What Israel and Hamas have said about truce talks

Here’s a look at what Israel and Hamas have said about truce talks in recent weeks:
April 7: Talks in Cairo
  • Hamas and Israel send negotiators to Cairo for mediated talks
April 8: ‘No progress’
  • Egyptian security sources tell state-run Al Qahera News that some progress was made in Cairo and that both sides made concessions that would pave the way for a deal that – as proposed during previous talks – would be staggered over three stages with the release of the remaining Israeli captives and a long-term ceasefire addressed in the second stage.
  • The sources say the concessions relate to the release of Israeli captives and Hamas’s demand for the return of displaced residents to northern Gaza. They say mediators suggested the return could be monitored by an Arab force in the presence of Israeli security deployments that would later be pulled back.
  • But a Hamas official tells Reuters that no significant progress was made.
April 13: Hamas sticks by demands
  • Hamas rejects the latest proposal.
  • The group stands by its demands for a “permanent ceasefire, the withdrawal of the occupation army from the entire Gaza Strip, the return of the displaced to their areas and places of residence, intensification of the entry of relief and aid, and the start of reconstruction”.
April 25: Hamas ‘serious’ about captives deal
  • Khalil al-Hayya, the deputy head of Hamas in Gaza, tells Al Jazeera Arabic that Hamas “is serious about releasing Israeli captives” if an agreement which includes a permanent ceasefire in Gaza is reached.
  • Two Egyptian security sources tell Reuters that Egypt asked Israel for a follow-up meeting and it believes Israel was more open to allowing displaced Gaza Palestinians to return to the north. Reuters adds the ability of civilians to return to the north and the pull-back of Israeli forces were the sticking points in previous rounds of negotiations.
April 26: Egypt makes renewed push
  • An unnamed official tells Reuters that an Egyptian delegation met Israeli officials, looking for a way to restart truce talks.
  • The official says Israel had no new proposals but was willing to consider an Egyptian proposal that would entail a limited truce in which 33 female, elderly and sick captives would be released.
April 27: Hamas studies Israel’s response
  • Al-Hayya says Hamas has received an official response from Israel to its ceasefire proposal but does not provide details of what’s included. He says Hamas is studying the response before replying.
  • Quoting two unnamed Israeli officials, US news site Axios says Israel’s proposal includes a willingness to discuss the “restoration of sustainable calm” in Gaza.
  • Foreign Minister Israel Katz later tells local media that Israel “will suspend the operation” in Rafah if a deal is reached to release captives.

“We’ve had death threats. We’ve had – while we were praying Salat al-Jum’ah – we’ve had police videoing and take pictures of us… other students take pictures of us, dox[ing] us,” he told Al Jazeera. “We no longer have faith in the administration to be a place safe for Muslim students, for Arab students, for Palestinian students and by and large those students of colour and pro-Palestinian students.”

Only the Gaza Health Ministry and they are struggling to keep up to date.

This might explain some of the difficulties they are having. It's from the end of February so as you can imagine things have gotten much worse.

The latest figures,

Death toll in Gaza reaches 34,454, says health ministry
At least 34,454 Palestinian people have been killed and 77,575 injured in Israeli strikes on Gaza since 7 October, the Gaza health ministry said in a statement on Sunday.

An estimated 66 people have been killed and 138 others injured over the past 24 hours, the ministry said.

When the propaganda isn't working just set up a "grueling exhibition" of the Oct 7 attack and style it on a Holocaust exibition..

"The lost shoes, clothes and purses left behind when the festivalgoers fled is reminiscent of the displays at Auschwitz-Birkenau".

MEE,

PFLP warns UK troops deployed in Gaza would be 'legitimate targets'
The Popular Front for the Liberation of Palestine (PFLP) has warned Britain and other countries against deploying forces on the land or coast of the Gaza Strip.

The BBC reported on Saturday that UK troops could be deployed in Gaza to assist with aid deliveries via a temporary pier in the enclave being built by the US.

The PFLP said in a statement on Telegram that British troops would be "treated as occupation forces and will be legitimate targets for the resistance".

It said: "Our people will not forget the major crime committed by Britain against the Palestinian people, with its major contribution to the establishment of the Zionist entity, after issuing the ill-fated Balfour Declaration, and its continuation to this day in supporting the occupation and its crimes."

The group added that the justification of troop deployment to assist aid deliveries via the new sea corridor was "a lie that does not deceive anyone".

"[It] is a justification for the permanent presence of military forces on the ground for malicious colonial goals and to protect the security of the Zionist entity," the PFLP said.

"Whoever wants to provide relief to the Palestinian people must press to stop the aggression, break the siege, and bring in relief aid through the official crossings in the Gaza Strip and under Palestinian management and supervision."

Craig Murray,

The Curious Case of the Freedom Flotilla

The departure of the spectacular “Freedom Flotilla” to Gaza carrying 5,500 tonnes of aid has been postponed (again), because the flag state of the major vessels, Guinea Bissau, has withdrawn their registration.

The key question is why the organisers were proceeding with such an unreliable flag state in the first place?

In the 2010 Freedom Flotilla, the vessel Mavi Marmara was boarded by Israeli troops and ten aid workers were executed in cold blood. Just days before sailing, the Mavi Marmara had changed its flag from Turkey to the Comoros Islands.

On a vessel at sea outside the twelve mile territorial limit of a state (as the Mavi Marmara was when boarded), the law that applies is that of the flag state. Had the vessel still been Turkish flagged, the murderers would have been within Turkish jurisdiction and subject to investigation by Turkey and prosecution in Turkish courts.

I flew to Izmir to investigate the case and I concluded that it was Turkish security services who had obliged the change of flag to the Comoros Islands, thus facilitating the Israeli murderous attack.

Plainly the Mavi Marmara incident should indicate to organisers of aid to Gaza the vital necessity of having a vessel registered to a flag state which would be able to react strongly to an attack by Israel on its ship, and indeed whose flag might deter Israel from such an attack.

So it makes no sense to me that the organisers intended to proceed under the flag of Guinea Bissau.

On 8 April I received a Whatsapp message from organisers asking me to publicise the flotilla. This was my reply.

Hi Irfan and thank you. May I ask what are the flag states of the four vessels?
This is extremely important.
The Mavi Marmara organisers made the literally fatal mistake of allowing the ship to reflag to the Comoros Islands before sailing. Outside the 12 mile territorial sea the vessels are under the law of and entitled to the protection of the flag state
After a holding reply I received

Sorry for the late reply. It is still to be confirmed sir
I reiterated

OK, I am very keen that people understand that it is crucially important.
I have always believed pro Israeli security services influenced the change of flag of the Mavi Marmara.
Any Israeli forces boarding the ships beyond the 12 mile territorial limit are subject to the law of the flag state of the vessel. I should be grateful if you confirm to me the organisers fully understand this.
The reply was simply

Thank you sir
I am therefore entirely perplexed that the organisers went with Guinea Bissau as the flag state rather than a state likely to stand up to Israel and the US. Of course it failed.

Is the problem incompetence, or is it again security service influence?

I should make plain that I absolutely support the aims and the strategy of the Gaza Freedom Flotilla. I have several friends on board, and I believe my good colleague Ann Wright is among the organisers. I am however intensely frustrated.

One of the dumbest things the imperial media ask us to believe is that the US empire is surrounding its #1 geopolitical rival with war machinery for defensive purposes, in response to “expansionist goals” by that rival who has zero war machinery anywhere near the United States.
