Satan is perfectly fine with morals and good deeds. He is fine with reformations and revolutions in the name of spreading love and peace. These things pose no threat to his kingdom at all and in fact often help to spread it.

The control system in place was really accelerated when Nazi scientists came into power through project paperclip.
