The Senate unanimously passed the bill Monday, two days after a gunman opened fire in a California synagogue, killing one and injuring three others.
Lawmakers mentioned the shooting before passing the bill, which would mandate that discrimination against Jewish people be treated the same as acts of racial discrimination in public schools.
The bill also includes an extensive definition of anti-Semitism, including speech that makes dehumanizing or stereotypical allegations about the Jewish community.

The anti-Semitism definition also includes expressing hatred for Jews, calling for the killing or harming of a Jewish person, criticizing the collective power of the Jewish community, or accusing Jewish people or Israel of inventing or exaggerating the Holocaust.

the fact that the state senate (dems and repubs) passed it together is bad news, so i am sure that the governor will sign it. our only hope is that it gets challenged and eventually is overturned in court.

How do you criminalize hate? You can't, and you shouldn't, because the definition of what constitutes hate can change depending on who's in charge. Better to get it out in the open so it can be challenged. I am against Islamaphobia laws for the exact same reason.

exactly. one combats "hate" speech with more free speech. the truth always wins out.

Anti semitism has been banned where I live since ww2. But what really is illegal is ' spreading hate' which does not entail saying there has never been a holocaust.
Those who get persecuted here have actively spread hate manifestos or terrorism manuals online. That's what is considered spreading hateful material.

Saying anti semitic things will not get you persecuted, but performing the Hitler greeting in public will. Just like calling to kill gays will get you persecuted here.
I think this law is fine, there is no reason why people should be free to threaten others with death or spread materials that have potential to inspire mass killings.

I too thought that there might be something else to these synagogue shootings other than anti-semitism. Remember, 9/11 called for the Patriot Act...

Morrissey posters removed from Merseyrail stations

Posters promoting Morrissey's latest album have been removed from railway stations after a commuter complained.
Adverts for the new album by the former Smiths singer have been taken down on the Merseyrail network.
Morrissey has previously expressed support for the far-right For Britain party and earlier this month wore a badge with its logo on during a TV show, but he denies he is a racist.
Merseyrail apologised and said the posters did not reflect its "values".
The adverts, which contain no political message, were removed after a traveller on a Southport service to Moorfields contacted the company to ask if it agreed with Morrissey's opinions.
The man, who asked not to be named, told the BBC he was not "offended" by the posters and did not demand they were taken down.
He said he just questioned the company on whether they were appropriate.
In a statement, Merseyrail said: "Any content used within advertising on the Merseyrail network does not reflect the organisation's values and we apologise for any offence the publication of these posters may have caused."
The company said advertising was managed by an external third party.
Morrisey has not responded to the rail company's decision. But in a message on his websiteon Friday, he said: "With voice extended to breaking point, I call for the prosperity of free speech; the eradication of totalitarian control; I call for diversity of opinion; I call for the total abolition of the abattoir; I call for peace, above all; I call for civil society."

Earlier this week, the world's oldest record shop, Spillers Records in Cardiff, took the decision to stop selling Morrissey albums.
It said on Twitter: "Morrissey's views are not in sync with ours, in fact they are at complete odds and this is why (as an independent) we are not stocking / giving our shelf space to his music."
Morrissey, 60, has denied on multiple occasions he holds racist views.
Earlier this month, the Manchester-born singer appeared on The Tonight Show in the USA wearing a For Britain badge on his jacket.
He came out in support of the partyin an interview in 2018 and in the past has criticised the production of halal meat and claimed London mayor Sadiq Khan "cannot speak properly".

It's infuriating reading their updated policy to supposedly curb "hate speech". It's only about censorship and control. I had the thought this relates to influencing younger people. Over 80% of teens use YT and 32% said it's their primary platform- videos that are banned or blocked from sharing obviously limit their accessibility.

People could argue and say, "well it's a private company" but we know they (FB, Twitter, etc.) are a monopoly controlling the flow of information. They arbitrarily make rules that should be agreed upon by a community body.

Thankfully the establishment powers don't have the ability to ban free speech throughout the internet (yet).

theres another thread (somewhere on the board) covering social media. in a nutshell, either the platform (FB, YT, etc.) is a publisher (meaning it simply publishes the comments and ideas of the people indiscriminately and allow full free speech or they monitor and control comments and are therefore legally responsible for what is said. right now, they have it both ways.

this is no longer a squeeze on the right/conservatives. now, questioning sandy hoax or 9/11 is enough to ban you from YT.

For many, encountering hate on the Internet has become a routine part of the online experience. According to Pew Research Center, 41% of American adults have experienced online harassment, and 66% have witnessed it.1 For those on the receiving end of online vitriol and bigotry, there is no mistaking what is happening: these are words that wound, which are often defined by recipients as hate speech. But defining what constitutes online hate speech can raise many questions. With only words on a screen, and no context about the speaker or the speaker’s actions, can we create generally applicable rules and definitions that will include hate speech, while excluding speech that may sound similar but is not hateful, like news articles, song lyrics, or satire? Or, is hate speech something that you simply recognize when you see it?
What if we could use rules, tests, and parameters to isolate hate speech? Can we identify and analyze elements like speaker intent, context, identity, tone, audience, or any number of indicators that transform words into meanings and change an innocuous statement into a verbal assault?
Combating the proliferation of online hate speech and understanding its mechanics is a complex undertaking. We believe, however, that it can be done. And one way we are working to do so is by teaching machines to recognize hate.
The Online Hate Index (OHI), a joint initiative of ADL’s Center for Technology and Society and UC Berkeley’s D-Lab, is designed to transform human understanding of hate speech via machine learning into a scalable tool that can be deployed on internet content to discover the scope and spread of online hate speech. Through a constantly-evolving process of machine learning, based on a protocol developed by a team of human coders as to what does and does not constitute hate speech, this tool will uncover and identify trends and patterns in hate speech across different online platforms, allowing us to push for the changes necessary to ensure that online communities are safe and inclusive spaces. We have completed the first phase of the process in making this a reality, and are eager to advance the project. Critically, the tool is able to identify individual instances of hateful and abusive speech, helping solve a problem that has been inadequately addressed through reliance on platform users to report instances of abuse and violations of terms of service agreements.
Proactive moderation of hate speech and abuse in online communities can effect substantial changes in online environments.2 A notable example is Reddit, the massively popular web forum that is comprised of around one million user-generated community boards called “subreddits.”3 Subreddits cover a wide-range of topics, from the unusual to the unsavory. While this has made the website inviting for a plethora of groups, organizations, and communities, it also made Reddit home to those with the goal of spreading racism, misogyny, anti-Semitism, homophobia, and all other forms of hate. Between June and August 2015, Reddit took the action of closing down a number of its more noxious, hate-fueled subreddits. Researchers studying the response to this action found that users who frequented the shut-down subreddits engaged in fewer instances of hate speech as they spent time on other subreddits, and that the overall use of hateful rhetoric throughout the entire website diminished as a result of banning the small number of spaces that were dedicated to and encouraging of discriminatory and hateful speech.4 More action was taken by Reddit in October 2017 with new restrictions on violent content that resulted in several pages dedicated to hateful speech or ideologies quickly banned, including National Socialism, Nazi, and Far_Right.5 Reddit has also provided a training ground for the machine learning model, which has combed through thousands of user comments in order to, with the help of human coders, learn to identify hate speech.
Online communities have been described as the modern public square, a space for opinions to be expressed and voices to be heard. In reality, though, not everyone has equal access to this public square, and not everyone has the privilege to speak without fear.6 Hateful and abusive online speech forces out other voices; excluding the voices of the marginalized and underrepresented from public discourse.7

Through combining social science and machine learning, the OHI holds the promise to bring more humanity to the internet. By helping us understand speech on the internet, the OHI will not just make online communities safer and more inclusive, it will make them more protective of speech and more welcoming to a wide array of voices.
