There are lots of people like her in Seattle. Partly because there are many dark things going on there and we have no idea what shes been through to get her to that point... and also because its very difficult to have people "committed" (which is a good thing) but also very difficult to find troubled individuals actual care for whatever is troubling them.

She also could be acting for publicity, to shock and cause controversy and as a form of street drama.
