The government has identified measures to adapt to climate change until 2025

Order No. 559-r dated March 11, 2023

The Government continues to work on adapting the country to global climate change in order to prevent their negative impact on economic sectors and people's quality of life. The decree on the approval of the national action plan for the second stage of adaptation to climate change was signed by Prime Minister Mikhail Mishustin.

The plan is designed for the period up to 2025 and contains 17 activities, which are grouped into federal, sectoral and regional blocks. They provide organizational, legal, scientific, methodological and informational support for the necessary adaptation measures.

In particular, the document implies the improvement of the insurance mechanism taking into account the risks of natural disasters, the creation and implementation of new technological solutions aimed at studying the climate, the formation of a list of the best Russian and international practices for adapting economic sectors to climate change, annual monitoring and evaluation of the effectiveness of existing adaptation measures.

In order to develop a climate risk management system, it is planned to compile a list of existing and prospective data obtained using spacecraft. In addition, it is planned to create a special information resource with scenarios of climate change in Russia. This resource will include climate characteristics and different climate scenarios for each region. Based on it, an assessment of possible economic damage from climate impacts will be carried out and a consolidated list of climatically vulnerable objects will be compiled.

There is a lot of work to be done in the Arctic zone of Russia. There it is planned to monitor the condition and stability of soils within settlements and production facilities and, based on its results, prepare the necessary proposals in the field of technical regulation.

The plan also provides for the development of university programs, professional retraining and advanced training programs in the field of climate risks and adaptation of economic sectors to climate change.

The National action plan for the first stage of adaptation to climate change until 2022 was approved by the Government in 2019. Within its framework, a national system of adaptation to climate change has begun to be formed, measures have been defined to protect people, economic sectors and natural objects from the negative effects of climate change, a set of indicators has been formed to achieve the goals of adaptation to climate change.

Previously developed federal sectoral and regional plans for adaptation to climate change will be updated taking into account the signed order. The action plan of the third stage of adaptation to climate change for the period up to 2028 will be prepared by the end of 2025

Specialists of the St. Petersburg State Electrotechnical University (SPbSETU) LETI have developed a microwave antenna for 5G standard communications equipment, surpassing the available foreign analogues in terms of range and efficiency. As reported on Thursday in the press service of the program of the Ministry of Education and Science of the Russian Federation "Priority 2030", within which work is underway, the antenna almost completely covers the range of the 5G standard.

"Today there are various inexpensive standard 5G antennas on the market - for example, Chinese-made. The big disadvantage of such devices is that they have limited radio frequency characteristics and operate in a certain narrow frequency band. We have developed a new type of antenna for 5G systems, for the production of which cheap manufacturing technologies and component base are used. At the same time, our device is able to work reliably in a wider band, in particular, completely overlap the allocated range of 4.8-5 GHz," said Lyubov Lyubina, Deputy head of the Department of Theoretical Foundations of Radio Engineering at SPbSETU LETI.

The antenna design adapts the principle of operation of the Fabry-Perot optical system for light conversion, which allows you to control the beam in a very narrow frequency range at a considerable distance, under the characteristics of the radio frequency range - this ensures versatility. All components of the device are made of stainless steel using laser cutting of parts, and the plastic case is created using 3D printing methods.

According to the researchers, if there is a control module, it is possible to assemble a composite antenna from several developed devices, which is characterized by high bandwidth and energy efficiency. Such antennas, unlike conventional ones, transmit and receive signals from multiple devices simultaneously.

The St. Petersburg Research Institute of Vaccines and Serums of the FMBA (SPbNIIVS) is ready to announce the recruitment of volunteers for the third, final phase of clinical trials of the new Convasel anti-covid vaccine. The last stage of testing will begin in the spring, but now you can get vaccinated with a new drug in some FMBA medical institutions and partner clinics in Moscow, St. Petersburg, Yaroslavl, Tver. On Monday, at a seminar, the creators of the vaccine told how Convacel differs from its predecessor drugs.

Recall that all anti-covid drugs are registered according to the procedure temporarily approved by the government - according to a simplified scheme. Therefore, Convasel was registered by the Ministry of Health of Russia last year, but research (for example, on the possibility of using the vaccine in the elderly) continued all last year. To solve it, scientists took as a basis the most conservative, mutation-resistant N-protein of the coronavirus. "The first vaccines were aimed at the surface S-protein and the formation of antibody immunity. The advantage of "Convasel" is that long-term cellular immunity is formed. Simply put, the new vaccine is universal, it protects against different strains of coronavirus, and the effect persists for a year," explained Sebastian Rabdano, head of the R&D Institute. According to him, the vaccine has shown the absence of serious side effects and is equally suitable for both primary immunization of naive (that is, non-ill and unvaccinated) patients and for revaccination.

For the first time, Russian physicists used a chain of a small number of superconducting qubits to create a quantum neural network capable of successfully recognizing and classifying snapshots and handwritten images in 90-94% of cases. This was announced on Thursday by the press service of the Moscow Physics and Technology Institute (MIPT).

"We have found a successful quantum chain structure and learning algorithm that allows us to achieve 94% accuracy for standard classification tasks with multiple labels and 90% accuracy when recognizing handwritten decimal digits. The accuracy and stability of the algorithm is confirmed by the method of cross-checking," explained Alexey Tolstobrov, an employee of the laboratory of artificial quantum systems at MIPT (Dolgoprudny), whose words are quoted by the press service of the university.

The creation of quantum artificial intelligence is one of the main tasks for all the leading participants in the global "quantum race". By this word, scientists understand the widespread use of quantum technologies and effects to accelerate the work of neural network algorithms and physical devices that repeat some properties of biological neural networks.

Researchers from MIPT, Skoltech, NUST MISIS and the Russian Quantum Center under the leadership of Oleg Astafyev, head of the MIPT Department, for the first time used superconducting quantum bits created in Russia, the so-called qubits-transmons, as one of the key components of a neural network aimed at solving problems of classification and image recognition.

To develop it, physicists used a set of eight qubits, half of which played the role of neurons of a machine learning system combined into several layers. The unique quantum properties of transmons allowed scientists to use the same qubits when working with different layers of a neural network as part of its learning process and in practical use.

Subsequent calculations showed that the quantum neural network recognized images of healthy and tumor breast tissues, and also correctly classified various wines according to a large set of parameters with 94% accuracy. In addition, she correctly identified handwritten decimal digits in 90% of cases. This indicates the high quality of the quantum neural network, even with a small number of quantum bits used to create it, the scientists summed up."

From the first season, personal eco-rating will begin to form: each of the participants receives points for their activity, studying, completing tasks and forming their eco-habits.

The discussion club "Earth 2100: what will the world of the future be like" gathered more than 60 guests: students of various specialized faculties of the country's universities, eco-experts from Chelyabinsk and Kazakhstan. The builders of the future were divided into 6 teams on the topics: "Health and well-being", "Food security", "Biodiversity conservation", "Adaptation to climate change", "Socio-economic well-being. Economics", "Media and eco-education". For each of these topics, the teams proposed 5 priority tasks, the implementation of which will allow the people of the Earth to preserve nature, health and high quality of life for 77 years.

"The members of the club were looking for solutions at the turning point of the future, which will come if we do nothing, and the desired future that we want to see. Each team has studied its field in detail and identified the main tasks in this direction. Clinical trials of two new nasal vaccines against COVID-19 will be held in Moscow, St. Petersburg and five other cities at once. At the same time, the nasal form of the well-known "Sputnik V" is already being used, and such vaccination continues to gain momentum - following the Kursk region and the Moscow region, intranasal vaccinations will begin this week in the Penza region.
The Ministry of Health almost simultaneously allowed clinical trials of the Korfluvek vaccine - it was developed by scientists of the Smorodintsev Influenza Research Institute, as well as the VLP-corona vaccine from the Gamalea Research Center. It is planned to attract 250 volunteers aged 18 to 60 years to test the St. Petersburg development. The new Gamaleev drug, as follows from the research protocol, will be tested with the participation of 600 people from 18 to 55 years old. The biggest difficulty, as the developers say, is to find a sufficient number of volunteers now. Test participants should not have antibodies to the coronavirus, and this is not so easy, because during the two years of the pandemic, people have been ill several times and have been vaccinated repeatedly.

"Korfluvek" is a vector vaccine, that is, its action is based on the same mechanism as that of Sputnik V. (Another similar nasal vaccine was developed by Generium.) But the second drug from the Gamalea Center is fundamentally different (or, as experts say, made "on a different platform"). The VLP-corona vaccine was made on the basis of virus-like particles - they are safe for the body, but the immune system reacts to them like a real virus and produces protective antibodies.

Scientists from many countries are currently working on the nasal form of COVID-19 vaccines, but in Russia such vaccinations began to be done before everyone else

Trials of both vaccines are scheduled to be completed by the end of this year, and if everything goes well, the list of Russian nasal preparations from COVID-19 will expand to five in total.

This is important: epidemiologists have no doubt that the coronavirus will remain in the human population forever, and it will have to be protected from it, as well as from the flu, at least once a year (and until the epidemic subsides - and every six months). So, we need to look for simpler opportunities for regular vaccinations. A vaccine in the form of drops or a spray into the nose in this sense can become a popular option - compared to an injection, it has advantages.

In general, nasal vaccines have been known for a long time. For example, in our country, such a form of the drug for the prevention of influenza "Ultravak" has been produced for many years. There are nasal vaccines in the USA and Europe, and now scientists from different countries are working on such drugs to protect against COVID-19. This is understandable - it is much easier to drip or squirt into the nose than to give an injection, or even two.

In the Center of Gamalea, the nasal form was registered before anyone else - they simply expanded the possibilities of using Sputnik V, allowing it to be injected into the nose using special spray nozzles on a syringe. Gamaleevtsev's partner was an enterprise near St. Petersburg, where they quickly mastered the production of such atomizers.

In mid-August, the nozzles began to arrive in the regions - the first vaccinations were made in Kursk, then in the cities near Moscow - Lobnya, Voskresensk, Domodedovo. And this week a batch of nine thousand pairs of atomizers arrived in the Penza region, so one of these days they will start "puffing in the nose" here.

"According to the instructions for Sputnik V, the drug can be administered both intramuscularly and intranasally. Clinical studies have shown a favorable safety profile and immunogenicity of the vaccine both with intramuscular and nasal administration," said Professor Vladimir Chulanov, Chief freelance specialist in infectious Diseases of the Ministry of Health of Russia. Indeed, the results of testing the nasal form of Sputnik V on animals published in a specialized medical publication confirm that such a vaccination protects against coronavirus for six months. Moreover, the immune response is formed both at the level of the whole organism, and locally - on the mucous membranes of the respiratory tract, which, in fact, serve as a "gateway" for the virus to enter the body.

"The lungs are particularly vulnerable to infection with new coronavirus subvariants, including BA.4 and BA.5 of the omicron strain, therefore, the nasal form of the vaccine, which blocks the spread of the virus already at the stage of entering the body on the mucous membranes of the nasopharynx, can become a key tool for defeating the pandemic," the Gamalei Center reported.

"Intranasal administration creates a protective barrier for the entrance gate of infection (nose and oropharynx). It is here that the body primarily encounters the virus," Vladimir Chulanov explained.

Another plus of the sprayed form is that you do not need to inject. "Some are afraid of injections. And here it will be psychologically easier to carry out mass vaccination," said Alexander Butenko, head of the department of the Gamalea Center. And his colleague, chief researcher of the Gamalei Center Anatoly Altstein believes that nasal vaccination is so simple to perform that it can in principle be done even at home.

And yet, doubts are expressed in the networks (even among some doctors): could nasal administration of the drug be dangerous because of its proximity to the brain. RG asked neurologist, Doctor of Medical Sciences, Professor Yan Vlasov to answer the skeptics.

- The proximity of the nose to the brain does not mean that everything we inhale directly enters the brain. When we inject a vaccine into the nose, it gets into the vascular system and does not get into the nervous system. Therefore, there is no effect on the brain.

The brain interacts with the vascular system through the blood-brain barrier, which does not pass large molecules, including vaccines.

The nasal vaccine is just another way to deliver the drug. The appearance of such a form makes it possible to significantly expand the possibilities of application and ease of use of vaccines, to remove the fear that many people experience before injections. The subcutaneous route of vaccine administration requires a sterile room and equipment. In the opposite case, a negative effect is possible in the form of necrosis - the death of tissue.

Nasal vaccination is so easy to perform that it can be done even at home.

Clinical trials of a new nasal vaccine from COVID-19, developed at the Gamalea Center, begin

Another nasal vaccine for the prevention of coronavirus infection (COVID-19) has been developed at the Gamalei Research Center for Epidemiology and Microbiology of the Ministry of Health of the Russian Federation, clinical trials of the new drug will be held at the St. Petersburg Research Center "Eco-Safety".

Prediction algorithms. Supercomputers will help to see the future

Today, supercomputer technologies together with mathematical modeling have formed the basis of new concepts of production "digital models", "digital shadows", "digital twins", making it possible to create virtual analogues of physical objects. According to the working group of the Ministry of Education and Science, which analyzed the needs of federal executive authorities, state corporations and other structures of the Russian Federation, there are already more than 700 tasks that cannot be solved without supercomputer resources. Moscow State University named after M.V. Lomonosova owns the most powerful supercomputer complex in science and education in Russia. It is based on the Lomonosov-2 supercomputer (5.5 Pflops), the capabilities of which are used by more than 3,500 scientists from 20 departments of this university, more than a hundred institutes of the Russian Academy of Sciences and the same number of universities of the Fatherland. The high quality of the complex has been provided for more than 30 years by a team of professionals of the MSU Research Computing Center. In 2021, a team was created at the NIVC, led by Professor of the Faculty of Bioengineering and Bioinformatics of Moscow State University, Doctor of Chemical Sciences Vitas Shvyadas. Today he is engaged in the project (supported by the Russian Science Foundation) "Development and implementation of the principles of supercomputer codesign for the development of end-to-end digital technologies and the creation of high-performance computing platforms for predictive modeling and the use of artificial intelligence: from the microcosm to living organisms and the Earth system".

– Vitas, what is codesign?
– Supercomputer systems have a huge potential for performing calculations, but it is not easy to use them. One of the problems: a large number of parallel nodes, processors, cores, functional devices. Thanks to the simultaneous operation of this set, high performance is achieved. But what happens if there is no sufficient concurrency resource when solving the problem? If the chosen programming technology or runtime support system does not provide the necessary parallelism? If the compiler cannot understand the structure of the program and the degree of parallelism of the generated code is lower than the degree of parallelism of the supercomputer? Then we will move away from peak performance indicators, reaching only a fraction of a percent of the computer's capabilities. Therefore, it is necessary to coordinate all the stages of solving the problem, to design the computational process so that their structure and properties correspond to the structure and properties of a supercomputer – this is the meaning of the concept of "supercomputer codesign".

While preparing for our meeting, I found out that the area of your scientific interests is fundamental and applied aspects of physico–chemical biology. You are a co–author of two of the country's first industrial processes of engineering enzymology: biocatalytic technologies for obtaining key compounds for the production of semi-synthetic penicillins and cephalosporins. Why did they go into supercomputing?

– Interest in using computers appeared many years ago. He was associated with the mathematical modeling of the kinetics of enzymatic reactions. It became obvious that understanding the deep nuances of the mechanism of action of enzymes, the creation of biocatalysts, the design of drugs and the prediction of their toxicity are impossible without high-performance computing. They are needed for the effective application of methods of bioinformatics, molecular modeling, theoretical chemistry, processing of large amounts of data. For the last two decades, we have been conducting research in this direction in collaboration with colleagues from the NIVC and the Faculty of Computational Mathematics and Cybernetics of Moscow State University, the laboratory of Corresponding Member of the Russian Academy of Sciences, Professor Vladimir Voevodin. With the support of the RFBR, a groundwork was created, and a new project, which arose thanks to the RNF, allowed us to reach the solution of larger-scale tasks. The impetus for their formulation was the program for the creation of MSU scientific schools on the most pressing research problems. At the initiative of the Director of the NIVC, a proposal was prepared for an interdisciplinary scientific school on the use of supercomputer methods to solve urgent problems in various fields of science. The discussion of this proposal helped us realize that specialists applying computational methods in different fields have common problems. So, together with colleagues in computational mathematics, nuclear physics, structural linguistics, climate studies, we came to the formation of a comprehensive project, including the creation and application of new high-performance algorithms for solving problems of a natural and humanitarian nature in elementary particle physics, artificial intelligence and automatic text processing, the development of models of the Earth system, bioinformatics.

The most important stage was the development of the architecture and principles of building a high-performance platform for effective support of predictive modeling and artificial intelligence applications that require intensive computing and work with large amounts of data. We have set the goal of this project to form an evaluation system for conducting comparative analysis and determining priorities when studying the performance of supercomputer applications and systems. Cooperation in this direction is coordinated by Candidate of Physical and Mathematical Sciences Vadim Voevodin. For each type of resource, a method is being developed to quickly analyze the quality of work of individual users, projects, organizations or application packages. Estimates based on system monitoring data are calculated automatically for the entire flow of applications running on a supercomputer.

– What is the "resource type"?

– These are processors, memory subsystem, MPI network, file system (I/O network), graphics accelerators. The proposed methods are implemented and tested on the Lomonosov-2 supercomputer. In particular, to implement estimates of processor and memory usage, the DiMMon monitoring system was expanded (developed by the MSU Research Computing Center), which allowed collecting data from an expanded set of processor sensors. Methods of searching for similar patterns of behavior of supercomputer applications have been developed and tested. For example, in the field of elementary particle physics, under the guidance of Doctor of Physical and Mathematical Sciences Vladimir Smirnov, algorithms and computer programs for the exact solution of quantum field models required for calculations in this field are being improved, their adaptation is underway to work using ultra-high-performance platforms. Computational methods have been successfully applied, and the MBcreate computer program in Mathematica has been created. An important role in this belongs to the Doctor of Physical and Mathematical Sciences Alexander Smirnov.

The processes occurring in the active layer of the land and the boundary layer of the atmosphere represent the key links of the cycles of energy, water, carbon and biogenic elements in the Earth system. Their research was started under the guidance of corresponding member of the Russian Academy of Sciences, Doctor of Physical and Mathematical Sciences Vasily Lykosov, who passed away in September 2021, these studies are successfully continued by his students, first of all Doctor of Physical and Mathematical Sciences Viktor Stepanenko, Candidate of Physical and Mathematical Sciences Evgeny Mortikov.

Numerical modeling of complex physical processes occurring on land and in the boundary layer of the atmosphere requires solving both specific applied problems and improving predictive weather and climate modeling systems. A version of the active land layer model has been created with an explicit reproduction of the groundwater level, taking into account their runoff due to horizontal flow in the water-saturated part of the soil. Numerical experiments have shown the realism of the proposed solution. A vortex-resolving model of the atmospheric boundary layer has been developed, including a description of the processes of heat and moisture transfer in the soil.

An important task of the project is the use of high–performance computing in the study of living systems, in medicine and pharmaceuticals. We are creating a database of key human proteins/enzymes and a list of mutations associated with pathological conditions of the body. Bioinformatic analysis using supercomputer technologies makes it possible to carry out an automated assessment of the functional significance of structural variations in the patient's genome and apply this in personalized medicine.

When analyzing 4150 structures of human proteins/enzymes, several tens of thousands of potential binding sites of small molecules were identified. It is necessary to assess the prospects of their use as targets in the development of effector molecules. This can become the basis for the technology of computer design of drug prototypes, prediction of their possible side effects, that is, it will help to eliminate a number of long and time-consuming stages of experimental screening and significantly accelerate the process of creating selective drugs.

– A huge number of opinions are published on the Internet, the analysis of which can give an idea of the problems and issues discussed from diametric positions, to study the mood of society. The analysis of large text data in combination with traditional methods of sociology can give a more detailed picture of the processes taking place in society?

– Of course it can. An important task of the research conducted under the guidance of Natalia Lukashevich, Doctor of Technical Sciences, is the formation of a map of discussion issues with the identification of antagonistic and supportive relationships between the subjects, objects, phenomena and processes under discussion. It will help to identify pain points and conflicts in Russian society, to investigate models of predictive modeling of social stability. The novelty of the work is provided by the application of an integrated approach to the analysis of textual data, including large linguistic resources, pre-trained models and classification methods based on neural networks, methods of logical inference and analysis of coherent text.

– Internet is an interesting topic for many. Tell us more, please.

– The methods of expressing opinions on the Internet and arguments on various socio-political topics are studied: the attitude to national historical figures (Stalin, Gorbachev, Yeltsin, etc.), reaction to the policies of various countries, discussion of anti-covid measures, opinion on the birth of children (the so-called reproductive behavior). For example, at the conference on computational linguistics and intelligent technologies "Dialog-2022", together with colleagues from the Skolkovo Institute of Technology and Vyatka State University, testing of approaches to automatic extraction of user opinions in relation to anti-covid measures was organized. The methodology developed in our project has shown its viability. The main approach is based on the use of neural networks. The tasks of automatic text processing are complex, when solving them, it is not possible to establish precise rules and algorithms for extracting positions and arguments. Machine learning is useful here, when specialists mark the author's positions and arguments in a data set (training dataset). In order for the subsequent analysis to be more objective, statements in training datasets are marked up by several specialists independently of each other, and then mathematical methods of machine learning are used to analyze texts on the issue under discussion.

Technically, with automatic text processing, the language neural network model is first trained to create contextualized vector representations of words, when each word of the text is converted into a vector of fixed-length numbers, depending on the context, which requires large computational resources. Then a specialized classifier is trained on a marked data set (dataset), in which each word is converted into a pre-trained vector, taking into account the context. So, during training, some accounting, context analysis are carried out, and word vectorization allows you to process words that were not mentioned in the training sample.

The problem of existing approaches to the analysis of tonality and argumentation remains dependence on the subject area, therefore, the portability of trained models from one subject area to another is an important goal.

– Vitas, with such different tasks, an extraordinary team of colleagues is needed…

– Of course, highly qualified specialists in computational mathematics, physics, chemistry, biology, bioinformatics and bioengineering, geography and philology are working on the project. This is a reflection of the general interest in interdisciplinary research. Having worked at MSU for many years, I am happy to testify that the interest of young people in the use of computing technologies is growing every year. First of all, I say this about students of the faculties of bioengineering and bioinformatics, as well as chemical. I know them better, not to mention the young people from the VMK, mathematical and physical faculties. More than half of the team of performers of our project are young people, including students and postgraduates. These are people who are passionate about science, whose activity and professional development will determine the introduction of supercomputer technologies in various fields of research and, ultimately, the competitiveness of our science. We are now in the middle of the project deadline. We were convinced that the planned research plan was realistic, and were able to obtain significant results in all areas. This is reflected in publications, presented at scientific conferences. There have been minimal changes in the composition, a workable scientific team has developed. According to scientometric indicators, we are ahead of the curve. We are grateful to the RNF for its support and understanding, especially when we met with the refusal of the co-financing organization from preliminary agreements and had to look for new partners. Thanks to the support of the Foundation, we were able to attract students, as well as three additional young candidates of sciences to scientific work, which turned out to be a very productive thing. In general, this competition (the competition of the RNF Presidential Program for world–class laboratories - Editor's note) seems to us well thought out and useful for strengthening modern trends in the use of high-performance computing for the development of scientific research, especially in the realities of recent times, when the pandemic and the supply of reagents restrained experimental work."

The State Duma approved the introduction of the digital ruble

At the same time, the volume of output will determine the demand for this means of payment - that is, how actively the digital ruble will be used in business turnover, for the purchase of goods and payment for services. The parameters of turnover and emissions are expected to be determined by April 1.

The package of bills also proposes rules for concluding and terminating a digital account agreement, performing transactions on it, and writing off a new type of rubles.

The possibility of heirs to receive funds from a digital account is being established. The procedure for bequeathing digital rubles will be determined by the Government of the Russian Federation in coordination with the Central Bank.

LDPR leader Leonid Slutsky explained in simple words how the new money will work. "A wallet with digital rubles will resemble a familiar bank card, but it will not be linked to any bank account," the deputy noted. - It will work without an internet connection. Digital rubles are essentially recorded on chip cards and debited by a special reader when paying at a store or any other outlet."

According to Slutsky, among the "advantages" of the innovation are savings on printing banknotes, minting coins and combating corruption.

It is also important that the introduction of the digital ruble is the first step towards the sovereignization of payments for export-import operations, said Valery Hartung, chairman of the State Duma Committee for the Protection of Competition, deputy head of the Fair Russia - For Truth faction. "To date, we have already freed our calculations in foreign trade by almost 50% from the dollar and the euro," he said. "The introduction of the digital ruble will make it possible to further reduce dependence on the currency of unfriendly countries."

Nikita Chaplin, a member of the Budget and Taxes Committee, explained in a comment to RG that the digital ruble is protected from fraud. According to him, it will be impossible to cash out and withdraw money from a digital wallet: the circulation of the digital ruble will be only for non-cash payments. "It is very convenient to pay taxes, utilities, transfers to each other," he continued. - The digital ruble itself will be issued in the form of a digital code, and it will be stored in an electronic wallet in the Bank of Russia."

A huge advantage is that access to the wallet will be maintained even without an Internet connection, Chaplin continued. This is relevant, since Russian users have restricted access to pay-pass (contactless payments). "A big plus is that all payments will be made at a single tariff. Banks will not be able to cash in on huge fees for transfers," the parliamentarian concluded.

One of the authors of the proposed bill, State Duma deputy Sergei Altukhov explained to RG that it is the Central Bank that will be the operator in order to control and prevent risks to the stability of the national currency. "Digital monetary assets will make it possible to create a new settlement system," he said. "Western financial instruments are now virtually inaccessible to our citizens and organizations." So it is necessary to establish clear and understandable rules, create a solid legislative basis for the functioning of the domestic digital ruble platform.

Revision is planned for the second reading. As explained by the head of the committee on state construction and legislation Pavel Krasheninnikov, deputies are going to eliminate duplication of norms.

However, we still have a lot of questions here: what to do with those who stood in line for this child, for money or without money, how, on what terms, what legislative framework, what contracts they conclude
," Butskaya said.

Secretary of the Hippocratic Medical Forum Inna Yambulatova noted that with this approach, the risk of corruption collusion and child trafficking is very high.

"Therefore, if such a law is considered, then we need to see what mechanism the legislators will propose. It is necessary to provide for satellite laws - to toughen the punishment for child trafficking. The state should be a guarantee that this child will not get to the organs, will not be exported, will not get into a family where there will be labor or sexual exploitation. And it opens the gates for foreign adoption "to order" - you can imagine what kind of struggle will begin for a woman to take out and give her own child.

It turns out a kind of surrogate in Cuba – and this Butskaya seriously calls an alternative to a complete ban on abortions. However, she also spoke about the need to ban infanticide in private clinics. Then it is logical to come to their conclusion from the compulsory medical insurance (pregnancy is not a disease that needs to be treated at the expense of the state / contributions of citizens) – these will be really the right steps.

We consider the initiative on prenatal adoption to be grossly contrary to traditional Russian spiritual and moral values, and therefore it is IMPOSSIBLE to consider it in the State Duma/legalize it.

The key message of the deputy Butskaya, who presented her, is shocking, to put it mildly: "And we, as a state, do not lose this child (!?)"

Hello, Deputy Butskaya! A woman gives birth to a child not to the state, but to herself/to her man, for the continuation of her kind – first of all. And the interests of people in power, as we have noted for a long time, are often not aimed at the well-being of the mother, father, their child and the prosperity of their kind.

It is no coincidence that during the consideration of amendments to the Constitution of the Russian Federation in 2020, the parent, pro–family community and 190 public organizations (!) rose up against the wording "Children are the property of the state." And the initiators were forced to change it to a compromise (far from perfect!) – "Children are the most important priority of the state policy of Russia."

The state must protect children, first of all, by protecting their own family! And on this initiative, the native family is being destroyed at the root.

After Butskaya's quote "we are like a state" in the context of children, it becomes clear in what logic the lobbyists of the prenatal motherhood initiative work. Clearly in juvenile, unhealthy, sorry, logic."

AI in medicine is waiting for access to data

Deputy Minister of Health Pavel Pugachev during the press conference "Artificial Intelligence in healthcare" said that the agency, together with the ANO "Digital Economy", is preparing a regulatory act on access to depersonalized medical information. Experts believe that experiments and tests are needed to provide data.

Pavel Pugacheva said that together with colleagues from the ANO "Digital Economy", the Ministry of Health is trying to determine how to properly provide developers with access to depersonalized medical data. "On the one hand, it should be a certain responsibility for the quality of data. On the other hand, since data in the case of artificial intelligence is a new oil, we want to support Russian companies so that there is personalization of this support in the form of obtaining access for Russian developers to an appropriate state source," he said.

Sergey Plugotarenko, CEO of ANO Digital Economy, noted that in order for AI technologies to develop in the healthcare sector, regulatory barriers must be removed and access to the necessary data provided. "Healthcare is a sensitive area in terms of data, so experiments are needed. In order for the technology to be put into widespread use, it must initially be tested. The state has all the mechanisms for this. The business that prepares these solutions is able to reach the state with proposals, and we are the guide," he explained.

The level of penetration of artificial intelligence (AI) in Russian medicine, according to the study of the ANO "Digital Economy", remains below the national average. Among the reasons for the lag, analysts note a shortage of personnel, distrust of technology on the part of users, poor technical equipment of medical institutions, lack of high-quality data.

Alexey Sidoryuk, Director of the Digital Transformation of Industries direction of the ANO Digital Economy, recalled that in 2022 the Ministry of Health launched an AI platform for exchanging depersonalized data with developers. "The same mechanism operates as part of the experiment of the Moscow Department of Health and the Center for Diagnostics and Telemedicine. Such platforms have already been created and are functioning, but the issues of depersonalization of data and the mechanism for providing access to data are in the process of being resolved at the federal level," he said.

The Ministry of Health launched an artificial intelligence platform in healthcare in November last year. The main objective of the platform is to create a digital environment for interaction between developers of AI-based solutions and the medical community.

Pavel Pugachev added that, in addition to depersonalized data, access to personalized data is needed to train AI to solve a specific task in medicine. "On the one hand, everyone is talking about access to depersonalized data, and on the other hand, in order to form a high-quality dataset that will solve a specific clinical task - either to make a confirmed diagnosis, or to mark a defect on a snapshot or to detect a disease - it is important to initially train AI on personalized data in order to verify not only by the picture, but also by other information that is in the patient's medical record," he explained.

According to him, for two years, together with the national research medical centers of the country, the Ministry of Health has been forming datasets on the platform based on the data collected from the country's leading medical organizations. "Developers on this platform can get access to them," he added.

Recall that an experiment on the use of computer vision technologies for the analysis of medical images started in Moscow in 2020.

According to Pavel Pugachev, the experiment on the introduction of AI technologies in the capital's healthcare provided access to medical data and funding for AI developments, allowed working out a methodology for cooperation with AI developers.

Igor Shulkin, Deputy Director for Long-term Development of the Center for Diagnostics and Telemedicine of the Moscow Department of Health, noted that three years ago there was no official market for artificial intelligence services in radiation diagnostics.

"A full cycle is presented: from the creation of an AI service to its design as a medical device. The implementation of the experiment on the introduction of computer vision in medicine allowed to create a market for AI radiology services. IT specialists develop products that are in demand in practical medicine. Neural networks are tested, tested, trained and work as part of an experiment. At the same time, there is an increase in the quality of IT products and assistance is provided to Moscow doctors," he said.

Igor Shulkin also said that based on the scientific results of the experiment, 10 national standards in the field of AI application in healthcare have been developed and entered into force.

"The development and implementation of AI practices is a new and important work that can help achieve digital sovereignty. It's no secret that many countries are working on AI, using it in healthcare, but on such a scale and in such a number of directions as in Moscow, AI in healthcare is not used anywhere in the world today. Moscow can rightfully be called number one. Since 2023, Moscow has been the first in the country to introduce a special tariff within the framework of compulsory medical insurance for the analysis of the results of preventive mammographic studies using AI systems," he added. According to him, together with the Ministry of Health and other market participants, the Diagnostic Center is working to further simplify the procedures for introducing AI into medicine.

The "climate change" talk I agree is concerning. But as Matt Ehret (American University in Moscow) has said, let's see what actual steps are taken by Russia beyond what is at this point simply flowery language. There's a reality to how nations must feel pressured to appear as responsible or intelligent as the West, making climate pledges or creating a "vaccine" for those who are scared. But again let's see if their leadership implements "15 minute cities" like in Scotland or commits economic suicide like Germany in the name of climate change.

Now this ecosophia I can get with. Ignoring the alarmist climate peddlers we should still nurture a love for the planet, considering that there is great waste and pollution in how our economies have developed. There's thousands of issues that could be improved upon for the environment: national production as opposed to trans-national profits, sustainable farming techniques, eliminating planned obsolescence, lowering the military footprint (biggest polluters in the world), etc. I consider myself an environmentalist which is the opposite of the climate change cultists who are nothing but fraudulent, fear-mongering technocrats. We have to care about the Earth- which really starts with opposing finance, militarism, and bio/geo-engineering.

So in this example I interpret the program as a positive. You'd have to agree they didn't try to integrate social credit or climate change in the narrative.

I need to go through your thread thoroughly but you make a solid case that technocracy, scientific control (some would call it Cybernetics) is threatening us all, from East to West. But I must say I'm more sympathetic toward very strong countries like Russia and China. Most of us are aware how criminal the US and Britain's military/corporate powers have been. They've hurt far more people than Russia or China. And here in the US you wouldn't believe the violent rhetoric toward the East that we're indoctrinated with. Not to place Putin or Russia on a pedestal but I'm still hopeful they can create a better way than the MIC and billionaire control-freaks here want to herd us.

We have long come to terms with the fact that you have to pay for living in a big city with time spent on endless trips and health, which is badly affected by air quality. But what if there is another way? The idea of a 15-minute city, where everything is nearby and there is no need for transport, occupies the minds of city planners and officials all over the world. We figured out what its essence is and whether this is possible in Moscow.

WHAT IS HAPPENING IN RUSSIA
It is not easy to turn Russian cities into 15-minute ones: many of them were built or grew significantly during the years of universal motorization, unlike, for example, the centers of European cities with their quiet streets.

However, Yuliy Borisov, head of the UNK group of companies, in an interview with RIA Novosti, cites Moscow as an example, which is divided into 15-minute clusters.
These are the districts of the Moscow City business district, the Patriarch's Ponds restaurant, the sports cluster with the center in Luzhniki: they are provided with jobs, housing, catering establishments, and shops. However, he admits that there are no such clusters outside the third and fourth transport rings.

New hotbeds of activity are emerging around old factories converted into business centers and art spaces. This approach allows you to create a living environment that motivates residents to spend as much free time as possible in their area.

An example is the redevelopment of the territory of the former ZIL automobile plant in Moscow, where the Shagal residential quarter is being built today.
In terms of comfort, wealth of infrastructure and quality of architecture, the quarter will compete with the central districts of Moscow: modern residential quarters, a park area and the embankment of Marc Chagall will become Danilovsky "Hamovniki" for both local residents and residents of neighboring districts. New pedestrian embankments will pass through the territory of the district.

There will also be new pedestrian and automobile-pedestrian bridges, berths for water transport. The principle of 15-minute pedestrian accessibility of the main commercial, business and public spaces from anywhere in the district in practice means that half of all movements within the district will be carried out on foot or by non-motorized transport. How do new ideas in urban studies help a person to rediscover himself, and what does a quarter of an hour have to do with it?

Why do we need new concepts for the construction of cities?

From settlements for several families to agglomerations for tens of millions of inhabitants — with the growth of the Earth's population, the systems of building cities have undergone noticeable changes over the past centuries. Humanity as a species at the same time, even just from the point of view of biology, continues to experience the same needs as thousands of years ago: intelligent people need to breathe, eat, sleep, be able to be safe.

At the same time, a modern city significantly distorts the sense of time, requires a person to adapt to the not always logical organization of space and large distances and translates a feeling of "inhuman magnitude".

So it turns out that with the development of megacities, many people no longer have to sleep in their own bed, but, for example, in trains, subways and buses, getting from sleeping areas on the outskirts to the city center — to work or to meet friends at the cinema. It is the attempts to shorten the road to the right point, first of all, that contribute to the emergence of new concepts in urbanism.

Among other reasons — the desire to improve the relationship in the urban community, to increase the availability of significant institutions.

"All the "fashionable" concepts now revolve around saving citizens' time, improving their user experience, improving the security and efficiency of communications," explains Gleb Nikitin, Deputy director of the Center for Urbanism and Environmental Design at Sirius University of Science and Technology.

The concept of a 15-minute city deatomizes a locality into equivalent self-sufficient areas. According to this system, the general plans of old megacities are adapted and new cities are being built.

How can I describe the concept of a 15-minute city?
Let's look at it with an example from life. Think about the city or village in which you live and answer yourself a few questions.

How long does it take you to walk to the nearest grocery store?

Where is the office or school, where do you or your family members go? Are they close enough to get there without a car?

What about a park or playground? A dentist? A hairdresser? Kindergarten? In general, any places that you visit regularly?

The "15-minute city" assumes that all key amenities (workplace, public services, shops, places for recreation and entertainment) can be reached in 15 minutes on foot or by bike, without the need to involve vehicles.

This concept was developed to improve the quality of everyday life. At the same time, it cannot be said that the goal of the idea is to turn megacities into small closed villages. Urban life is bright and dynamic, it is the cities that set the dynamics of the economy and innovative changes. It would be more correct to formulate that the "15-minute city" focuses on decentralization.

Who is the author of this theory?
The concept of the "15-minute city" was developed by Professor of the Sorbonne Carlos Moreno. He was born in 1959 in Colombia, but has been living in Paris since he was 20. In 2010, he became a knight of the Legion of Honor, the highest state award in France.

Moreno's idea was formulated in 2016.
But she became widely known thanks to the support of the mayor of Paris, Anne Hidalgo, four years later.

Carlos Moreno noted that he was inspired by the ideas of the American-Canadian activist Jane Jacobs, author of the book "Death and Life of Big American Cities".
For his concept, Moreno received the international architectural award Obel Award at the end of 2021.

What principles underlie the concept?
The theoretical approach and practical ideas of the concept can be distinguished.

From the point of view of theory, the "15-minute city" is based on four concepts. This is how the author himself formulates them in a TED lecture.
Ecology (Ecology). Streets with landscaping, accessibility to parks, rational use of resources are contrasted with noisy, dirty, non-ecological avenues so common in cities.
Proximity (Proximity). The desire to reduce the distance between the house and other points of attraction for residents.
Solidarity (Community). Reducing distances and saving time helps to establish connections between people living nearby, form a full-fledged community from just neighbors.
Participation. With the active involvement of citizens, the area is transformed faster and better into a place for a comfortable life.
The three main ideas of the concept can be formulated as follows.

The rhythm and development plan of the city should follow the needs of people, not cars.
Every square meter of real estate should be used for more than one purpose. For example, in the evenings, adult interest centers can be organized in the school building.
City districts should provide an opportunity to live and work without the need for long-distance travel.

Where is the concept applied in practice?
As we have already mentioned, Paris has adopted the idea of a "15-minute city" as a direction for strategic development. It was Moreno's concept that became Hidalgo's main campaign for re-election to a second term.

Similar initiatives are being implemented in Melbourne.
There, the experiment is conducted in the format of a "20-minute city". Copenhagen also promotes the idea of accessibility of all significant places with an emphasis on cycling.

Interest in the idea was fueled by the COVID-19 pandemic. The need to be at home and in the vicinity of your neighborhood instead of a daily commute for many hours (English commute — commute to work and back) "requires" returning the streets to residents, and not continuing to support the primacy of cars.

The concept of a 15-minute city as the basis of a sustainable model of megalopolis development in the conditions of modern risks

Abstract: The goal of this research lies in discussing the key provisions of Carlos Moreno’s concept of 15-minute city in the context of issues caused COVID-19 pandemic. Besides the original texts by C. Moreno, the article employs the following data: 1) publications in the international scientometric databases (Scopus, WoS2) dedicated to positive effects of implementation of the concept of 15-minute city and its analogues; 2) documents of international organizations (C40 Cities, OECD, UN-Habitat3 that recommend the key vectors of sustainable urban development policy to the national governments; 3) strategies of global megacities that embarked upon practical implementation of the concept of 15-minute city. The concept at hand is based on the idea of spatial-temporal hyper-proximity of all essential functions and services of the city. The concentrated infrastructure (place of residence, work, retail, education, health, and leisure) within micro-scale spatial structures contributes to the formation of more environmentally, economically and socially sustainable cities. The global COVID-19 pandemic, which demonstrated the urgent need for “upgrading” the local living conditions, stimulated the adoption of this concept on the level of international organizations and progressive foreign megacities, as well as interest of the Russian Federation in its implementation. The conducted analysis leads to the conclusion that the model of 15-minute city, which allows effectively counteracting the new risks (including the unexpected circumstances), can be adapted to spatial peculiarities of the particular cities and needs of the residents. This article is an invitation to a scientific discussion on the prospects of transformation of the Russian megacities into a network of 15-minute cities, as well as the search for methodological solutions in the research dedicated to differentiation of the quality of urban environment in the micro-spatial dimension.

Introduction
Modern models of urban development are the result of a long evolution of the views of theoretical scientists and practitioners, formed as a response to emerging environmental, technological, economic, social challenges of a particular historical stage of society development. World experience demonstrates a wide range of possible models for the development of super–large urban systems - megacities. A number of these models are embodied not only in theoretical conceptualizations, but also in real implementation practice. The diversity of existing models of urban development in theory and implemented in practice does not mean their fundamental antagonism – the impossibility of coexistence with each other. In the current urban discourse, the trend of transition from an alternative opposition of urban development options to an integrated synthesis of strategic guidelines (priorities), simultaneously emphasized in several models, is becoming clearer. Such integrated models are formed within the framework of the global paradigm of urban sustainability, which in the last decade has been supplemented by a new understanding – resilience (literally meaning "resilience", "resilience" – the ability of cities to withstand crises of any kind, mitigate their consequences and adapt to changing conditions). In the context of understanding the issues of conservation/rational use of resources, reducing the negative impact of urban activities on the environment, improving the quality of life of the population, a high degree of influence among scientists is being formed and acquired, as well as the relevance/applicability in the practice of implementing programs for the development of progressive megacities of the "compact city", "eco-city", "carbon-neutral city", "city without cars", "transit-oriented development", "liveable city", "city for people", etc. These models are recognized at the level of international organizations that develop and recommend to national governments the main directions of state policy in the field of sustainable urban development. Updating the agenda of the global Strategy for Sustainable Development for the period up to 2030 (adopted by the UN General Assembly in 2015) and the corresponding new 20-year urban development program (adopted by the HABITAT III Summit in 2016) testify to the continued relevance of the guidelines for sustainable urban development in the XXI century. At the same time, the new system of goals (SDGs), which replaced the Millennium Development Goals (MDGs) adopted in 2000, while maintaining a time interval of 15 years, has more than doubled. The New Urban Agenda (HABITAT III), focused on "ensuring the openness, security, resilience and environmental sustainability of cities" (SDG 11) includes issues such as: curbing the process of urban sprawl and concentrating efforts on the renewal, rehabilitation and reconstruction of urban areas with the active participation of all stakeholders and residents; avoidance of peripheral and mass development detached from key urban infrastructure facilities; prevention of territorial and socio-economic segregation; ensuring compactness and polycentrism due to proper density of urban land use, interconnectedness and multi-purpose (mixed) use of urban space for social and economic purposes]. A certain quintessence of the above-mentioned guidelines for sustainable urban development in the microspace context is the concept of a 15-minute city by Carlos Moreno, which adds a time indicator of the quality of life/urban environment. This article is devoted to the consideration of the main provisions of this concept in the context of the latest challenges of our time, as well as the possibilities of its implementation in Russian megacities.

The problems of transformation of Russian megacities into a mosaic of 15-minute cities (more precisely, an interconnected network of 15–minute cities) are associated with a high level of unevenness in the distribution of infrastructure and services between central (and close to the center areas) and residential residential neighborhoods, which are significantly poorer in terms of functional saturation than the first. The showcase image of the city "for business" with its hotels, representative offices of global companies sharply contrasts with the monotonous sleeping areas in which the Soviet arrangement is "living out" its century and some of which find themselves in the status of depressed, "weaned" from the "sparkling" facades of the new urban space [25, p. 3-4]. In a market economy, the emergence of services is regulated not by the state, but by demand, which is formed due to the density of pedestrian flows, which, in turn, is the main prerequisite for the "consolidation" of service facilities in residential areas and their subsequent economic payback. The actualization of the strategic plans of many Russian megacities, which has been taking place in recent years, indicates that the target priorities in the field of their integrated development are formulated in accordance with the principles of progressive urbanism. However, these principles are often declarative in nature. Individual projects of advanced redevelopment of areas within megacities (with different types of buildings and housing formats, the creation of a flexible multifunctional space that attracts a variety of socio-demographic and professional groups) are rather striking exceptions (especially visible against the contrasting background of other areas) than widespread practice. Whereas the ongoing processes of urban sprawl (in the form of faceless multi-storey neighborhoods), combined with unresolved transport problems, lead to isolation of peripheral areas, whose residents are "disconnected" from the social infrastructure and the benefits of urban life. The formation of new spatial inequalities associated with restrictions in access to urban goods and infrastructure, increasing differentiation of the quality and saturation of the urban environment, transport deprivation of a number of areas, is today one of the significant problems, the solution of which requires the development of comprehensive programs for the reorganization of urban space and the formation of a saturated, well-maintained environment at the level of microlocal territories. A reflection of the urgent need to approve long–term strategic perspective approaches to the development of Russian cities (as opposed to the purely utilitarian approach of the short-term perspective - the commissioning of square meters of housing, rather than the formation of a quality environment), is developed by the Ministry of Construction of Russia together with DOM.The Russian Federation and Strelka Design Bureau "Standard for integrated development of Territories", which is a methodological guide for the development of built-up territories and the development of new ones (2019). This standard is based on target criteria for the quality of the urban environment consistent with the basic principles of a 15-minute city: compact and dense buildings that take into account the human scale; functional diversity in areas combining residential, office and service functions, developed street retail; accessible public spaces and pedestrian zones; a variety of routes and a balance of types of movement and others . The ultimate goal of the New Standard is the introduction into practice of the transformation of Russian cities of integrated solutions aimed at improving the quality of the urban environment that meets modern social and economic conditions, the interests of residents, businesses and city authorities. The emerging trend of increasing interest in the 15-minute city model on the part of urban planners actualizes not only the issues of fundamental reconstruction of cities or new construction in them, but also, to no lesser extent, the issues of improving existing conditions and infrastructure in accordance with the current and future needs of residents.

Conclusion
The concept of a 15-minute city is an integrated synthesis of ideas of compact, polycentric, human-oriented, inclusive, environmentally, economically and socially sustainable urban development in a microspace perspective. The implementation of the hyperblizness model of all the necessary urban functions for life and the corresponding "soft" mobility hyperblizness accumulates a complex of positive effects – such as: reducing dependence on cars (conservation of environmental resources), saving time and financial costs for transit (redistribution of time and costs for other activities), growth of local businesses by increasing pedestrian spaces (economic effect), improving local quality of life (diversity in all its manifestations at the level of inner-city areas), the "reunification" of residents with their local areas and the formation of a local identity (strengthening the social "fabric" of urban life).


The model of a 15-minute city that best meets the latest risks of modernity (unexpected "shock" impacts) has high adaptability resources to the spatial characteristics of specific cities and the needs of their residents. The adoption of the 15-minute city model at the level of international organizations and global cities, actualized by the global COVID-19 pandemic and its consequences, stimulates interest in it in Russia as well.

The practical implementation of this model in Russian megacities highlights the need to develop a comprehensive methodology for studying the quality of the urban environment in a microspace context (using both traditional statistical and sociological methods and new information technologies for collecting, analyzing and presenting big data). This article is an invitation to a scientific discussion regarding the search for methodological solutions to study the differentiation of the quality of the urban environment and the possibilities of turning Russian megacities into a network of 15-minute cities. Maintaining budget funding for neonatal screenings and genetic diagnostics will contribute to the growth of the market for this type of services. Additional factors will be the expansion of mandatory genomic registration and the development of a program of genomic passports, which will increase demand," the document says.

The global market for DNA sequencing equipment may grow to $ 80 billion by 2030, according to an analytical review.

Russia has a federal scientific and technical program for the development of genetic technologies, which provides grants and other support measures for genetic treatments. An expanded neonatal screening program for 36 rare genetic diseases has been launched this year. Methods of genetic diagnostics are included in compulsory medical insurance and, consequently, in the channels of budget financing. They allow us to identify specific mutated genes in various types of oncology and better select treatment programs. Cellular gene therapy (CAR-T therapy) of oncological diseases may become another driver of the sequencing market. But the development of CAR-T is hindered by the uncertain legal status of this type of treatment.

The program of genetic passports from 2019 assumes "the implementation of genetic certification of the population, taking into account the legal basis for the protection of data on the personal genome of a person and the formation of a genetic profile of the population." Russian sequencing technique
There are three generations of DNA sequencing equipment on the global market. The first is based on a method that was proposed by Frederick Sanger in 1977. In order to quickly manage them without loss of data quality and reduce the power consumption of devices, in recent years they have been trying to use light instead of "traditional" electronics approaches. But since the sizes of optically switched elements are comparable to the wavelength of light, this prevents their integration with other electronic devices on the chip.

ITMO scientists, together with colleagues from the Pohang University of Science and Technology of South Korea, bypassed this limitation and developed an optical switch that consists of two atomically thin layers of semiconductors superimposed on each other, placed in a nanoresonator of gold particles.

"In the design, we used new two-dimensional semiconductor heterostructures in combination with a plasmon resonator - no one had done this before, but this allowed us to reduce the size of the switch by 100 times," said Vasily Kravtsov, the author of the study, a leading researcher at the New ITMO Physics Department, whose words were quoted in the press service.

As noted in the press service, to scale the development, scientists need to learn how to create two-dimensional heterostructures larger than 100 microns for experiments, which will be the next step in the study. "It is necessary to create such biobanks of cells in Russia so that technologies develop. We are in such a situation now that we have to import cellular technologies for ourselves, inside our big country. In addition, this will reduce the development time of the drug. We know how to do it, there are specialists, there is a reserve - there is a collection of cultures in ITSIG, there are already dozens of lines, now we need to scale," Medvedev said.

He added that in Russia there is a need to create a specialized biobank, where the types of cells modeling the disease will be stored, on which drugs can be tested.

The scientist explained that cellular biobanks are special storages with liquid nitrogen that ensure the safe storage of biological samples. "It is convenient when there are not one, but at least two such centers in a huge country to secure this storage, and all research laboratories in Russia can use these cell lines upon request," Medvedev said.

He added that cell lines simulating certain diseases can become an alternative to laboratory animals, which, on the one hand, will speed up the development time of drugs, on the other hand, will improve the quality of research. "These are human cells, human genes, human genome, human proteins work in them, they are different from the mouse genome. Medvedev explained that, for example, there is no good genetic mouse model for the study of Parkinson's disease. "A human gene is inserted into the mouse genome, mutations occur, from a molecular point of view, certain changes characteristic of Parkinson's disease occur, but the mouse feels fine, it does not have such a phenotype as a human has," Medvedev said, explaining that working with human cells is much more effective in this case. "This is a human model that allows you to work with human cells without getting into his brain or heart. The whole human genome works," he added.

In particular, the Institute has implemented a project to study the genetics of Parkinson's disease in patients with early development of the disease - up to 50 years. "We took a small sample of patients - they were five patients, in fact young people, up to 50 years old. And even with such a small sample, we managed to find interesting genetic variants among them," he said. Scientists were able to identify mutations in patients with early manifestation of Parkinson's disease that were previously associated with other pathologies. Young MIPT scientists were the first in Russia to experimentally implement a working quantum learning algorithm in a chain of superconducting qubits. A quantum neural network of several qubits solved the problems of multiclass classification and recognition of handwritten images with an accuracy of more than 90%. The results are presented within the framework of the VI International School on Quantum Technologies, held in early March 2023 in Miass.

Quantum machine learning is a new discipline combining nonlinear quantum systems and classical machine learning. Machine learning algorithms have high computational complexity. Now, when the power of classical computers ceases to grow, scientists are creating a fundamentally new approach to computing, which entails a fundamentally different implementation of the neural network. To create it, quantum devices capable of surpassing classical computers in certain tasks come to the fore.

A team of MIPT physicists conducted a series of experiments with a hybrid classifier model accelerated by a quantum simulator — a chain of several superconducting qubits, teaching it to solve problems of classification and image recognition.

"We have found a successful quantum chain structure and a learning algorithm that allows us to achieve 94% accuracy for standard classification tasks with multiple labels and 90% accuracy when recognizing handwritten decimal digits. The accuracy and stability of the algorithm are confirmed by cross-validation. The quantum model learns quite quickly due to the possibility of efficiently calculating the gradient using unusual properties of quantum operations," said Alexey Tolstobrov, co—author of the study, an employee of the Laboratory of Artificial quantum Systems at MIPT.

During experiments on a chain of qubits made at the MIPT Collective Use Center, scientists used a neural network to solve three different types of problems: the problem of parity, detection of breast cancer tags (binary classification "is/ is not") and the typology of various wines (multivalued classification by a dozen parameters). In addition, they were able to demonstrate a solution to the problem of recognizing handwritten images of numbers.
In the near future, the development team plans to increase the number of qubits in the quantum simulator, solve more complex classification problems, test the system's ability to solve regression problems, and also switch from classical data to quantum data.

Although the tool allows you to replace Apple Pay, the need to enter a PIN code along with the need to buy a sticker for a separate amount can slow down the development of the service, experts say.

The payment sticker acts as another form factor of the Mir card, which can be attached to a smartphone or a case and paid with a contactless phone. Therefore, the National Payment Card System (NSPK) imposes the same requirements on the security and design of such stickers as for ordinary plastic cards, its representative told Izvestia.

— The Mir payment system has set the limits for conducting transactions using a sticker without entering a PIN code at the level of 3 thousand rubles, as well as on a conventional contactless card, - the NSPK reported. — In case of loss of a sticker, a person needs to act the same way as in case of loss of plastic: immediately block it in the bank's mobile application or contact a credit institution.

According to the company, as of mid-March, 16 banks have started issuing and testing stickers. Customers of Sberbank, Tinkoff, Alfa and MTS have already been able to receive such stickers. "Sber" claimed that 100 thousand people participated in the pilot, and "Tinkoff" — that he distributed 200 thousand stickers. In general, the use of stickers is comparable to the use of a regular bank card, so the risks are the same, says Irina Zinovkina, Consulting Director of InfoWatch Group.
