This is an interesting read. Rukmini Callimachi has been tweeting about this for awhile, and finally published a long piece about it.

Basically, ISIS used existing government and public works infrastructure in the territories it held. They just put their own people at the top, but everything ran as before, only better.

An enormous amount of the Islamic State's revenue came from taxes. They made millions from selling their oil to Syria, Turkey, Israel, etc., but they made millions and millions from taxing everything in site.

They streamlined a lot of the bureaucracy, doing away with legal departments, and enforcing work attendance. There is really nothing like a totalitarian regime for getting things done. People who called in sick got beaten, or worse. But the streets were clean, people had regular, uninterrupted electricity, and all they had to do was keep their women covered, not shave their beards, and make sure their pants didn't cover their ankles. Oh, and not be Christian or Shia or apostate because those guys had their land confiscated and were killed.

Yup. A lot of them had civil government experience as well as military due to their Ba'ath party histories.
Interestingly enough, the Nazi party utilized a similar strategy with the SS in WW2 Germany.......

The Nazis were amazing well organised and their military uniforms were superbly well tailored.
Now we know that ISIS were amazing administrators, (comes as no surprise - as they were mostly drawn from the ranks of Sadam Hussein's Baath Party) !?

Where did those Brand New Japanese Toyota J-70 Land Cruisers, painted for desert war, before ISIS takes a major city come from?
Seems like they already had tax revenue (American Citizen's Tax maybe) before taking their first major city.

Id say everyone aside from the actual manufacturer (Toyota) are suspect in this......
