No... hate crime is a legal term. A hate crime is a crime motivated by hate towards a specific group. So if a person is murdered or attacked for being LGBT (which does happen at an alarming rate) that would be a hate crime. If a person was murdered or attacked for being black (or any race), that would be a hate crime. If someone was attacked for being a Muslim (or any religion), that would be a hate crime. If someone was attacked for being female (or male), that's a hate crime as well... because these are literal crimes that are motivated by hatred towards a group.

Hate crimes are horrible occurrences and you can’t just brush them aside or act like it’s nonexistent or insignificant. Apathy doesn’t solve this problem.
