It's been possible to control the weather for decades now. Its nothing new..

JFK famously said in a speech shortly before he was assassinated, that the US were on the cusp of being able to control the weather. Cloud seeding is generally in most quarters, publicly accepted; it was used during the Vietnam war effectively to extend the raining season. There are even companies that specialise in cloud seeding.

All radio communications use the ionosphere to bounce signals from one point on earth to another. HAARP is just a more accurate and powerful version of radio, that heats up the ionospher to such a degree it changes the atmospheric high and low pressure in a chosen location. Air (jet streams/directional winds etc) is drawn from high to low pressure, and whichever direction the wind comes from governs the temperature - hence they can create heatwaves in one location and deluge/downpours in another. The skies are sprayed for among other reasons to make the skies more conductive.

It's an incredibly simple concept and has been happening for decades. That's not to say that God doesn't allow it to happen, but it is a man-made operation and definitely no conspiracy.
