This is AFGHAN culture NOT ISLAMIC culture.
There is difference between AFGHAN & ISLAMIC. Thats why you dont see this in other muslim countries. In Afghanistan some people worship their culture instead of The Almighty God. This is not Hejab.

Either way... if they want to wear it, then there's nothing wrong with it.
