My guess is in preparation of protests over mandates or an explosion of people reporting side effects and a backlash.

Mandates are collapsing all over. If a worse variant is discovered, that will create a collapse. The President won't be inside the barricade, but inside of a DUMB. That barricade will give people something to flail against while the elite get on with the business of destroying things.

why are tptb doing this what could be
