Not all people consume GMO all the time, pet owners (or other people in constant direct contact with animals) are even less, although some people might unknowingly/willingly be exposed, but you're not entirely wrong that such constrictions could be problematic. Maybe a better solution is such people only be able to donate to similar people, but even that could cause issues (though this only applies to light consumers).
