Russian scientists have developed a data transmission algorithm for video cameras

The system is able to create travel records for observed objects by linking images from different cameras and comparing the data obtained by them. The algorithm can recognize the image of an object on different cameras. In addition, the image of the object can be linked even if one camera discerned, say, the license plate on the car, and the second could not do it.

Thanks to this development, the system will be able to automatically accompany any of the objects, gradually transferring it from camera to camera. Such an intelligent video surveillance system can be associated with vehicles on which cameras are installed. This will significantly improve the accuracy of the data collected during observation.

The solution is being prepared for commercial operation in the bank.

Speech simulator "Dialog. Simulator" allows you to teach employees to communicate with customers not only using standard scripts, but also allows you to better understand requests and provide information in the most convenient format. You can use it to control the tempo, expressiveness and other parameters of speech in order to learn how to establish trusting contact with the client and minimize negative reaction. It also allows you to work out the main stages of the dialogue and forms skills that help reduce communication time.

The simulator promotes better assimilation of the material during the training period. The speech module is integrated into the bank-wide staff training program and is available in a web version for mobile and stationary devices.

"The speech simulator is a Russian development. It is distinguished by a combination of advanced speech analysis technologies and a unique technique for speech correction, "packaged" in a ready-to-use solution in the banking sector. This made it possible to reduce the conversation time by 25-30 seconds, which is more than 8% of its average duration, reduce the share of negative feedback from users by more than 5%, and reduce the outflow of contact center employees by 66%," said Sergey Bezbog, Deputy head of the VTB Bank technology unit.

"The joint work of robots and humans has become one of the main trends in the development of contact centers. To train employees, we have also implemented a training tool using a bot. 95 employees of the contact center participated in the pilot project for 6 months. Measurements of key indicators of the pilot group were carried out in parallel with measurements of indicators for the control group, which did not use speech simulators to train new employees. Comparison of the results of the pilot and control groups showed high efficiency of the solution.

During the employee's communication with the simulator, the system analyzes the parameters of his speech and makes recommendations for its correction depending on the type of dialogue and the training scenario. As part of working out the "conflict" scenario, the employee can be given the necessary recommendations to reduce the negativity when communicating with the client. A simulator has also been developed for practicing sales skills, which will soon be integrated into the initial training of employees.

The training consists of three stages: first, the employee utters individual phrases, then plays the entire dialogue, and at the "exam" reproduces the entire text already worked out with the correct intonations.

The pilot project has shown that tools that can give employees more understanding and more opportunities to manage client dialogue have a positive impact not only on the productivity of the workflow, but also on employee satisfaction with themselves, because it significantly facilitates work and reduces stress when interacting with clients, especially at the initial stages.

Testing of the technology was carried out in the VTB Accelerator, and the speech simulator itself "Dialog. Simulator" is a development of the Russian company "Rapport Top".

According to the draft, among the threats that are prescribed to be filtered through the TSP, it is planned to include sites that allow anonymizing Internet users.

In the explanatory note, Roskomnadzor clarifies that these include services that allow you to register on websites and messengers using a virtual phone number. The amendments, if adopted by the government, will enter into force on March 1, 2024.

Since May 2019, messengers operating in Russia must identify users. This is usually done when registering by a mobile phone number, which cannot be issued anonymously in the Russian Federation. Roskomnadzor assumes that access to sites that allow you to register via virtual numbers "promotes the use of communication services for illegal purposes" and violates Internet security in Russia.

Registration via a mobile phone number is implemented, among other things, in popular messengers that position themselves as protected — Telegram and Signal. At the same time, Telegram from December 2022 allows you to register for virtual numbers purchased for cryptocurrency on the Fragment service founded by Pavel Durov. Telegram did not respond to a request from Kommersant.

Recently, SIP telephony (a type of protocol that provides data exchange on the network in multimedia format) has been most often used for fraudulent activities, including using virtual numbers, the Information Security Incident Response Center CERT-GIB told Kommersant.

At the same time, according to them, scammers have become more likely to make calls via messengers: "This helps to bypass the protection measures of mobile operators and not spend money on number substitution, and such calls rarely arouse suspicion in the victim." Earlier, experts noted that due to the reduction in the number of Russian numbers available for substitution, fraudsters began to use numbers from other countries that are visually similar to Russian ones (see Kommersant of February 17). Attackers use virtual mobile numbers in 57% of cases, the company "Informzashita" estimated. The largest telecom operators MTS, Vimpelcom, MegaFon and Tele2 declined to comment.

The proposed restrictions may be broader than Roskomnadzor describes in the explanatory note: they cover not only communication services, but also information systems, says Evgeny Kravchenko, an expert at the DRC law firm: "According to the law, the concept of an information system is somewhat broader, so any means of anonymization can potentially be filtered." At the same time, he recalled that in Russia it is not prohibited to use virtual numbers or other similar means: "But if an offense is committed through a virtual number or VPN and if it is possible to correlate you and the service, then, obviously, there will be a threat of punishment."

Programs that open access to information prohibited in the Russian Federation are already subject to filtering through the TSPU according to existing rules, and the Tor browser site, which allows you to visit sites anonymously, is blocked by a court decision, said Ekaterina Abashina, a lawyer at the Central Committee of Moscow "DBA and Partners". She noted that the system of centralized management of Internet traffic "in itself disposes to arbitrary decisions", blocking through the TSPU does not imply the same openness as blocking on the registers of prohibited sites: "It will not work to check online what exactly is filtered through the TSPU."

The digitalization of the domestic currency is entering a new stage of its development. From April 1, the Central Bank of the Russian Federation launches real calculations in digital rubles in a test mode. What is a digital ruble?

Technically, each such ruble is a unique digital code that will be stored as records in customers' electronic wallets.

These wallets themselves, in turn, will be stored on the digital ruble platform — a special infrastructure created by the Central Bank. This is one of the main differences between digital and non-cash money, which are usually on accounts in commercial banks.

How will the testing take place?

Recall that the first stage took place in 2021-2022 and consisted in creating a prototype of the digital ruble platform and its further testing. Banks clarified issues of technical and operational interaction with the regulator, and the Central Bank itself, in addition, checked the issuance procedures, since it will be the only one who can "print" digital rubles.

The scheme of the current stage of testing, according to the first deputy chairman of the Bank of Russia Olga Skorobogatova, looks like this: 13 testing banks selected a certain number of clients - individuals and legal entities (how exactly the selection took place is not disclosed), who will be the first to start digital wallets and transfer money to each other or pay in "trade and service enterprises". But not all of them. "The pilot will focus on real operations, real clients, but on a limited number of operations and a limited number of clients," Skorobogatova emphasizes.

After the testing is completed, the regulator will be able to determine exactly how to offer the virtual ruble to the entire population.

And when will everyone be able to start using the digital ruble?

Initially, when formulating the concept of the digital ruble, the Central Bank assumed that its widespread use would begin in 2030.
However, numerous sanctions against Russia, including in the financial sector, forced the regulator to accelerate. The exact dates are not called, but judging by the fact that already in 2024 it is planned to launch the possibility of exchanging the digital ruble for foreign currency, as well as to allow non-residents to open wallets, the current year, 2023, is given to prepare for the introduction to the masses.

In turn, work continues on changing the legislation so that the digital ruble receives an official status as a means of settlement. The State Duma Committee on the Financial Market recommended the adoption in the first reading of the relevant bill, which creates the basis for the introduction of the digital ruble. The project, among other things, establishes the procedure for opening, maintaining and closing a digital wallet and access to the digital ruble platform. The specifics of the transfer of such rubles are clarified, in particular the moment of irrevocability, as well as the finality of the transfer and the circumstances under which the transfer order is not subject to execution. In addition, the responsibility of the Central Bank for the safety of digital rubles is determined, as well as for the correctness of accounting for information about transactions with them.

Consideration of the project is included in the spring session of the Duma, however, so far without a specific date.

And how will it be possible to get these digital rubles and electronic wallets?

The Central Bank does not tire of emphasizing: the digital ruble is not a classic cryptocurrency, but the so—called digital currency of central banks (Central Securities, or CBDC). Their main difference from the crypt is that they, like the traditional currency, have an issue center. That is, like the usual rubles, only the Russian Central Bank will issue digital ones.

Initially, the regulator considered several models for the introduction of the digital ruble. As a result, I settled on a two-level retail scheme. The first level is the Central Bank, which launches the digital ruble platform, issues it and opens electronic wallets for banks and financial intermediaries. It will also determine the rules of operations with digital currency and implement appropriate policies.

This is how the concept describes the emission process. When a bank needs digital rubles, it requests their issue from the Central Bank. He writes off non-cash funds from the account of a credit institution and transfers them into digital format to its electronic wallet.

At the second level, banks act as intermediaries for individuals and legal entities. They will open and maintain electronic wallets for those, conduct transactions, etc. In many ways, this model is similar to the one implemented by China with the digital yuan. It follows from the concept of the Central Bank that the electronic wallet will not be a separate application, but an integration into already known mobile applications of banks.

At this level, the interaction should look like this:

through the application of any bank whose services are used, the client registers on the digital ruble platform and opens an electronic wallet. At the same time, it does not matter through which bank the person connected to the system. In the future, he will also be able to enter the electronic wallet and use digital rubles through the application of any bank convenient to him;
then he sends a request to the credit institution to replenish this wallet;
she writes off part of his non-cash funds, and then transfers digital rubles from her electronic wallet to the client's wallet.

In practice, this whole process should take very little time.

Will it be possible to transfer any amount?

Probably, the Central Bank will introduce some restrictions.
Several options were considered:

limit on the balance in the wallet;
limit on the amount of one operation;
limit on the number of operations.

Most likely, the first option will be chosen. In any case, Olga Skorobogatova said that it is planned to introduce limits on wallet balances, but the final decision will be made after the end of the pilot project.

Will they charge interest on digital rubles?

No. The Central Bank has repeatedly stressed that the digital ruble is just another form of means of payment, and not a special banking product. Considering that all digital wallets will be stored on the platform of the Central Bank and it will be he who will be responsible for their safety, we can consider such a ruble as a more reliable means of storage than cash under the mattress. But it is definitely not worth considering the tool as a source of additional income.

How will the purchases be paid for?

It will be possible to pay in digital rubles both online and offline — in the absence of the Internet.

Paying for a purchase with the Internet in many ways looks the same as paying with a QR code now. To do this, the customer will need to read the QR code (or other identifier) of the product through the bank's mobile application and confirm the payment from his wallet.

The internal kitchen of the operation will look like this: the bank, having received a request from the client for debiting, will transfer the required amount from his wallet to the wallet of the store, and then send a notification that digital rubles have been debited. And in order for the operation to take place, the legal organization, of course, will also need its own electronic wallet.

How to pay without Internet?

To do this, in addition to the online wallet, a second wallet will be opened to the client - directly on the mobile device. Then the user will have to save the required amount of digital rubles on this second wallet in advance. In fact, just like now you have to stock up on cash if you go to a place where bank cards are not accepted.

Obviously, if there is no digital money on an offline wallet, then you will not be able to pay without the Internet.

In addition, offline it will be possible not only to pay for goods and services, but also to transfer digital money to other people — to an offline wallet on their device. It is assumed that a small—radius data transmission technology will be used for this, for example, Bluetooth or NFC. And the recipients of the funds will then be able to either leave as is or transfer the money further to an online wallet.

Will it be possible to cash out digital rubles?

It will definitely be possible to first transfer digital rubles to non-cash ones, and then withdraw money from an ATM.

Will it be possible to remove cashless payments from this chain? The Central Bank declares that "customers will be provided with a service for making seamless payments with the transfer from digital rubles to non-cash and cash, as well as from cash and non-cash rubles to digital." From which it can be assumed that there should not be a "layer" of cashless money between digital and cash rubles.

Suppose I transfer digital rubles to an offline wallet, and then lose or break my smartphone. What then? Will my digital rubles be lost?

For offline wallets, market players asked the regulator to provide for the possibility of recovery. And he is working on such a mechanism, although details about this have not yet been received. It is possible that in the end it will be decided that such losses will not be reimbursed — just as in the case of loss or damage to cash lying in the wallet.

And those rubles that are on the online wallet should not suffer. The user will simply be able to connect to the platform on a new device.

Who else is working on the digitalization of the national currency?

But why do we need a digital ruble at all, if there is cash and cashless?

The Central Bank itself explained why it introduces the digital ruble:

- it will make payments even easier, faster and safer;
- it will become an incentive for "innovations both in the field of retail payments and in other areas and will support the development of the digital economy. And reducing the dependence of users on individual providers will increase the stability of the country's financial system";
- the project aims to further reduce the share of cash in the economy.

In addition, due to the specifics of the digital ruble, all operations with it for the Central Bank will be completely transparent.
This, according to market players, will help in the calculations of state contracts — the authorities will be able to easily track that all the money went to targeted expenses. It will also simplify the restoration of the rights of the owner of digital rubles in case of their loss or theft.

We have agreed with FSB on a technology that allows holders of biometric passports and our application not to contact MFC, but to do everything electronically, because we have a photo of the chip in our passport, and, accordingly, this photo allows you to verify the owner.

I told you that we have a large number of everyday situations where a passport as a document is not required in principle. For example, when making certain purchases or when entering some office centers, it is unreasonable for a user to always request an original passport, so we have developed such a technology.

It works very simply: you upload a photo from a biometric passport directly to your smartphone, then a QR code is generated that you represent, and the one who wants to check your grounds, respectively, from the Gosuslugi mobile application also checks either your age or surname, first name, patronymic through the QR code. According to our understanding, this will allow in 80 percent of cases – in such everyday, simple situations - to use a smartphone instead of the original passport.

Our technology is fully consistent with FSB, implemented as safe and secure. It seems to us that we can probably return to the issue of its legalization and mass application. To do this, according to our colleagues from the FSB and other agencies involved in this work, in order to give it a powerful impetus, we would like to ask you to issue a decree that will determine possible cases of using such a digital identity card on a smartphone as a passport replacement. There are few such situations -we do not cancel the passport, but only once again: in everyday relationships, it is probably possible in some cases to turn off the passport and use a smartphone for this.

During the day, the device works as a photoelectrolyzer: under the influence of sunlight, water decomposes into oxygen and hydrogen. The RIGF 2022 work program was opened with the section “Global Digital Compact: A Chance For Fair Play?”, announced at the opening of the Forum. The question of the need to revise the classical approaches to global cooperation in the field of ICT and creation new international norms and “rules of the game” arises in the context of the rapid development of digital technologies and the emergence of new social and technological trends. That is why one of the most relevant initiatives on the agenda is the development of the Global Digital Compact, a document proposed personally by UN Secretary-General António Guterres in 2021 in his report “Our Common Agenda”. Will this document be the first step towards a future where technologies used for good create the conditions for a more just and equitable digital world order?


Section 3. Russian and world experience in the field of combating destructive content. The role and responsibility of digital platforms

When digital platforms work with content, risks arise for all entities involved in the relevant legal relationship, especially for users and the platforms themselves. On the one hand, platforms today as digital public spaces play an important role in ensuring freedom of speech. On the other hand, they have the power of censorship (their algorithms regulate access to information, and their filters can automatically remove content that is considered confidential, but not necessarily illegal), which causes public discontent and opposition from states.

In this context, the attention of interested players around the world is riveted to the problem of destructive content. The importance of striking a balance between ensuring equal access to information on the Internet for everyone and the need to counter the spread of destructive content is beyond doubt. But what form of regulation will be optimal for each individual country or region? Will it be up to the platforms themselves, or up to national governments, or will common global approaches be adopted? Section 4. Preserving human agency in AI-enabled Internet

The large-scale use of artificial intelligence in Internet technologies creates new challenges for users and society, whether it is ensuring human rights and freedoms, protecting the privacy of citizens, the emergence of various types of discrimination, or the impact on a competitive market. The more tasks delegated to algorithms, the more acute the issues of security and responsible use of AI systems become. The challenges associated with the use of AI are being answered by various recommendations, principles, standards and technological solutions that are designed to reduce the level of existing risks and ensure the efficient, reliable and safe operation of algorithms.

At the same time, the question of the influence of the Internet and artificial intelligence technologies on civilizational development is largely unexplored; preservation of human dignity and human autonomy. The ancient Greeks believed that writing negatively affects the intellect – people do not need to remember important things. What will the digital world of the future look like, where more and more cognitive and computational tasks are at the mercy of AI, what will remain in this world for a person, and what should those who would like to keep the current state of things do?"
