the hoop are members of a startup from New York.

Crown records brain activity using electrodes that are placed on the scalp. Eight small rubber EEG sensors measure vibrations in the brain, accessing the visual cortex, which processes visual information.

The device understands when a person is working and when he is resting. It can automatically turn on the music, drown out extraneous noises to help the user achieve maximum productivity.

4. NeuroChat
NeuroChat is a neurocommunication system that allows people with speech and movement disabilities to type text with the power of thought and train cognitive functions of the brain.

With the help of the headset and his consciousness, the user projects the actions that the computer performs. NeuroChat is designed not only for typing symbols, but also for controlling a set of bedside hospital equipment, for example, a "smart home" system.

5. ELVIS Line of Neural Implants
Medical implants that allow you to affect the human senses, restoring vision, hearing and relieving him of pain syndromes

The Sensor-Tech Laboratory is developing three neural implants:

ELVIS V for Vision Restoration – allows you to "connect" cameras to the brain and transmit images to it directly, without the help of eyes;

ELVIS C for Hearing Restoration – Transmits sounds from the microphone directly to the cochlea of the inner ear, where the nerve endings are located. Their stimulation with small currents allows a person to obtain electronic hearing;

ELVIS DBS for the correction of the most severe neurological diseases. It consists of 13 special electrodes that are inserted into the subcortical structures of the brain and connected to a neurostimulator in the human chest.
In 2024, we will begin the first surgeries for blind volunteers, and by 2028, we hope, totally deaf-blind patients will be able to receive electronic vision and hearing at the same time.

Recently, for the first time, we have shown how, where and by whom ELVIS neural implants are created.

Modern neurotechnologies have great potential to improve the quality of people's lives. These 5 projects are just the beginning, and we can expect an even bigger breakthrough in the near future. Thanks to the inventors!

“Russia is an open country and at the same time a unique civilization. In this statement there is no claim to exclusivity and superiority, but this civilization is ours - that’s the main thing. Our ancestors passed it on to us, and we must preserve it for our descendants and pass it on.”
— Russian President Vladimir Putin

The international exhibition and forum ''Russia'' is the most important achievements of the country, collected on one site.

Russia has a rich history and great prospects. Right now, our scientists are making breakthrough discoveries, our education is ensuring the country's advanced development in the future.

But it is important to carefully preserve traditions. Therefore, in Russia they are creating new tourist routes to iconic places in order to truly reveal the original historical path of their native country.

ON THE DAY OF THE VORONEZH REGION, THE WEDDING CEREMONY OF THE FUTURE WAS HELD AT THE EXHIBITION "RUSSIA"

13.01.2024
On January 13, one of the most unusual wedding ceremonies in the history of the exhibition took place at the International Exhibition and Forum "Russia" on the Day of the Voronezh Region. It harmoniously combines the traditions of the past with the latest technologies. The wedding ceremony showed how in the future marriage registration can take place without a passport, but using biometric data. Such a project is currently under development. The legal husband and wife were teachers from the village of Novaya Usman, Voronezh Region, 22-year-old English teacher Roman Babaev and 21-year-old primary school teacher Daria Chernykh.

The newlyweds work at the Novy Ussman Secondary School No. 5 "Eureka". They got married at the exhibition "Russia" in front of the whole country thanks to the victory in a special competition held in the region. "We were offered to take part in this competition, and we did not refuse, we did not stand aside, we tried our luck – and we are very glad that we are here now," said Roman Babaev. "We have been waiting for this moment for a long time and we are very glad that our wedding took place in such an unusual way and that all our relatives came with us. Thanks to the exhibition "Russia"," added his beloved Daria Chernykh.

Guests of the exhibition saw the most striking elements of traditional wedding ceremonies typical for residents of the Voronezh Region. One of the most significant elements was the decoration of the spruce, complemented by wishes for the newlyweds: it was this evergreen tree that was considered a wedding tree by our Slavic ancestors. And, of course, there was a comic bride ransom, incendiary songs, ditties and a round dance, the bride and groom standing on an inverted coat as a symbol of prosperity and a happy life in a new family, the blessing of the newlyweds with icons, the symbolic binding of the hands of the bride and groom with a towel and a traditional festive loaf. Artists of the regional ensembles "Terem" and "Radoves" helped to convey the national flavor of the Voronezh wedding.

Before Mendelssohn's traditional wedding march began to play and the official wedding ceremony began, the guests of the exhibition witnessed a staged procedure for identifying the persons of the newlyweds by their biometric profile using the Unified Biometric System. Thus, the newlyweds became the first residents of the country to take part in the demonstration of the future project of confirming the identity of a registry office employee not with the help of passports, but with the help of biometrics. For many years, the passports of the bride and groom have been a prerequisite for identification before the state registration of marriage. Today is Old New Year's Eve! Miracles happen, and the audience of the exhibition was able to see the project of the wedding ceremony, which will take place in the near future, when the bride and groom can be identified by their biometric profile.

The right to be the first to congratulate the newlyweds was traditionally given to their parents. Also, warm words to the new family were said by the honored guests of the wedding ceremony. A welcome address from Dmitry Grigorenko, Deputy Prime Minister of the Russian Federation, Chief of Staff of the Government of the Russian Federation, was read out by Vladislav Povolotsky, General Director of the Center for Biometric Technologies: "Your wedding is truly unique: you have become the first couple in Russia whose marriage is sealed not only by love and respect, but also by the demonstration of advanced technologies. But we are sure that even in the age of advanced technology, the power of true love will remain unshakable. May this happy day be the beginning of a series of happy and amazing events in your new life together."

The gift from the region was presented to Roman and Daria by the Governor of the Voronezh Region Alexander Gusev: "Today is a very important and significant day in your life, and your wedding, on the one hand, is taking place in a very unusual atmosphere, but very solemn. And today all the guests of this large house called "Exhibition "Russia" congratulate you and wish you happiness and great success in life. I am sure that thanks to your feelings, you will be able to keep your family together for many years to come, and, having carried these feelings through life, you will tell your children and grandchildren about how it happened today on this stage."

Yulia Stoyanova joined the congratulations: "We are very glad to see you here today and are very glad that you have shared your holiday with the whole of Russia. Your tears are sincere emotions of happiness, and we are also happy to share this touching moment with you. I wish your family life to be filled with love and warmth and to hear children's laughter in your home. I am sure that you will raise your children to be wonderful, worthy people – after all, you are teachers! Advice to you and love!"

The event was held in Pavilion No. 75 as part of the Day of the Voronezh Region at the Russia exhibition. At the end of the ceremony, representatives of the Bank of Russia, the Central Bank of Belarus and VTB Bank gave the newlyweds a tour of Pavilion No. 71 "Smart Finance", told them about interactive mechanics and ways to accrue in-game digital rubles, and also presented the newlyweds with memorable gifts.

The International Exhibition and Forum "Russia" is the most important achievements of the country, collected on one platform. During the entire period of the exhibition, guests will enjoy cultural events, a rich business and educational program. Visitors are presented with expositions of 89 regions of Russia, leading federal departments, corporations and public organizations. The exhibition takes place at VDNH in Moscow from November 4 to April 12.

In Russia, for the first time, a marriage was registered using biometrics
...
The Unified Biometric System (UBS) has been operating since 2018, it allows you to upload a face photo and voice recording to remotely confirm your identity and receive digital services that were previously provided only with a passport. The system's website says that it is used in the field of financial services, healthcare, education, retail, e-commerce and public services.

There are two types of biometrics: standard, which can be registered in the Public Services Biometrics mobile application, and confirmed, which can be issued by a bank.

In October 2023, the Ministry of Justice prepared a bill in which it proposed to allow marriages to be concluded and dissolved in MFC branches. It will not be possible to register a marriage in this way in a solemn atmosphere, nor can it be done by Russian citizens who were previously married and whose previous marriage was dissolved by the competent authority of a foreign state. Spouses who do not have common minor children, as well as on the basis of an appropriate court decision that has entered into force, can dissolve a marriage through the MFC.

...
The country's first wedding ceremony using biometric identification took place in Pavilion No. 75 as part of the Day of the Voronezh Region at the Russia Exhibition. At the end of the ceremony, representatives of the Bank of Russia, the Central Bank and VTB Bank gave the newlyweds a tour of Pavilion No. 71 "Smart Finance", told about interactive mechanics and ways to accrue in-game digital rubles, and also presented the Babaevs with memorable gifts."

KFU Experts Gave Assessment of Human Microchipping

The invention and spread of all kinds of implants: pacemakers, insulin dispensers, hearing aids, and deep brain stimulation systems has led to the fact that there are more and more people in the world who have mini-machines in their bodies.

Recently, however, there have been individuals who implant technical devices in their bodies for reasons other than medical reasons.

For example, BioNyfiken, a community of biohackers, promotes the idea that "chipping" a person is quite normal. From the point of view of these enthusiasts, a subcutaneous implant is no different from an earring or a tattoo, and in the near future, more and more people will opt for chips with contactless communication technology with various devices and systems.

And at the end of August, Elon Musk demonstrated a wireless neural interface that can work without additional recharging for a day and be extracted from the brain without damaging tissue.

Experts from Kazan University helped to understand this trend and answered the question of what to expect in the future.

Sergey Mosin, Director of the Institute of Computational Mathematics of KFU, is confident that the technology is already working and the number of people using implanted chips is growing very rapidly.

"We are used to thinking of man as the king of nature. But it is also a biological organism that has its own weaknesses, is prone to diseases, which can lead to limited opportunities and a full-fledged existence. Therefore, issues related to prosthetics have long become the norm of human life.

Humanity is certainly focused on improving the quality of life. And this new way of interacting between humans and computers is as revolutionary as the first "windowed" interface or the introduction of touch technology.

Today, society is gradually moving from conventional mechanical prostheses to the so-called robotic prostheses: special systems that make it possible to simplify a person's life by automating some of the processes associated with his movement and physical activity. Such exoskeletons, and this is the terminology that is now most accepted, are indeed already a full-fledged solution that is used in the army or in rehabilitation medicine.

Scientists from Kazan Federal University have created a drug for the treatment of paralysis of the limbs, which was caused by a spinal cord injury. Today, only neuroprostheses and exoskeletons that are implanted in a person can help muscles strengthen the signal in such an injury.

Evgeny Magid, Professor, Head of the Department of Intelligent Robotics at the Higher School of Information Technologies and Intelligent Systems of Kazan Federal University, talks about the effectiveness of exoskeletons and their use in industry. He is confident that "the use of exoskeletons is an acceptable alternative to heavy manual physical labor. Exoskeletons should increase the level of labor productivity and reduce risks to human life and health. At the same time, physical work is significantly facilitated by the robotic component, and decision-making and control remain completely in the hands of a person."

By the way, according to the results of a study commissioned by Kaspersky Lab by Opinium Research, two-thirds of Western Europeans believe that adding digital technologies to the human body will help improve life, including health. The study surveyed 14,500 residents from 16 countries, including the UK, Germany, France, Italy and Spain. As the survey showed, 63% of them are ready to improve their bodies with the help of technology.

Eugene Kaspersky himself is categorically against microchipping: "Personally, I would prefer to live without a chip under the skin. However, I understand that technological progress is unstoppable, and there are researchers in the world who are ready to experiment on their own bodies to test the possibilities of new technologies."

Sergey Mosin sees a way out in the creation of biocompatible products.

"A biological cell is a small electronic device that has its own potential and interacts with the nervous system through incoming transmitted electrical impulses. As soon as technology makes it possible to directly use electrical signals and build complex neural networks in the body, this will open up the possibility of obtaining an electronic person, the possibility of implanting electronic systems into the body, and this is the path to total cybordination, to which we are accustomed in a number of science fiction films.

The technologies that exist now are pilot projects. How long will it take for fiction to become a reality? depends on the speed of technology development," Sergey Gennadievich summed up.

Ruslan Khakimzyanov, Associate Professor of the Department of Clinical and Personality Psychology of the Institute of Psychology and Psychology of KFU, is sure that due to the fact that scientists do not know enough how the human mind works, it is impossible to reproduce it.

– The main difference between a human being and a machine is consciousness. And if we talk about the artificial brain, we exclude the personal unconscious, the collective unconscious, and consciousness itself. Therefore, in my opinion, it is impossible to create an artificial brain today.

The psychologist doubts whether society is ready for change.

"A cyborg is a hybrid of a machine and an organism, the creation of a new social reality and at the same time a product of fantasy. The point is that not only will the human body change, thanks to new technologies, but the way of thinking will also change.

Inna Krotova, Associate Professor of the Department of Psychology and Pedagogy of Special Education at the Institute of Psychology and Psychology of KFU, believes that people's willingness to be microchipped is a certain revolutionary process, considered by most of society to be a challenge to the system.

"People are ready for new technologies – this is a fact of our time. And the number of people who want to be microchipped will only increase over time. Individuals who are ready to be microchipped now demonstrate not only their revolutionary image, but also their intellectual abilities and capabilities, their tolerance, their "advancement" and openness to the new. Perhaps, after some time, society will have a more tolerant perception of this reality.

The KFU psychologist is sure that the implantation of technical devices into one's bodies will lead to a person's personal change.

"Chipping will bring us closer to computer technology, but it will move us away from human emotional sensuality. A new kind of person will emerge, more emotionally closed and more useful for the development of a high-tech society.

They want to include in the register of organizers of information dissemination after two fines for failure to notify

Moscow. January 11, 2023 - The Ministry of Digital Development has prepared a draft government decree on the inclusion in the register of Roskomnadzor (Roskomnadzor) of the organizer of the dissemination of information on the Internet (ORI) in the case of two resolutions that have entered into force to bring him to administrative responsibility for failure to notify about the start of his work as an ORI.

The document is posted on the portal of draft regulatory legal acts. Its public discussion will end on January 13.
...
According to Article 13.31 of the Code of Administrative Offences of the Russian Federation, failure to comply with this obligation by the ORI entails the imposition of an administrative fine on citizens in the amount of 1 to 3 thousand rubles, on officials - from 10 to 30 thousand rubles, on legal entities - from 100 to 300 thousand rubles, for a repeated offense a fine may follow for citizens from 5 to 10 thousand rubles, for officials - from 50 to 100 thousand rubles. for legal entities - from 500 thousand to 1 million rubles.

From July 1, 2018, as part of the implementation of the so-called "Yarovaya package", ORIs are required to store user data (correspondence, audio and video messages) for six months and provide them at the request of special services. Currently, there are more than 200 participants in the register of ORIs, which is maintained by Roskomnadzor.

Roskomnadzor intends to form a database of geolocation of IP addresses

Moscow. January 15, 2023 - Roskomnadzor (Roskomnadzor) has developed a draft order to create a trusted database of IP address geolocation in Russia, which should increase the protection of domestic Internet resources from DDoS attacks.

The draft order of the Roskomnadzor, amending the current order of the agency dated July 31, 2019 No. 221 on the terms, procedure, composition and format of submitting information, was posted on the portal of draft regulatory acts on Monday. Its public discussion will end on February 2.

"The purpose of the order is to collect information on the country (geographical) affiliation of IP networks," the explanatory note says.

The order should come into force on September 1, 2024 and will be valid until September 1, 2028.

The Draft Law proposes to expand the list of information submitted to Roskomnadzor by telecom operators, owners of technological communication networks, organizers of information dissemination on the Internet, as well as other persons who have a unique identifier of a set of communication facilities and other technical means on the Internet (autonomous system number).
...
In addition, the draft order provides for the provision of additional information on communication networks, which "is necessary for a full analysis of information about communication networks and determining the significance of communication nodes in the telecom operator's network, the criticality of failure of which may affect the stability, integrity and functioning of the public communication network."

At the end of October last year, the director of the Center for Monitoring and Management of the Public Communications Network (CMU SSOP), created to implement the law on the sovereign Runet, Sergey Khutortsev, said at the Spektr forum in Sochi that the Russian database of geolocation of IP addresses, the launch of which is scheduled for early 2024, will help solve the problem of access of residents of new regions and Crimea to Russian ones. including state-owned resources, which they encounter due to incorrect information in foreign databases.

In mid-March 2023, the Vedomosti newspaper, citing its sources, wrote that "the Ministry of Digital Development instructed telecom operators in the new territories of Russia (DPR, LPR, Zaporozhye and Kherson regions) to re-register the IP addresses used by users to Russian ones by March 15, 2023," which, according to experts interviewed by the publication, will give residents of these territories stable access to state resources and popular services in the Russian Federation.

The MVNO market will continue to grow in 2024

In 2023, not only well-known players showed growth in the MVNO market, but also new operators appeared. ComNews asked virtual carriers and host operators how they spent 2023 and what they expect in 2024.

22.01.2024
According to market participants, 2023 was a good year for the virtual mobile operator (MVNO) market. Mikhail Kholhunov, CEO of VTB Mobile, said that last year the market grew at a double-digit pace.

"I assess the results of the year as positive. After a short pause in 2022, this year we continued to enter new regions. Only in the fourth quarter, VTB Mobile began work in the Arkhangelsk, Saratov and Tula regions. The active base and ARPU have also grown: we are actively cooperating with the bank to create joint bright socially significant products," said Mikhail Kholkhunov.
...
More than 90% of Gazprombank Mobile's customers (New Mobile Communications LLC) are Gazprombank's customers. This was told by Anastasia Speshilova, CEO of Gazprombank Mobile.

She assesses the results of the year positively - the operator managed to double both the subscriber base and ARPU. "It is impossible to keep customers with a low price for communication, and it is inefficient to use only this tool. That is why we create additional value for Gazprombank's clients. For example, when using telecommunications, subscribers receive a surcharge to the rate on the savings account, bonuses for communication when using credit cards, additional minutes when transferring their pension to Gazprombank. Our basic product is favorable tariffs for communication with regular use of Gazprombank cards," said Anastasia Speshilova.

A representative of Allo Incognito (CountryCom JSC) believes that in 2023 the market continued to grow smoothly due to the migration of subscribers from the "Big Four" operators. "MVNOs provide an influx of new subscribers by offering them convergent services: virtual PBX, business automation, online TV, banking services, insurance, etc.," the company representative added.

New operators also appeared. For example, the GorodMobile operator started working on Tele2 networks. The peculiarity is that the operator's services are available to holders of the Troika transport card. Customers can pay for communication services with points accumulated in the "City" application. Points are awarded for trips and purchases of goods from partner companies.
...
Forecasts and plans for 2024
"We see the future of MVNOs in synergy with the intelligent products of the telecom platform as a service that opens up fundamentally new opportunities for the user of telephony services," said a representative of the press service of MCN Telecom about the forecasts for 2024.

The demand for MVNO services will grow, according to a representative of Allo Incognito. "Due to the increase in prices for the services of traditional mobile operators, MVNOs can become a more attractive option, thanks to more flexible conditions and a personalized approach to each client," he explained.

The operator also predicts an increase in competition in the market. It will grow not only due to the reduction of tariffs, but also due to the provision of more technologically advanced services and the expansion of their range.

A federal university in Pomorie allowed up to 40% of the diploma to be written with the help of AI

According to the educational institution, the commission at the defense of the diploma, seeing that most of the work is generated by a neural network, can ask more clarifying questions to understand how well the student is oriented in the material

ARKHANGELSK, January 24, 2023. The Northern (Arctic) Federal University in Arkhangelsk has approved the maximum percentage of text that artificial intelligence can generate when writing graduation theses. As Lyudmila Morozova, Vice-Rector for Educational Activities of NArFU, told TASS, no more than 40% of the diploma can be made by a neural network.

"NArFU has approved the threshold percentage of text generated by a neural network for graduation theses. Not more than 40%. This is our local document. We made it in order to warn graduates so that they know that they will be checked through this system," Morozova said.

The Vice-Rector noted that students are already actively using neural networks in educational activities when writing papers. According to Morozova, 40% were determined by looking at the documents of leading universities, including foreign ones. The following formula was also used for calculation: in an experimental thesis, usually about 40% is an introduction, a literature review and a conclusion. "This is exactly what the Net can generate. And the network will not come up with the experimental part itself," she explained.
...
The agency's interlocutor said that in the future, the percentage may be revised both in the direction of softening and tightening. "We need to gain experience," she concluded.

As TASS previously reported, in August 2023, the Moscow City Pedagogical University announced its decision to allow students to use AI technologies, including chatbots, in the preparation of a thesis. However, the authors will have to analyze and process the information borrowed in this way on their own. Experts believe that graduation papers written with the help of AI require detailed verification. Andrey Komissarov, Director of Data-Based Development at University 2035, believes that the use of such technologies is natural and correct, but special attention should be paid to how well the student understands the topic.

Maps on the pole: street lights will be massively used for cellular communication

24.01.2024
The lampposts will be redone for the needs of cellular communications and the placement of mobile equipment, Izvestia learned. Agencies should develop rules for replacing such facilities with dual-use poles. This is necessary to improve the quality of communication and the development of 5G in the future. How this will reduce the cost of installing equipment and whether it will affect people's health - Izvestia figured out.

Pole Signallers
In the Russian Federation, they want to approve uniform rules for the construction of lighting masts and lampposts in cities and villages for more modern, dual-purpose ones - their design should provide for the possibility of placing communication equipment. This is stated in the draft decision of the Council for the Development of the Digital Economy under the Federation Council - it intends to instruct the relevant departments, the Ministry of Construction, the Ministry of Energy and the Ministry of Digital Development, to develop standards for such antenna mast structures. Discussion of this and other issues of the industry is scheduled for the end of January. The document was reviewed by Izvestia.

The editorial board sent inquiries to the departments, as well as to the Federation Council.

One of the federal telecom operators is also aware of the existence of such initiatives, a source close to him said.

The Ministry of Digital Development got acquainted with the recommendations of the Federation Council. It is necessary to discuss proposals with other interested departments, the press service of the ministry said.

According to market participants, dual-purpose masts are already widely used in cities with a population of over one million, but uniform requirements for these facilities have not yet been introduced in Russia. In 2022, the issue of standardization was discussed within the framework of the working group of the ANO Digital Economy project, it was attended by representatives of the main mobile and infrastructure operators, Megafon recalled. As a result, a pilot zone was organized in Sochi to test modern supports, and draft regulations were developed in terms of the development of the market for such facilities. But this issue has not yet been worked out in detail with the federal authorities, Megafon adds.

"We support the idea of introducing uniform and clear requirements for dual-purpose supports. This will facilitate the access of telecom operators to federally owned facilities for the placement of telecom equipment, and will allow the state to more effectively develop smart and safe city projects," the representative of Megafon added.

The issue of standardization of lighting masts, access to which telecom operators claim, is really important, experts and market participants interviewed by Izvestia are sure. This eliminates a huge layer of disputes between local authorities, energy companies and operators, says Sergey Polovnikov, head of the Content Review project.

"Local authorities will no longer have a formal reason to refuse to place communication infrastructure on lighting masts under the pretext that these facilities will not withstand the load. Standardization will also reduce the ability of power engineers to demand excessive payment from communications workers for the placement of cellular and fixed equipment on masts, the expert said.

A lantern is different from a lantern
The reuse of municipal and transport infrastructure at the state level is quite common in many countries, which has become even more widespread with the increase in the density of cellular networks in the largest cities, one of the specialists in the planning of cellular networks told Izvestia.

"For example, in Japan, it is possible to use not only lighting poles, but also all traffic lights for cellular communication. The practice of using dual-purpose poles is also common in Europe. The creation of a standard procedure in the Russian Federation at the federal level will make it possible to replicate the experience of advanced cities without the need to justify the importance of such an approach in each individual region, the interlocutor of Izvestia believes.

An ordinary lamppost will not withstand the additional load, so infrastructure companies began to offer municipalities their replacement with modern powerful structures with energy-saving lamps instead of incandescent lamps about 10 years ago. And in return, they got the opportunity to place base stations on these supports, Leonid Konik, a partner at Comnews Research, recalled. For example, in 2013, the Russian Towers company began installing the first thousand such structures together with Mossvet and Lensvet.

"The time was not chosen by chance: then a large-scale deployment of fourth-generation cellular networks (LTE) began in Russia, which use radio frequencies of higher bands than in 3G or 2G (GSM)," the expert told Izvestia. "LTE requires the installation of several times more base stations than in 3G and even more so in the GSM standard, which causes particular problems in the city, since there are not so many base station locations.

Therefore, lighting poles, which are on every street, have become tidbits for these purposes, he said.

"But dual-purpose poles, not to mention multifunctional ones, on which you can install video surveillance cameras, WiFi equipment, weather stations, chargers for electric vehicles, and more, are still a minority in Russia. Even in Moscow, there are about 7,000 of them, while the total number of lighting poles in the capital is approaching 700,000 units," said Leonid Konik.

Therefore, if a program and procedure for replacing old lampposts with new dual-purpose poles is adopted at the state level, this will ensure a breakthrough in the coverage of cities and settlements with modern mobile communication technologies, the expert added.

"We support the initiative and are ready to work it out with the regulator and other market participants. In fact, such supports are the only way to legally place base stations in dense urban areas. On the roofs of residential buildings, there is often no such opportunity due to complex procedures for coordination with residents," said Daria Kolesnikova, a representative of Tele2.

It is necessary to develop a regulatory framework that takes into account non-discriminatory access to natural monopolies (power transmission towers and outdoor lighting) - without this, the degradation of cellular communications cannot be ruled out, which may lead to an increase in public dissatisfaction with the quality of services, complicate the prompt call of emergency services, the impossibility of digital services, the company listed.

MTS generally supports the initiative to develop a standard procedure for replacing obsolete street lighting poles with new dual-use ones in the locations necessary for telecom operators, the company noted. This will speed up and reduce the cost of the process of replacing and modernizing the infrastructure, its representative believes.

Sooner or later, fifth-generation cellular networks will appear in Russia, and maybe even 6G at once, Leonid Konik notes.

"In 5G/6G standards, higher frequencies are used than in 2G and 3G. In 6G, this requires placing base stations literally every 10-30 m.

Uniform rules for placing equipment on masts and lighting poles will help free operators from claims from local officials, said Denis Kuskov, CEO of TelecomDaily. The cost of building communications infrastructure will become more predictable, he believes. This will improve the quality of communication and mobile Internet operating on existing communication standards, and in the future will be a good foundation for the development of 5G, the expert added.

However, the appearance of a large number of new communication facilities, theoretically, may raise questions among some part of the population about safety and increasing the level of radiation, said Denis Kuskov from TelecomDaily. But in fact, such fears are unfounded: the Russian Federation has one of the most stringent standards for the radiation of base stations, which often even hinders the development of networks and makes their construction more expensive, he explained.

In addition, the closer the base stations are, the less power is required to connect to smartphones, and therefore the lower the radiation level, the expert added. In his opinion, it would be advisable for the authorities and operators to carry out explanatory work.

In Tyumen, the interuniversity campus intends to grow cells and develop implants

On the basis of the Tyumen State Medical University, a project on skin regeneration and implant development has already begun to be implemented

TYUMEN, January 24, 2023. Scientists from the Tyumen State Medical University (TMU) will be engaged in regenerative medicine and the creation of implants at the interuniversity campus, which will be built in 2028 in Tyumen. This was announced to journalists at the opening of the youth research laboratory "Morfolab" of TMU by the head of the laboratory Evgeny Novikov.

On January 24, the first youth research laboratory "Morfolab" was opened at the university, available to students of all levels of training. The laboratory will be engaged in research that will form the basis of projects implemented on the inter-university campus.

"In this laboratory, the research base, the campus is still more about working with these cells, here we see, observe, state facts, and draw some conclusions based on this. If we are talking about the campus, then first of all, it is the cultivation of cells, it is a bank of stem cells in cryostorage, and the development of certain implants, drugs, and so on. Without what we will do here, it is physically impossible to do it," he said.

Novikov added that the university has already begun to implement a project by Professor of the Department of Histology Vladimir Shidinin and a team of TMU students on skin regeneration and implant development. In addition, today the youth laboratory conducts research on cells in hypoxia in cold conditions, including in the Far North, and on the study of the process from cell nucleation to the development of pathology.

As Ivan Petrov, Rector of the Tyumen Medical University, noted, scientists have recently been making scientific discoveries in inter-university and interdisciplinary teams. "We hope to integrate into such an inter-university research network, including in our region, because medicine without research in other areas, without biology, without artificial intelligence, without engineering developments, which are carried out at other universities, it is difficult to imagine interdisciplinarity, this is what we are betting on," he added.

The interuniversity campus in Tyumen is being implemented within the framework of the national project "Science and Universities", supervised by the Ministry of Education and Science of the Russian Federation. The campus project involves the construction of 10 facilities, including an educational and laboratory complex, a technology park, a center for the support and development of talented youth, a congress center, four dormitories and a hotel. Their total area is more than 167,000 square meters, and the campus will accommodate almost 5,000 students. Construction is scheduled to begin in 2025. In 2028, the facility will be put into operation, the project budget will be 32 billion rubles.

Creator of a neural interface from Innopolis on modern science:
"This is creativity, not a way to make money"

13 February 2021

Vladimir Maksimenko, the winner of the Scientific Prize of the President of the Russian Federation, told in an interview with Andrey Kuzmin how unique brain simulators are created in Tatarstan, why there are no "nationalities" in fundamental science, why Innopolis attracts people from all over the country, why young people become scientists, and what grants have to do with it.

Dispatchers, pilots, drivers: representatives of dangerous professions will be passed through a brain simulator

Good afternoon, I congratulate you on the past Science Day and the award of the Prize of the President of the Russian Federation in the field of science. For what discovery did you receive this prize?

Good afternoon, I was given the prize for the development of the brain-computer interface, which is responsible for monitoring the state of the brain. This topic is on everyone's lips all over the world, especially against the backdrop of Elon Musk's work in this area.

A decade ago, a computer was a drawer with a bunch of wires, a mouse and a keyboard. Today, everything has changed: a modern computer is a device that analyzes data. They can be very tiny. For example, "smart" vacuum cleaners, refrigerators, etc., all these modern devices are also, in fact, computers.

The human brain is also a kind of computer that makes decisions and gives a command to act on the basis of sensory data — vision, hearing, smell.

What is your task? Empower the brain? There is a popular theory that we use only a small percentage of the total potential that is inherent in it. Are you working in this direction?

Our developments can partially help in this direction. Our brain develops from the moment of birth, during which time its structure changes, and neural connections appear. As research shows, it is possible to improve the interaction of neurons and their functionality at any age through training. Let me give you an example. If you go to the gym and pump your arms, then your biceps grow. The same thing happens with the brain. To do this, he needs a special training program, which is based on monitoring the current state of the brain.

That's what we've done with a person's attention span. We have learned to assess its level while solving problems. The experiment was very long, about an hour. During this time, the subject's attention span decreased. But if you measure the time of maximum concentration, you can see that after a few workouts, this indicator increases. The brain learned to optimize its work to solve the assigned tasks at the lowest cost.

How can these developments be applied in practice? How long will it take?

First of all, these are areas with a requirement for maximum concentration of a person. These are dispatchers, pilots, drivers, etc. – for these people, brain attention trainers can be introduced. This is the practical significance of our developments.

On science fiction and super technology: "I don't know what the future holds"
...

A well-known science fiction film immediately comes to mind, where crimes were predicted even before they were committed. Is this possible from a scientific point of view, at least in the long term?

On the one hand, I can't imagine how this is possible. On the other hand, our world is very complex, there are various temporal paradoxes in it, etc. Previously, all this also seemed fantastic, so we don't know what awaits us next.

...
Together with other scientists from different countries, are you creating a fundamental base, which will then be implemented by other scientists?

Yes. But we are also focused on the practical implementation of our developments. This is an area in which practical application must be approached very carefully. After all, this is work with a person. A lot of problems will have to be solved before reaching the final product.

One of them is the mass testing of such systems on humans. It's the same as with the coronavirus vaccine trial: laboratory tests alone are not enough to make sure that the product is effective.

What is the main difficulty here? Do you need your own Elon Musk?

The main problem is that the customer usually invests in something that is already close to the implementation stage. But the field of brain research always needs additional basic research at the expense of the customer.

What is the result of your work that you are aiming for? What will satisfy you as a scientist – the implementation of developments in practice, recognition, or something else?

Implementation in practice – everything is gradually moving towards this. Now thoughts are beginning to form about how all this can be brought to life. And in such a way that it really works usefully.

...
On plans for the future: "We will learn to unleash people's potential from childhood"

What are your plans for the near future? Aren't you aiming for the Nobel Prize?

If we talk about the Nobel Prize, then we need to think about it in advance and choose the appropriate path to get there. I'm not going to take that path now.

I am interested in developing a scientific direction in Russia, which is called cognitive behavioral science in English. These are studies of the brain using non-invasive methods related to the peculiarities of human behavior. They will improve the diagnosis of the psychophysiological state of people.

Will your work help to unleash a person's potential from childhood?

It'll help. The assessment of individual characteristics of a person, which is carried out in an automated mode, will allow you to direct him in the right direction. Now it is not possible to talk to every student and identify the area in which he can succeed. If you automate the process, then at this age you can direct the child to the area where he can reach the greatest heights.

Volodymyr Maksimenko
Doctor of Physical and Mathematical Sciences, Professor, Innopolis University; Winner of the 2020 Presidential Prize in Science and Innovation for Young Scientists for the development of invasive and non-invasive brain-computer interfaces for monitoring normal and pathological brain activity

Biography
Born on December 17, 1989 in Atkarsk.

Vladimir A. Maksimenko, PhD in Physics and Mathematics, is a Senior Researcher at Innopolis University. Winner of the 2020 Presidential Prize in Science and Innovation for Young Scientists.

Research interests: radiophysics, mathematical modeling, numerical methods and software complexes, biophysics.

Maksimenko V.A. performed a large-scale study of the mechanisms of communication in neural networks based on the synchronization of low-frequency and high-frequency rhythms of brain activity. The research has made it possible to explain the complex cognitive processes that arise during the processing of visual and auditory information, which are implemented through the interaction of neurons in different parts of the brain.

The author has developed a number of original mathematical models of neural networks, as well as three (3) brain-computer interfaces (brain-computer), which allow invasively (by electrical stimulation) to prevent and block seizures in patients with epilepsy (when medication to relieve a seizure is ineffective); and non-invasively (without penetrating through the external integuments of the body) to simulate imaginary motor activity and determine concentration, which is relevant for the rehabilitation of patients after a stroke, when teaching schoolchildren, etc.

The research results obtained by V.A. Maksimenko allowed him to develop unique brain-computer interfaces that can be used in medicine, physiology and robotics.

The Kremlin commented on the data on the program of implanting chips in the brain

22 June 2021

On June 22, the Kremlin could not deny or confirm the information that Russian President Vladimir Putin allegedly approved the development of a program to implant chips in the human brain.

"You know, I don't have such data, I can neither confirm nor deny it," Dmitry Peskov, the Russian leader's press secretary, said at a briefing.

Earlier in the day, Kommersant, citing the document, reported that a working group was created in Russia under the Ministry of Education and Science to develop a new federal program "Brain, Health, Intelligence, Innovation for 2021-2029".

It is noted that 54 billion rubles will be required for the implementation of the program. The project involves the development of brain-computer interface (BCI) technologies. This program allows you to control external devices directly through the brain's electrical signals, which are converted into control commands using artificial intelligence technologies.

The document was developed by the Russian Academy of Sciences together with Moscow State University. In March, as journalists noted, it was approved by Vladimir Putin. The Russian leader entrusted the organization and development of the project to Prime Minister Mikhail Mishustin and Chief of Staff of the Presidential Administration Anton Vaino. According to the Ministry of Education and Science, the program is currently at the stage of initial development.

Funds for the project are planned to be allocated from the national projects "Science", "Demography", "Healthcare", "Labor Productivity and Employment Support" and "Digital Economy".

On June 7, it became known that Russian scientists had developed a technology to "recreate" dreams using a neuroheadset.

In Russia, a technology has been developed to "recreate" dreams

June 7, 2021

A technology for "recreating" dreams using a neuroheadset has been developed in Russia. This was reported on Monday, June 7, by RT with reference to the press service of the National Technology Initiative (NTI) platform.

In particular, a brain-computer interface was developed, which uses electroencephalography and neural networks. As scientists expect, it will be possible to record one's own dreams using a neuroheadset in 2025.

The NTI added that the Assistive Neurotechnologies project has been operating since 2017 with the support of NeuroNet NTI for the development of post-stroke rehabilitation.

Vladimir Konyshev, a member of the NTI NeuroNet and head of the MIPT Neurorobotics Laboratory, explained that it will be possible to define the category of sleep as pleasant, unpleasant, nightmare, and so on.

At the same time, it will not be possible to recreate the dream in detail. According to Konyshev, it will be possible to understand your feelings from sleep.

In early May, neurologist and somnologist Elena Tsareva said that too much sleep can be a symptom of a painful condition. The specialist explained that we are talking about cases when a person sleeps more than normal, but at the same time does not feel alert. According to Tsareva, this may indicate hypersomnia or depression.

"I Am the Key": Why Russians Implant Chips in Themselves
For the sake of the desire to surprise, the inhabitants of the country decide on dangerous operations

The ranks of Russians with implanted chips have recently been joined by a resident of Arkhangelsk, Aurum Kettunen. Such implants allow you to open doors at home and in the office, measure body temperature, pay for public transport, and much more. Why Russians implant chips on their own, despite the health risks, is in the Izvestia article.

Digital Board

The idea of implanting a chip in himself came to Aurum Kettunen a long time ago. According to him, he has seen real-world examples of the use of this technology and how it simplifies life.
Since December, Kettunen and the team at his startup Neuratech have been leading an AI-live project in which artificial intelligence (AI) completely controls Aurum's actions and life. In the course of a conversation with him, the AI proposed the idea of simplifying life through the implantation of a chip — thus, this is half Kettunen's idea and half artificial intelligence.

"There were no practicing doctors in my environment, so I performed the implant operation myself, taking instructions from experienced masters," says the interlocutor of Izvestia.

According to Kettunen, the entire operation on his own took him 4-5 minutes, after six hours he removed the plaster, and the next morning there were no traces. Aurum notes that the chip is almost invisible: only if you tense your hand hard and stretch the skin can you feel a tiny lump.

As for the possibilities that the chip opens up, according to Kettunen, the device was chosen as a test one: it is a regular RFID tag at 125 kHz, which allows you to open doors to the office and home. It can be set up with a regular RFID programmer purchased on the Internet.

"I keep losing my badges and keys, but that doesn't bother me anymore: I'm the key," Kettunen says. "

In the future, Aurum Kettunen intends to remove his old chip and replace it with a combined NFC+RFID chip in one capsule, a temperature chip for instant body temperature measurement, as well as implant a prototype bank chip in his arm for contactless payment.

Aurum Kettunen is not the first Russian to implant himself with a chip. In 2015, Russian media reported on Vlad Zaitsev, an engineer at one of the capital's online stores, who installed an implant in his left arm to pass through the subway. By 2020, Zaitsev had three new chips implanted: a bank chip to pay for purchases, as well as two office passes.

Sometimes enthusiasts of biohacker implants take very dangerous steps: for example, on May 17, 2023, Novosibirsk blogger Mikhail Raduga drilled his skull, installed electrodes and electrically stimulated the motor cortex of the brain.

As Raduga explained, his main goal was an experiment to stimulate the brain in the REM phase of sleep — this is the time when a person dreams, and Mikhail wanted to learn how to control them. According to him, he planned that neurosurgeons would install an implant in his head, but due to criminal risks, the blogger did not have such an opportunity. Then he decided to do it himself.

"I lacked real experience in surgery, which led to a lot of blood loss and other complications that miraculously did not cost my life," the blogger noted.

According to Aurum Kettunen, in 3-5 years, biohacker implants may become the norm for society.

Implantation trend
As Andrey Natashkin, a specialist in AI and neural networks, founder and CEO of Mirey Robotics, told Izvestia, a few decades ago, the very idea of biohacking implants seemed unrealistic, but today you can already see similar examples. For the first time, people began to implant chips under their skin in the UK.

"In 1998, British scientist Kevin Warwick conducted a large-scale experiment on this topic," says Andrey Natashkin. — And in Russia, the trend for implanting chips came in 2019.

Natashkin noted that most often a person simply buys a chip on the Internet, and then uses a special tool to insert it under his skin. At the same time, tattoo artists often take on such work. In addition, there are separate kits for installing chips under the skin.

"One chip can be programmed to perform one function, so some fans of such innovations insert several under their skin at once," the expert says.

Theoretically, there can be many ways to use biohacker implants, comments Sergey Polunin, Head of the IT Infrastructure Solutions Protection Group at Gazinformservice. However, in reality, given that the implantable chip is an ordinary RFID tag, the scope of its application is limited. In particular, it can serve as an access key, a medical record, an assistant in sports, or track various indicators. However, the most interesting option for the use of implants, according to the expert, is personal identification. In such a scenario, which can be implemented over time, you don't need any paper or an app in your smartphone – the documents will always be with the person.

Prospects for biohacking
Assessing the reasons that push people to implant chips, Andrey Natashkin notes that it is hardly a question of rationality or a desire to improve the quality of life. Rather, the desire to stand out and the love for technology, the belief in technocracy and the opportunity to test the innovation on yourself for a small amount of money are important.

"After it became impossible to pay for purchases through Google Pay and Apple Pay in Russia, some people came up with the idea of implanting a chip for this purpose," the expert says. "However, according to Russian law, a person does not have the right to copy a bank card to a third-party device.

As Natashkin explains, according to the Criminal Code of the Russian Federation, such an action will be considered as a fake. However, in theory, it is possible to extract a radio frequency identifier from your map — a square with a diagram — and implant it. Then, from a formal point of view, the law will not be violated. In general, according to Sergey Polunin, biohacker implants can improve the quality of human life through the use of new technologies.

Anna Solomakhina, a business expert in the healthcare sector and founder of the School of Medical Business, says that, according to the engineers' ideas, in the future, many neurochips will be able to help people with various brain diseases and hearing aid problems. Today, Elon Musk's company is already conducting clinical trials of such implants on humans, but it is too early to talk about success - such studies have been conducted for only a few years.

"However, it is worth remembering that any foreign body can lead to deplorable consequences for the body," warns Anna Solomakhina. "Especially if you neglect the overall clinical picture of the patient.

Sergey Polunin concludes that today the issues with the information security of implantable chips are also unclear. It is possible that third parties will have the opportunity to make a copy of such an implant. And the options for its further use will be limited only by the imagination of the attackers.

SMART CITY — SMART COUNTRY: IREK FAYZULLIN ASSESSED THE DEVELOPMENT OF THE INDUSTRY IN THE REGIONS

21.01.2024

On the Day of the Construction Industry, Housing and Utilities at the International Exhibition and Forum "Russia", the head of the Ministry of Construction of Russia Irek Fayzullin visited the expositions of many regions: Rostov, Volgograd, Nizhny Novgorod, Kursk, Irkutsk, Sverdlovsk, Novosibirsk and Arkhangelsk regions. He also inspected the stands of the Republics of Kalmykia, Chechnya, Bashkortostan, Mari El, Mordovia, Sakha (Yakutia), Altai, Primorsky and Krasnoyarsk Territories, the city of Sevastopol and a number of others. The expositions presented the latest innovations and projects in the field of construction, as well as the development of infrastructure in the regions.

At the stand of the Perm Territory, the Minister of Construction, Housing and Utilities of the Russian Federation announced the choice of the capital for the Smart City – Smart Country forum.

"In the summer of 2024, the capital of the Perm Territory will host the fifth Smart City forum on the digitalization of the urban economy. This important event is a platform for discussing and presenting advanced technologies and innovative solutions," said Irek Fayzullin.

The Governor of the Perm Territory, Dmitry Makhonin, gave the Minister of Construction, Housing and Utilities of the Russian Federation Irek Fayzullin a tour of the stand and spoke about the achievements in the field of construction and housing and communal services.

"Recently, the vectors of urban planning policy in the Perm Territory have changed significantly: more emphasis is placed on the integrated development of territories, on the construction of social facilities and infrastructure facilities. We continue to implement large-scale infrastructure projects in the region, including federal ones. We are helping the sponsored territories: this year we plan to restore 14 more facilities, including two boiler houses in Severodonetsk. Our cities are among the top of various ratings for the implementation of digital solutions in the management of public utilities. Our region is one of the leaders in the IT industry. We are proud that the Smart City Forum will be held in our region, and we have something to show," said Dmitry Makhonin, Governor of the Perm Territory.

At the stand of the Perm Territory, the Minister of Construction, Housing and Utilities of the Russian Federation was greeted by a unique humanoid robot Ardi, which can sing a song or read a poem. A special cinema with special effects allows you to get acquainted with the potential of the region.

The region is taking an active part in the restoration of new regions. At the stand of the region, the Minister of Construction, Housing and Utilities of the Russian Federation Irek Fayzullin presented a letter of thanks to the builder from Severodonetsk.

One of the points of visit was the stands of new regions. Irek Fayzullin, together with the head of the DPR, Denis Pushilin, inspected the stand of the Donetsk People's Republic.

"The results of the recovery are already visible today. These are new residential areas, more than a thousand kilometers of new roads, bridges and overpasses that have been built, part of the land corridor to Crimea, landscaped parks and recreation areas," Denis Pushilin emphasized.

Irek Fayzullin also inspected the stand of the Republic of Mari El, where the Head of the region Yuri Zaitsev spoke about achievements in the field of construction and housing and communal services.

"We have not only achieved, but also exceeded the planned indicators. For example, in 2023, the commissioning of housing exceeded 530 thousand square meters, which is almost 123.5% compared to 2022. As part of the federal project "Ensuring a sustainable reduction of the uninhabitable housing stock" in 2023, more than 40 thousand square meters of emergency housing were liquidated, 3.5 thousand people were resettled. It is important that in parallel with the construction of residential buildings, public spaces are being transformed, construction and overhaul of socially significant facilities is underway, special attention is paid to the housing and utilities sector," said Yuri Zaitsev, Head of the Republic of Mari El.

As part of the tour of the exhibition, the Minister of Construction, Housing and Utilities of the Russian Federation visited the stand of the Tambov region, where the head of the region, Maxim Egorov, told him about the pace of development of the construction industry.

"In 2023, housing commissioning in the Tambov Region increased by almost 20% of the planned. Individual housing construction is developing at a high pace - a quarter more than in 2022. The Tambov Region is among the best regions of Russia in terms of the speed of housing construction, and in terms of the number of landscaped areas, it is in the top five. I am confident that we will maintain the momentum and fulfil all our obligations to implement federal and national projects. In addition, we will continue to restore the territories that have been liberated and returned to Russia," said Maxim Egorov, Head of the Tambov Region.

Active construction of social facilities is also underway in the region: in 2023, two schools and a clinic were commissioned.

The head of the Ministry of Construction of Russia, during the inspection of the stand, presented the departmental award of the Ministry of Construction, Housing and Utilities of the Russian Federation to the construction dynasty of the region - the Gurich family. Three generations are actively involved in the creation of housing, communal and social infrastructure facilities in the Tambov Region.

The stand of the Krasnoyarsk Territory, the second largest region in Russia, presents a 3D model "Krasnoyarsk 2018 — Krasnoyarsk 2028. 10 Years of Development", where you can consider both the significant facilities that have already been commissioned and those planned for construction: sports facilities created during the preparation for the 2019 Universiade, the new Krasnoyarsk airport and hospital complexes. Among the objects that will be built in the near future are the building of the Opera and Ballet Theater, the new campus of the Institute of Gastronomy and the National Center. The Minister of Construction, Housing and Utilities of the Russian Federation presented awards to the Krasavin family of designers, whose total work experience exceeds 115 years.

The Minister of Construction, Housing and Utilities of the Russian Federation also visited the exhibition stand of the Sverdlovsk region, where he was told about the production of building materials, as well as the construction of a cement plant and the development of the local raw material base.

"The construction industry for the Sverdlovsk Region, which celebrates its 90th anniversary this year, is a driver of the economy. Therefore, our region traditionally shows record volumes of housing commissioning. In 2023, this figure exceeded 3.2 million square meters, and over the past 10 years, almost 29 million square meters. Thanks to this, the region is one of the ten leading regions in terms of housing commissioning in Russia. Such federal development tools as the Stimulus program, projects within the framework of the infrastructure menu and the program for the integrated development of territories help us a lot in this," said Sergey Shvindt, Deputy Governor of the Sverdlovsk Region.

In 2024, the International Construction Championship and Exhibition 100+ Technobuild will be held in Yekaterinburg. A large-scale construction week will be organized, including professional skills competitions, exhibition and business programs.

The stand of the Arkhangelsk Region demonstrates the power and evolution of the Russian Navy. In the center of the exposition is the skeleton of a ship, inside of which a virtual heart beats. Nearby is a model of a nuclear submarine and a 3D map of the region, demonstrating the natural diversity of the area. All possible mechanisms are used to stimulate housing construction in the region.

"With the help of IBK, we built Moskovsky Prospekt and reconstructed Lenin Street. Thanks to the new road arteries, a modern residential quarter is now being born. The largest and most modern school for 1,600 pupils, kindergartens, commercial and social housing have already been built here, and the territory is being improved. In 2024, the construction of a school for 860 pupils will be completed. All this is thanks to the teamwork of our region headed by Governor Alexander Tsybulsky and the support of the Ministry of Construction, Housing and Utilities of the Russian Federation, the Government of the Russian Federation and the President of Russia," said Dmitry Rozhin, Deputy Chairman of the Government of the Arkhangelsk Region.

At the stand of the region, Irek Fayzullin awarded the Arkhangelsk dynasty of builders, the Artemyevs. The head of the family, his daughter and grandson and granddaughter work in the construction industry. Irek Fayzullin presented the family with a federal departmental award for professionalism, diligence and loyalty to the profession.

"It is thanks to events such as the Russia exhibition, which we are currently attending, that we can see how the regions of our large country complement each other. Each has its own unique potential that can be successfully used to achieve common goals. For example, many regions are now taking part in the restoration of new regions. Interaction and exchange of experience between the regions, territories and republics of Russia are key factors for the development of not only construction, but also all sectors of the economy," said Irek Fayzullin, head of the Ministry of Construction of Russia.

Ministry of Construction, Housing and Utilities of the Russian Federation

The departmental project of the Ministry of Construction of Russia "Smart City" turns five years old

12.09.2023
Digitalization is one of the main areas of the Strategy for the Development of the Construction Industry, Housing and Utilities of the Russian Federation until 2030 with a forecast for the period up to 2035.

The Smart City project has been implemented since 2018 as part of the Housing and Urban Environment national project and the Digital Economy of the Russian Federation national program.

During this time, more than 200 cities from different regions of our country have already become its participants, which have introduced modern digital solutions aimed at creating safe and comfortable living conditions for citizens.

A prototype of a digital platform for monitoring the anthropogenic impact on nature has been created

It will make it possible not only to accumulate data on the state of the environment, but also to analyze them to predict changes and develop measures to protect against negative consequences, said the NTI competence center "Technologies for Reducing Anthropogenic Impact" based at Moscow State University

MOSCOW, January 26, 2024. Specialists of the Competence Center of the National Technology Initiative (NTI) "Technologies for Reducing Anthropogenic Impact" on the basis of Lomonosov Moscow State University have created a prototype of a digital platform that will simultaneously monitor the anthropogenic impact on the atmosphere, forest fires and the state of the water environment and soil. This was reported to TASS in the press service of the organization.

"The NTI Competence Center "Technologies for Reducing Anthropogenic Impact" on the basis of Moscow State University, together with the consortium member companies, has developed a prototype of a digital platform for integrated monitoring of anthropogenic impact, which monitors the state of components of the aquatic environment, soil, air, natural communities, the state of agricultural lands, social agglomerations and water areas, as well as monitors data on the location of vessels, greenhouse gas emissions, <... > drifting film pollution and fires. Data in the form of tables, graphs and maps can also be viewed in real time with a delay of 30 minutes to 1.5 hours," the NTI platform said.

According to the project manager Nikolay Shabalin, the platform will allow not only to accumulate data on the state of the environment, but also to analyze them to predict changes and develop measures to protect against negative consequences. Information is collected using sensors at observation stations, UAVs and satellites.

"All satellite data is already being downloaded automatically. We built a prototype of our own neural network into the data processing algorithms. It will inspect garbage on the seashore. To do this, more than four thousand images from drones were analyzed and marked," said Polina Ilyushina, a researcher at the NTI Competence Center, whose words are quoted by the press service of the organization.

The monitoring system also analyzes such parameters as abnormal blooming of phytoplankton, ice formations, the condition of crops, and others. The authors also intend to create a directory of recommendations for users of the platform and publish analytical reports based on the data obtained.

In Russia, VR programs have been developed to reduce anxiety among students

The results of testing the technology showed the potential effectiveness of virtual reality in working with various types of mental disorders, the press service of MSUPE noted

MOSCOW, January 25, 2023. Specialists from the Moscow State University of Psychology and Education (MSUPE) have developed programs with elements of virtual reality (VR) that reduce anxiety and depression in young users. The results of tests with the participation of students confirmed the effectiveness of the solution, the press service of the university told TASS.

Employees of the Department of General Psychology of the Institute of Experimental Psychology of the Moscow State University of Psychology and Education, under the leadership of Professor Vladimir Selivanov, tested the program on 107 students of Russian universities. Participants used one of two VR-based programs specifically designed to relax and reduce anxiety through a combination of video, music, and a digitally voiced text dedicated to ways to correct their emotional state.

"The results of the experiment revealed significant differences in the indicators of the level of anxiety before and after the procedure both in respondents with an initially low level of anxiety and in subjects characterized by an average degree of severity of this sign at the first cut. <... >These results indicate the potential effectiveness of virtual reality in working with various types of mental disorders," the university told TASS.

The researchers separately analyzed the impact of the program on 43 respondents with severe depression. Interaction with the avatar made it possible for the study participants to increase the speed of information analysis, attentiveness and improve the quality of visual learning and working memory functions, the university explained.

"Studies conducted by our group of scientists have proven that the symptoms of depression significantly decrease after just 10 minutes of working with the avatar. The use of VR technologies can also increase the respondent's awareness of symptoms, control of depressive states and prevention by creating an immersive experience in an environment without judgment," said Vladimir Selivanov, head of the Department of General Psychology of the Institute of Experimental Psychology of the Moscow State University of Psychology and Education, whose words are quoted by the press service of the university.

The researchers' findings may contribute to the expansion of the use of VR technologies in the diagnosis and treatment of mental disorders. The results of the work were published in the journal "Experimental Psychology".

A substance has been found that can effectively fight clinical depression in the future

The press service of the Federal Research Center "Fundamentals of Biotechnology" of the Russian Academy of Sciences noted that the compounds being developed can revolutionize the approach to the treatment of the disease and related dementia

MOSCOW, January 22, 2023. Russian scientists have selected a substance that can reduce the manifestations of depression in rats and mice. In the future, it can be effective for the treatment of the clinical form of this disease in humans, the press service of the Federal Research Center "Fundamentals of Biotechnology" of the Russian Academy of Sciences (Federal Research Center of Biotechnology of the Russian Academy of Sciences) told TASS.

Representatives of the specialized youth laboratory of medicinal chemistry of psychotropic drugs of the scientific center, together with the Serbsky National Medical Research Center for Psychiatry and Narcology, studied the effect of windburnol, a synthetic derivative of alkaloids, on the manifestations of depression in rodents. The substance has properties that make it a promising component of drugs against Alzheimer's disease and multiple sclerosis. For example, windeburnol can affect the viability of nerve cells and neurotransmitters. Scientists used it to treat depression in rats and mice and evaluated the result using special tests.

"The researchers assessed anhedonia, a central feature of depression expressed in the inability to experience pleasure, and also conducted tests on sucrose intake, social interaction, <... > and other parameters. It turned out that treatment with vindeburnol reduced symptoms of depression in mice and rats. Rodents again began to drink more sweetened water, interact longer and show interest in their relatives, move longer in a cylinder with water, trying to get out of it," the institute told TASS.

Changes in the brainstem
The drug caused changes in the animals' bodies at the biochemical level: in the brain stem, which controls breathing, digestion, swallowing, heart function and other processes, in particular, the levels of the neurotransmitters norepinephrine and dopamine increased.

"The action of well-known antidepressants is mainly based on the effect on the level of the main neurotransmitters - serotonin, norepinephrine and dopamine. The compounds we are developing have the potential to revolutionize the approach to treating depression and related dementia. <... >We are convinced that windeburnol is a unique compound on the basis of which it is possible to create drugs with an antidepressant effect and a new, original mechanism of action," the press service of the institute quotes Vadim Makarov, head of the laboratory of biomedical chemistry of the Federal Research Center of Biotechnology of the Russian Academy of Sciences.

The animal-tested substance is considered promising by the authors for the treatment of clinical depression in humans. Patients with this diagnosis are unable to experience joy and suffer from feelings of guilt, weakness, apathy and fatigue, they have deterioration of cognitive functions and memory, problems with sleep and appetite. This condition can last for months or even years, and the search for an effective drug may not be successful.

The study was carried out with the support of an industrial partner, the R-Pharm Group of Companies. The results of the work were published in the journal ACS Chemical Neuroscience.

Vindeburnol (VIND, RU24722, BC19), a synthetic molecule derived from the eburnamine-vincamine alkaloid group, has many neuropsychopharmacological effects, but its antidepressant-like effects are poorly understood and have only been described in a few patents. To reliably estimate this effect, vindeburnol was studied in a model of long-term variable-frequency ultrasound (US) exposure at 20–45 kHz in male Wistar rats and BALB/c mice. Vindeburnol was administered chronically for 21 days against a background of simultaneous ultrasound exposure at a dose of 20 mg/kg intraperitoneally (IP). ...

PUZZLE
The strategic project is dedicated to the creation of fundamentally new interface technologies that connect the natural mind of a person with the artificial intelligence of a machine

A special feature of the Neural Interface 5.0 technology is the development of the ideas of classical neural interfaces using AI technologies for working with intelligent systems

Unlike previous generations of similar devices, where biometric signals (e.g., EEG) were isolated and separately processed to receive commands to an external device, Neural Interface 5.0 will use AI modules to automatically identify characteristic patterns of the biosignal and test hypotheses regarding the belonging of certain patterns to specific human cognitive acts

This will allow Neural Interface 5.0 to integrate external electronics into the contours of information and analytical activity of the brain and become a common link in the biometrically based interaction between the human brain and artificial intelligence

It will be a truly neuromorphic trace in AI, some kind of dynamic model that will provide a predictive function in understanding the brain's demands on the line with the AI

An important part of the project is the search for a solution to the problem of individualization of approaches to human education and upbringing

The ideas of Neural Interface 5.0 are designed to give AI functional neuromorphism, due to the similarity in the description of objects and their relationships in the mental and digital spaces acquired in the experience of "communication" with the human brain

The litmus of these ideas will be a mathematical model of the work of key brain structures, primarily involved in the processes of assimilation and processing of new information

Neurorehabilitation, i.e. the possibility of obtaining a "replica" of a person's mental activity and observing its changes in the course of therapy can significantly increase the effectiveness of the procedures performed and improve the outcome of the clinical intervention

The significance of the project is formed by the totality of the information and practical applications that will be obtained in the course of research and development accompanying the creation of the neural interface 5.0

The ultimate goal of new, better human-machine interfaces that better match the capabilities of future AI systems is becoming more and more achievable due to advances in science and technology

The results obtained to date are of great value for further research in the fields of neurotechnology and artificial intelligence, and it is this possibility of systematic accumulation of valuable information and developments that makes the Puzzle a truly significant strategic project

The Kremlin commented on the data on the program of implanting chips in the brain

This program allows you to control external devices directly through the brain's electrical signals, which are converted into control commands using artificial intelligence technologies."

Brain Government

Authorities are working on a program to implant chips in the human brain

As Kommersant found out, the government is developing a new federal program "Brain, Health, Intelligence, Innovations", which will require 54 billion rubles by 2029. The program also involves the creation of avatars of people for remote control of transport and computers that help make decisions. Experts note that the Russian Federation has certain scientific advantages in this direction, but it is seriously underfunded.

A source close to the Ministry of Education and Science told Kommersant that a working group has been created under it to work out a new federal program "Brain, Health, Intelligence, Innovations for 2021-2029". Kommersant got acquainted with its contents. The document was developed by the Russian Academy of Sciences (RAS) together with Moscow State University and approved by Vladimir Putin in March, according to a copy of a letter from the head of the Russian Academy of Sciences, Alexander Sergeev, to the president with a working version of the program. Vladimir Putin entrusted the study to Prime Minister Mikhail Mishustin and the head of the presidential administration Anton Vaino, follows from the letter. The government's Department of Science forwarded the question to the Ministry of Education and Science. They clarified that the project is "at the stage of initial study."

The cost of the program is estimated at 54 billion rubles, funds for it are planned to be allocated from the national projects "Science", "Demography", "Healthcare", "Labor Productivity and Employment Support" and "Digital Economy".

The project envisages, among other things, the development of brain-computer interface (BCI) technologies, which are a set of software and hardware complexes that allow you to control external devices (a computer or an exoskeleton) directly using electrical signals from the brain, which are transformed into control commands using artificial intelligence technologies.

The authors of the document write about the need to build up the scientific base for these technologies and mass production of advanced prototypes. For example, it is planned to create "human-technology interfaces" for controlling complex systems (aircraft, nuclear power plants, cars) both directly and remotely, according to the principle of remote presence, avatar," according to the project. This will allow people to work in inaccessible places with high radiation, space, etc. Interfaces will also be created to ensure "independent formation of goals, assessment of situations, forecasting of their development and decision-making."

The global market for neural interfaces in 2019 amounted to $1.2-1.3 billion, says Ani Aslanyan, founder of the All About the Brain, Blockchain and Digital Economy Telegram channel. Until 2027, according to her estimates, the segment will grow by an average of 15%. "The U.S. has already invested more than $1.2 billion in brain-computer technologies over the past seven years, the planned volume of investments is $6 billion.

Brain-computer technologies have long been developed in Russia for the diagnosis and treatment of diseases, says Denis Kuleshov, director of the Sensor-Tech Laboratory.

"For example, people who have suffered a stroke wear a special cap with electrodes, from which the signal is transmitted to the exoskeleton: the person sends the idea to the device that he wants to squeeze the ball, and the device compresses it. This helps to go through rehabilitation faster," the expert said.

Also, according to him, it is possible to control a smart home through brain-computer interfaces.

But the most advanced, according to Denis Kuleshov, are interfaces built directly into the human brain. "Such technologies allow not only to transmit a signal from the carrier, but also to send data directly to their brain.
For example, we are developing a solution that will be implanted in the brains of blind patients and transmit a video signal to the visual cortex. Now we are testing the components of the system on animals. In the future, such a neural implant will help blind people see the contours and silhouettes of objects," he said.

In terms of the development of neural interfaces, Russia has a number of advantages, experts say. "We have some of the most high-quality scientists in neurobiology, neurophysiology, philosophy, cognitive sciences, as well as the world's leading school of physics and mathematics," explains Ani Aslanyan. But there are also weaknesses, she believes, such as the low level of funding for research activities, which leads to a lack of technology transfer."

President of Russia Vladimir Putin:

Good afternoon, friends.

..
Now, when our country is actively developing, the world is at a stage of fundamental changes, I mean not only the political sphere, the world order, multipolarity and so on, I am referring to technological changes, the technological revolution, everything that is happening in the world around us – everything is developing rapidly, intensively and interestingly."

Thank you for posting this!!! Please continue sharing information about Russia.
Hey, Lemony, hi! :D

Someone showing up here and saying something like what you're saying is such a boutique phenomenon that at first I was even startled. "What the hell is going on here?!?," I told myself. Then I thought that someone of the forum members had made a second profile and was making a joke with me. Then I noticed that you don't actually have any other comment or reaction on the forum other than the one here. "How strange," I said to myself, continuing to think, "What could this be due to? What's the case with Lemony, who surprised me so pleasantly? Did he come here through a link on one of the sites where I left a comment?"...

For so long, I haven't received guests. I've forgotten what to do in such cases. You should have warned me that you were coming, I could have baked at least some cookies...

Well, say something, what do you think about the thread subject, or something about yourself if you want (I'm interested), or both. Or, if you don't want to, don't say any of it, just read. This is not the best and most thorough archive on the matter, but it is the only one. If it wasn't me, but someone else who had done, it would be the best again, because it is. (I've checked and I know.)

And this suggests a very different picture on the issue, drawing full complicity of Russia, which in turn paints a different picture of the so-called new world order. Even after seeing that I had a guest, I had written a long explanation, a kind of welcome greeting (here we have a custom to bore our guests as much as possible and so show our good attitude, it is just a folk tradition). But now I saw that it was a long miles. And yet I will put it here tomorrow, because it is written and it is not right to waste it (nothing special, just some clarification). :)

Neuralink Implants First Implant in Human Brain

The owner of the company, Elon Musk, said that the patient's recovery is "going well"

...
The Neuralink startup was created by Musk in July 2016 and is developing chips that in the future can be implanted in the human brain. The businessman believes that such neural interfaces will allow a person to become a cyborg capable of resisting artificial intelligence, and will also help people learn to directly control a computer using the power of thought.

Implanting a Chip in the Brain: Fantasy or Reality

Maxim Sutormin, Head of the Neurology and Rehabilitation Service of the Vladimirsky Moscow Research Institute, Chief Freelance Neurologist of the Ministry of Health of the Moscow Region, commented on Elon Musk's statement about the introduction of a chip into the human brain.

"Miracles are possible in this life, but it is not clear what exactly was implanted, to whom it was implanted, for what purpose. In addition, we always talk from the point of view of evidence-based medicine, so until the opposite is proven and no scientific studies have been conducted, it is probably still fantastic," the expert explained.

Experiments on implanting chips in Russia

Sutormin also criticized Musk's idea to use neurochips to restore human mobility and told whether similar experiments would be carried out in Russia.

"When we talk about experience, we have to set a goal and we have to use some means. At present, it is impossible to talk about what we will implant and what goal we will pursue. If we are talking about a person getting up and walking, we need to understand why he did not get up and walk. If, for example, he didn't walk because his neuromuscular transmission was impaired, and this chip gives an impulse, then it's quite likely. How, for example, tremor in parkinsonism is stopped. Again, the percentage of positive outcomes is less than 50, so I cannot say that implantation has been established anywhere in the world," Sutormin said.

Controlling Gadgets with the Power of Thought

Sutormin assessed the likelihood of controlling gadgets with the power of thought and said that such technologies already exist.

"Now there is already control of glasses with the help of the gaze, but again, they react to some physical influence, that is, to the width of the pupil, to the movement of the eye. These technologies already exist, but controlling the power of thought is probably fantastic.

Although, on the other hand, we have such a development: a cap with electrodes is put on a person, and when it is removed, there are biocurrents responsible for the hand, at this moment the person tries to squeeze the paralyzed limb," the expert explained. Sutormin also added that it is necessary to wait for the results of Elon Musk's experiment. The expert recalled that surgeries had already been carried out earlier and gave the example of a brain transplant.

"The brain was transplanted, then they stopped talking about it, because everything ended sadly and quickly," Sutormin concluded.

The State Duma revealed when they will decide to chip from Elon Musk in Russia

MP Nemkin: Chipping is dangerous, but Musk's bold experiment is of interest

Experiments on the introduction of foreign bodies into the human body are very dangerous if there are no medical indications for this procedure. However, the high-profile experiment of American businessman Elon Musk to implant a Neuralink implant in a person's head is certainly of interest, said Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technology and Communications, in an interview with Life.

"I am glad that now the participant of the experiment has positive indicators, but it is necessary to observe him for a long time in order to fully assess how such an implant affects the body. If there is a noticeable positive trend in the future, I am sure that the creators will present the novelty in more detail, and we will be able to find out more details," he said.

At the same time, according to Nemkin, such experiments will be treated with skepticism in Russia. Russians need to know all the nuances of the procedure to the smallest detail in order to decide to carry it out, he said.

THE EXPERT SAID THAT THE AUTHORITIES WILL NOT YET HAVE CONTROL OVER PEOPLE WITH THE HELP OF CHIPS

31/01/2024

The authorities will not yet be able to establish control over people with the help of neurochips. This was stated by MTS Vice President Evgeny Chereshnev.

Recall that the day before it became known about the operation to implant an implant of the Neuralink company. According to the well-known American entrepreneur Elon Musk, the patient feels well, and the first data obtained about the operation of the device indicate promising results. He also explained that first of all, the chips were created for those who have lost the ability to use their arms or legs.

"Those who are worried that governments will be able to control people's behavior with the help of neurochips should not worry for two reasons," Chereshnev commented to RIA Novosti.

First of all, according to the expert, it is impossible to transmit any commands to a person through the chip, as well as to read his thoughts. For example, it is impossible to teach him to fly a helicopter overnight. In addition, it is cheaper and faster to "profile" people without neurochips, but with the help of smartphones and smart household devices.

Also, according to Chereshnev, at the moment there are no types of conductors and biohypoallergenic materials that would allow the start of mass chipping.

- Today, all the chips that integrate under the human skin are covered with scar tissue over time... During experiments on monkeys, at first, the chip really allows you to control devices with the power of thought, but after a while you need to take the chip out of the brain and insert a new one, because the effectiveness of communication decreases, - explained the vice president of MTS.

In general, according to Chereshnev, the state that will be the first to be able to create effective neural interfaces, conduct their full testing and establish mass safe implementation, will become the creator of a new form of life."
