I have no idea. Maybe it always happened but before the legal definition of r*pe changed to be more inclusive of male victims it wasn't recognized or given any attention.. back when the attitude that even exploitative sex was a score for a young man (as long as it was heterosexual)
That attitude still has a hold which is why you see disparate more lenient sentences for these women teachers. It shouldn't be. What their doing is every bit as wrong as it would be if they had a penis.

It all goes back to the societal differences between man & woman. Its quite long & convoluted. But pret much the same reason women weren't allowed to own anything, vote, or be educated. The legal ramifications will never be equal. Women want equality, that includes prison time then

My reasonings
1) There was a time when there was a kind of decorum between teachers and students where you referred to the teacher as Mr/Mrs, and never saw them socially unless other adults were present. Now teachers are encouraged to give out emails, telephone numbers etc.
2) Teens have been encouraged to be sexually active since the 60's
3) Many of those going into the profession have maturity levels that are on par as the students. Talk to a 24 yr old and then a 14 yr old and see if you can find much difference. The Peter Pan syndrome isn't just a problem in regards to men, a good portion of women in their 30's and 40's seem to have the maturity level of a teenager.

Simplistic, I think. For me a pedo is attracted to prepubescent children whereas these people are attracted to the beauty of youth, or the thrill of being illegal.
