The complex for brain recovery after covid can be registered in the Russian Federation in 2022

08.05.2022
The Russian neurocorrection complex for the recovery of patients with brain and central nervous system disorders after a coronavirus infection may receive a certificate of registration as a medical device as early as 2022. This will allow the complex to be used in public institutions, Vladimir Konyshev, an expert of the NTI NeuroNet working group, CEO of Neurobotics, told TASS on Sunday.

"We hope to receive a certificate from the Ministry of Health on the registration of a medical device by the end of the year. After that, the complex can be used in public clinics and rehabilitation centers. So far, it is used only by private medical centers," Konyshev said.

Among the consequences of COVID-19, doctors note memory disorders in patients, decreased sleep quality and such psychoemotional disorders as irritability and tearfulness. The domestic neurocorrection complex Neuro-V is designed to combat these consequences. It includes a neural headset that is fixed on the patient's head, and software for computers and mobile devices with a set of special trainings that have proven their effectiveness in a study on volunteers.

"For three weeks, 30 people who underwent COVID-19 took part in the tests. <…> [Studies] have shown accelerated recovery of a number of functions in comparison with people who do not use the complex. As a rule, on the fifth lesson, people's sleep was restored, on the tenth, the state of the psycho—emotional sphere improved," Konyshev said.

He explained that this effect is provided by introducing the brain into the so-called alpha state, in which functional reserves are restored most successfully.

Biotechnologies in Russia: present and future

09 February 2023
On February 8, a conference dedicated to the Day of Russian Science was held, where experts discussed the development of biotechnologies in Russia. Which areas are most important, how the RNF supports projects and what achievements domestic scientists have — in the report of InScience.News.

The first speaker was Mikhail Piradov, Vice President of the Russian Academy of Sciences, Director of the Scientific Center of Neurology. He noted that interest in science has clearly increased over the past year. This is very good news, because without science and personnel it is impossible for it to become a technologically powerful power. Piradov noted that today there is real support from the state for science.

At the same time, one of the main areas of modern science is biomedicine. Every fourth scientific article in the world is devoted to clinical medicine, and two thirds of this quarter are devoted to neuroscience. Everyone today is interested in the brain, which in fact is us.

Biotechnologies are also becoming increasingly important, especially as the population ages. Special attention is paid to genetics and genome editing for therapeutic purposes. This already makes it possible to fight a number of genetic diseases. Another important achievement is prediction. Some genetic diseases, such as Huntington's disease, manifest themselves decades after a person is born. But new technologies make it possible to predict such diseases in 20 or even 30 years. One of the methods, for example, positron emission tomography.
However, technologies are good, but they still need to be developed and improved. In our country, new projects are supported, for example, by the Russian Science Foundation, whose CEO spoke at the conference. Alexander Khlunov noted that the requirement for the fund to "engage in projects useful to society" is fair. The practical orientation of science is very important. In December, the law on the fund changed, and the RNF received the function of supporting both applied and fundamental research, as well as industrial technologies. Right now, the foundation conducts 10,000 projects and supports 50,000 Russian scientists. Grants from the RNF are received by those who have earned it by scientific practice, achieve results in it and who have research-related plans for the future.

Alexander Khlunov agreed with Mikhail Piradov that the population is aging. The situation with a number of neurodegenerative diseases is becoming more complicated. Therefore, the attention of research is focused on this topic. For example, one of the projects on the study of Parkinson's disease finds out what role inflammatory processes play in the development of this disease. Genetic disease prediction technologies are also used. The integral approach, Khlunov noted, helps to develop fundamentally new treatment approaches.

For example, a team led by Anna Salmina has developed an original model of the encephalitic barrier (between blood and fluid in the brain), which allows us to study the mechanism of formation of new capillaries in Alzheimer's disease. New approaches are being created to prevent and correct neurological deficits in this disease.

Another of the projects is the creation of personalized biological models of lung cancer. Previous cancer treatment methods involve the use of special substances that not only destroy cancer cells, but also cause damage to the body. The team at the Institute of Oncology named after Petrova made a personalized lung cancer model to try to solve this problem and find the most effective and safe compounds.

These projects, Khlunov noted, are becoming the basis for the practical implementation of new technologies. This is the merit of scientists who discover the foundations on which our daily life is based.

The third speaker was Roman Ivanov, Director of the Translational Medicine Research Center, Vice-Rector for Scientific and Technological Development of Sirius University, Head of the Biotechnology direction. In his opinion, a unique situation has developed in Russia: most of the new medicines are being developed by our high-tech companies. This is the merit of the Pharma 2020 program, as well as the visionaries who are at the helm of pharmaceutical companies. It is thanks to the development of advanced production facilities that the production of import-substituting and innovative drugs has been established.

Universities are the main driver of biomedical innovations all over the world. Ivanov believes that without their involvement, it will not be possible to get out of the catch-up position when only next-class products, bio-analogues or generics appear on the Russian market. The risks associated with the development of first-in-class drugs are very high, and the advanced pharmaceutical industry is not ready to take them on. All over the world, it is universities and small innovative companies that are becoming the key link that brings risky products to the stage when they become interesting to big pharma. In universities around the world, development teams are being created that understand how to identify a target for a new drug, how to create a prototype of a drug that has the necessary characteristics that will help conduct clinical trials. In this case, a preliminary assessment of efficacy and safety allows large industrial partners to get involved in the development and bring the drug to the market. In Russia, as Ivanov says, traditionally there are no such competencies. The extreme shortage of venture financing does not allow the development of low-innovation companies on the scale necessary for the sustainable emergence of a large number of innovative drugs developed in Russia.

Therefore, Roman Ivanov believes that a serious task for both the pharmaceutical industry and Russian universities is the creation of translation centers that have the infrastructure and competencies necessary to overcome the "valley of death" between an idea, a prototype and a product ready for use in patients. To do this, it is necessary to create a public laboratory infrastructure, it is necessary to create and scale centers for clinical research at universities and, of course, close collaboration of drug developers with clinics.

The next speaker was Dmitry Pyshny, Deputy Minister of Science and Higher Education of Russia. He said that the Ministry is actively involved in various projects, including within the framework of the national program "Science and Universities", is working on changing educational programs — we need personnel in the field of biotechnology.

Several hundred new laboratories have been created in a few years. They are also created for agriculture. Understanding the current situation, the Ministry will involve the real sector of the economy in the selection of subjects of these laboratories, including. Together with the companies, the projects that will be financed are determined. One of the most important stages is the implementation of the results of the developments into practice.

At the same time, the instrument base is changed and updated, funds are allocated for leading companies every year. The instrumentation allows you to work at a high level. More than 90% of the equipment that we need is manufactured abroad, and now money is being allocated for the development of domestic analogues of devices.

Pyshny noticed that viruses are also becoming part of biomedicine. Scientists during the coronavirus created the drug Mir-19, which directly acts on the genetic material of the virus and does not allow the development of viral infection. And the domestic oncolytic virus is now undergoing the first stage of clinical trials. This is a big breakthrough for the country — those very viruses, only genetically modified, are used as a drug.

Then Igor Korobko, Director of the Department of Science and Innovative Development of Healthcare of the Ministry of Health of the Russian Federation, spoke. He noted that although developers make innovative drugs and equipment, we see a gap in the innovation chain, which is expressed in a lack of developer competencies, as well as a "death valley" for medicines. Russia is coping with this problem: within the framework of one of the 42 initiatives of socio-economic development by 2030, a project is being implemented, the main task of which is to help the developer, that is, to create conditions for bringing developments to a specific product used.

The last speaker was Dmitry Kudlay, Vice President for the Introduction of new medical Technologies of Generium JSC, Corresponding Member of the Russian Academy of Sciences. "We are a diagnostic center, a selector that selects popular and beneficial projects. This is the sowing of gold out of the sand at the expense of people, collectives," he metaphorically remarked.

When asked how many people received funding under the New Laboratory project, Kudlay replied that a qualitative examination checked about 300 applications. Within the framework of the New Laboratory project, it was a question of financing in the amount of 17 million per year with the possibility of dividing it into three years with the provision of clear interim results. The first examination took place inside the Council of the Ministry of Education and Science, the second was carried out by specialists of the Academy of Sciences. As a result, money was sent to six districts.

Kudlay also noted the educational achievements of Sirius. For example, unique post-educational courses on spectrometry have appeared there.

Of course, there is a need for personnel for regenerative medicine, and two years ago a master's degree program in this area was opened on the basis of Lomonosov Moscow State University. The practical part of the course is conducted with the group of Academician Tkachuk. In addition, Kudlay said, a scholarship named after Academician Schweitz, who participated in the creation of the passport of the specialty "Biotechnology", will be announced in the next few days.

To the question "What did the coronavirus give us?" Kudlay replied: "We now understand that with the same clinical picture, the definition of subtype plays a big role. People see that one subtype, with an externally identical picture, gives complications, and the other subtype is retained by the outpatient system. This issue arose very actively when the system and beds were at the limit."

Kudlay said that ten years ago no one believed that Russia would have original complex diagnostic peptide molecules that would be recognized worldwide. However, in August 2022, Diaskintest hybrid proteins were recognized as the prevailing recommended technology in the field of tuberculosis diagnosis. "Such events inspire us to new achievements," he added.

Another achievement: the Russian test for the diagnosis of tuberculosis has been retrained by WHO. According to Kudlay, the WHO has never had more than 20 million processed clinical results submitted to the dossier along with the drug. "In Geneva, we participated in commissions twice and understood statistics of this level. Having received accreditation, we have just started a long way. We need to understand the programs in each country, understand the peculiarities of the origin of the infection, the peculiarities of the healthcare system of a whole block of countries, which we will have in the next 2-3 years," Kudlay said about the urgent.

He also explained in detail what the new technology of joint treatment with autologous androcyte transplantation is. Previously, in 70% of cases of extended joint injuries, a traumatic procedure was used up to joint replacement. In this case, the mini-access takes a few grams of cartilage from a healthy surface. Then, using the isolation technology, their own cells are scaled and, in fact, 3D cartilage is obtained. Then the system is broken down to a suspension state and topically injected after 4-6 weeks. This creates a cartilaginous layer due to adhesion on damaged areas, a cartilaginous membrane is formed.

"We are at the stage of annual control, studying the functionality and characteristics of this membrane. The results of the observation will be submitted to Roszdravnadzor. This will be the first case that relates to tissue engineering in our country — and a direct alternative to invasive inconvenient methods."

70% of Russians are ready to pay for all services of online research with the support of Interros

The Financial University under the Government of the Russian Federation conducted a sociological study to determine how well Russians are aware of digital rights and how they relate to various digital services. The research was carried out with the participation of the Lomonosov Scientific Project and with the support of the Interros Group.

The survey showed that Russians were the most ready for digital transformation in the field of purchases and online payments. 70% of respondents are ready to completely switch to paying for goods and services on the Internet.

On average, Russians rate their knowledge on the subject of digital rights by only 2.4 points out of a maximum of 5. At the same time, the best indicators were observed among men under 36 years of age. Most of the respondents (about 80%) expressed a desire to improve their knowledge in the field of digital rights, while they noted popular scientific articles on the Internet, expert comments and specialized online media as priority sources of information.

Interestingly, when performing operations in the digital space, convenience comes out on top for users, despite the possible risks. Thus, Russians noted that they pay for purchases on online marketplaces twice as often as, for example, they use an electronic digital signature. At the same time, the security of the first type of operations is much lower. Among the most likely risks, respondents identified fraud and leakage of personal data.

The study participants also indicated that most often — in 41% of cases — they receive information about digital rights and digital financial assets from relatives, friends and acquaintances. Equal shares of respondents (31% of respondents each) emphasized the role of professional communities and Internet sources.

Unlike the sphere of digital services, digital financial assets and cryptocurrencies are still not fully understood by Russians. For example, only 20% of respondents clearly distinguish between CFAs and cryptocurrencies, 37% of respondents do not have a specific idea, and 40% do not know what the differences between them are.

"We believe that market participants should take on an educational function. Atomize is the first Russian operator of digital financial assets. We see our role in shaping the CFA market," Ekaterina Frolovicheva, General Director of Atomize (part of the Interros Group) commented on the study.

In November 2022, Atomize released the PlayBook "Digital Financial Assets" for the Finopolis forum: instructions for use". The book contains a visual map of digital rights, checklists for issuers, investors and partners, and even recommendations on tax and accounting of the CFA.

A sensor based on Prussian blue will help athletes track fatigue

Russian scientists have developed a bio-sensor based on the blue pigment of Prussian blue, which determines the levels of glucose and lactate in blood and sweat with 99% accuracy. Certain concentrations of these molecules can indicate fatigue, as well as diseases such as diabetes mellitus and meningitis. The proposed device is compact and easily attached to the surface of the skin, so that it can be used for continuous monitoring of the health status of athletes and patients with diabetes mellitus. The results of the study, supported by a grant from the Russian Science Foundation (RSF), are published in the journal Sensors and Actuators, B: Chemical.

The scheme of operation of the device.

Professional athletes who experience significant physical exertion are often under the close attention of doctors who monitor their health. The state of the body can be assessed by various indicators, one of which is organic molecules involved in metabolism, that is, metabolism. Glucose and lactate are considered good "markers", since the level of these substances significantly deviates from the norm if a person is subjected to too much physical exertion or is ill. For example, high levels of glucose and lactate in the absence of any loads can indicate diabetes, meningitis, hypoxia (lack of oxygen) and sepsis, that is, blood poisoning. If, at rest, the indicators do not deviate from the norm, but as they train, for example, in athletes, they increase, this should be a signal that the body needs rest and recovery.

In order to monitor glucose and lactate levels in the body in real time, there are special sensors. At the same time, they measure the concentration of the corresponding compounds not directly, but record the number of hydrogen peroxide molecules formed during their oxidation in the blood. In this regard, the sensors must be attached to the blood vessels under the surface of the skin. Scientists strive to make wearing such devices painless, avoiding damage to the skin and vascular walls.

Scientists from Lomonosov Moscow State University (Moscow) have developed a bio-sensor for tracking glucose and lactate levels in human sweat, so it is non-invasive and easy to use.
As the basis of the device, the authors took electrodes coated with nanoparticles of Prussian blue, a pigment that is part of blue art paint. The peculiarity of this compound is that it is sensitive to hydrogen peroxide, due to which it can be used to convert a chemical signal about the concentration of peroxide into an electrical signal coming to the electrode.

However, Prussian blue dissolves under the action of hydroxyl ions, which are present in the human body and sweat and are formed during the reduction of hydrogen peroxide. To avoid the dissolution of the pigment, the researchers coated the nanoparticles with a protective layer of nickel hexacyanoferrate, which is more stable to hydroxyl ions.

Scientists experimentally tested the sensitivity of the biosensors by placing them in glucose and lactate solutions of different concentrations. It turned out that at any concentrations of these molecules characteristic of the human body, the device worked stably. Experiments with human blood and sweat samples have shown that the sensor detects glucose and lactate concentrations in both liquids with an accuracy of up to 99%. The device transmitted readings to a specially designed application for it on a smartphone using Bluetooth. The sample used in the laboratory displayed the measurement result in the form of an electric current value, however, scientists plan to program it for the convenience of users to automatically recalculate it for lactate and glucose indicators. Thanks to this, a person will be able to easily and quickly obtain data and interpret them even without the participation of a doctor.

In addition, the authors compared the stability of the device based exclusively on Prussian blue with the one whose particles were covered with a protective layer of nickel hexacyanoferrate. The samples had the same sensitivity, but the latter worked up to eight times longer. At the same time, the most stable sensors were based on particles of 50 nanometers in size, comparable in size to small viruses.

"The proposed bio—sensors are stable and easy to use, thanks to which they can be used to monitor the levels of lactate and glucose in blood and sweat in athletes and patients with diabetes mellitus in real time," says Elena Daboss, a participant in the project supported by a grant from the Russian Academy of Sciences, and the first author of the work, senior researcher at the Department of Analytical Chemistry of the Chemical faculty of MSU.

It is better to try than to imagine: an approach to managing brain-computer interfaces is proposed

With the help of electroencephalography, a computer can determine when a completely paralyzed person imagines moving a limb, and react to this with a robotic arm or cursor. This approach requires long training and is quite complex, and therefore, as an alternative, neurophysiologists have proposed using quasi—movements - such weak attempts at movement that they can only be detected with the help of an EEG, while the signal will still be stronger than with imagination. A computer can process such commands more accurately, but for a person they are more natural and easier to learn. The authors of the work plan to launch the brain-computer interface (BCI), controlled by quasi-movements, soon. The results of the work supported by a grant from the Russian Science Foundation (RSF) are covered in the Life magazine and on the PsyArXiv website.

Sergey Shishkin is testing the setup of an experiment on quasi-movements.

Quasi—movements are an unusual and extremely poorly studied motor phenomenon. It is observed when an experimental participant is asked to perform a movement, gradually reducing its amplitude until not only the visible movement disappears, but also the activation of the muscle responsible for it. These weak attempts are called quasi-movements. Their reflection can still be seen on the electroencephalogram (EEG): a cap with electrodes is put on the subject's head, which detects changes in the electrical activity of the brain, and a special program translates these signals into graphs. Something similar can be observed when a person with a paralyzed or missing limb tries to move it.

Scientists from the Moscow State Psychological and Pedagogical University (MGPPU, Moscow) conducted an experiment in which 23 young volunteers compared quasi-movements with imaginary and real movement. The researchers first trained them in thumb retraction in reality, in imagination and in quasi-motion, and then recorded the work of their brain using electroencephalography. After the experiment, a survey was conducted to find out what the volunteers were thinking during the tasks.

According to the subjective feelings of the subjects, the intention to make a quasi-movement practically did not differ from the intention to perform a real movement. On the EEG, brain activity during quasi-movement turned out to be higher than when imagining movements, although the latter were of large amplitude. The authors suggested that this is somehow due to the fact that attempts to perform quasi-movements from time to time lead to a slight muscle tension unnoticeable to the experimenter. Maybe the subject feels it and worries that it will spoil the experiment, and as a result, the changes in the EEG are more pronounced.

Anatoly Vasiliev (standing behind) and Artem Yashin are testing EEG equipment.

"Presumably being an intermediate, semi-real activity, quasi-movements can allow us to better understand how mental actions relate to bodily ones. In particular, our second article is devoted to the so—called agent awareness, that is, the characteristic subjective experience that accompanies actions," says Artem Yashin, an employee of the group of neurocognitive interfaces of the MGPPU MEG Center, a graduate student of the Faculty of Philosophy of Lomonosov Moscow State University, the executor of the project under the RNF grant.

Scientists have applied a more sensitive author's method of analyzing muscle electrical activity. It turned out that some of the attempts to perform quasi-movements are indeed accompanied by a small muscle activation, not detected by previously used methods. Researchers have called such attempts "quasi-quasi-movements". When imagining movements, such muscle activation, as expected, was much less common. However, the study of the factors affecting the EEG using the method of mixed linear models proved that the difference in the effects of imaginary movements and quasi-movements has nothing to do with different muscle activation. This means that a stronger brain signal during quasi-movements is associated with some deeper factors — perhaps with the fact that quasi-movements are really much closer to real movements than previously thought.

"Based on the received EEG data, we are now debugging machine learning algorithms that simulate the operation of a neural interface through which commands can be sent using quasi-movements. We hope that together with our partners from the Center for Bioelectric Interfaces of the Higher School of Economics we will be able to launch such an interface pretty soon," says Sergey Shishkin, a leading researcher at the MEG Center (Center for Neurocognitive Interfaces), the project executor under the RNF grant, shares his plans and the head of the group of neurocognitive interfaces of MGPPU.

The idea of using quasi-movements to control the brain-computer interface originated with the discoverers of this phenomenon, since this approach is easier to master, and the probability of erroneous "understanding" of the command by the computer is half as much.

"The combination of imagining movements with the expectation of an event in the real world, namely the triggering of a device controlled by the IMC like an exoskeleton, is quite unnatural," says Anatoly Vasiliev, project manager for the RNF grant, Candidate of Biological Sciences, senior researcher at the group of neurocognitive interfaces of the MGPPU MEG Center. "In the case of quasi—movements and attempts to perform movements, there is no such explicit setting for a mental action instead of a real one, so they may be more suitable for the IMC, making its management more accurate and mastering easier." Russian scientists have improved the neural network of the developer Deep Mind
07.03.2023

Scientists from the Russian Quantum Center together with colleagues from NUST MISIS have improved the performance of the fermionic neural network (FermiNet), which was created by the British developer of artificial intelligence systems DeepMind (recall that it is a subsidiary of Google). The results of this study are published in an article in the International Journal of Quantum Chemistry.

Recently, engineers have improved the brainchild of DeepMind, getting better results of modeling larger chemical systems. In the future, this may be useful both for creating new materials, and for obtaining new medicines, as well as new types of fuel.

During the experiment, carried out with the support of the RSF and the Nissan Research Center, specialists used not only the FermiNet neural network, but also the QBoard cloud quantum computing platform.

By training a neural network on a certain data set, scientists were able to simulate complex molecules of nitrogen, carbon monoxide, ethylene, hydrogen fluoride and a number of other compounds. The new approach made it possible to model more complex systems from a larger number of atoms, and also increased the accuracy of classical calculations.

It is used for the development of new materials, the design of medicines, and also in the fuel industry. The new improved architecture will allow you to more accurately calculate the behavior of chemical compounds.

"The combination of machine learning and quantum chemistry methods gives very interesting results today. Such interdisciplinary interactions of physicists, chemists, biologists, programmers lead to the enrichment of classical approaches and such interesting hybrid solutions as our case," said Alexey Fedorov, head of the Quantum Information Technologies research group at the Russian Quantum Center."

Terahertz communication can become mass after the discovery of MSU chemists

Scientists of the Faculty of Chemistry and the Faculty of Materials Sciences of Moscow State University have discovered the ability of the long-known cobalt ferrite to interact with high-frequency terahertz electromagnetic radiation. Unlike more expensive and difficult-to-manufacture modern materials used to work with high-frequency radiation, cobalt ferrite is strongly magnetic, which is why spin currents in it can reach record high values. It became possible to create generators and detectors of terahertz radiation for industrial use. The results of the work are published in the journal Materials Today.

Many processes in the modern world depend on the speed of transmission and processing of information. Therefore, humanity strives to create multi-core processors, supercomputers, etc.

Existing communication standards are limited to a certain frequency: the larger it is, the more information can be transmitted per unit of time. For example, the currently developing 6G technology will allow transmitting information with a frequency of up to 100 GHz, which will reduce the time to receive it by about 20 times compared to the average home Wi-Fi.

Over time, humanity will need devices capable of functioning at higher frequencies. In addition to the short loading time of high-quality video, "fast" communication is necessary, for example, in telemedicine, since the operator of the device performing a medical operation requires the accuracy of scalpel or laser movements with minimal signal delay.

"For the use of high–frequency radiation, special materials are required that are able to generate and receive them," said Evgeny Gorbachev, co–author of the publication, Ph.D., an employee of the Faculty of Chemistry of Moscow State University. "It is in this area that we are currently working."

Materials suitable for effective interaction with high-frequency electromagnetic radiation must have the ability to enter into resonance with it. The most reasonable way to convert radiation into an analytical signal, for example, into an electric current, is considered to be the mechanism of electronic resonance in a substance. Therefore, it is extremely promising to use materials where a high speed of electron rotation is possible. Certain examples of such substances have long been well studied – these are ferromagnets and antiferromagnets, whose magnetic structure determines special electronic properties. But the first high-frequency radiation detectors based on them were designed only a few years ago.

The use of ferromagnets and antiferromagnets in industry involves the need to apply an external magnetic field, that is, it is necessary to find a superconducting magnet, immerse it in liquid helium and apply a large current. All manipulations must be performed at very low temperatures, while the magnet still needs to be correctly positioned and directed in the right direction. "It certainly won't work to use something like this in some mobile phone," said Evgeny Gorbachev.

Another problem of antiferromagnets, which was discovered during the research of MSU chemists, is that the current excited in them is very weak, because they have low magnetic susceptibility – they are poorly attracted even to very strong magnets.

"Initially, our group was engaged in magnetic hard materials – for example, those used to make refrigerator magnets, magnets for motors, media for magnetic recording, as well as radar detectors. They preserve the direction and amplitude of the magnetic field that attracts or repels something, and which can come into contact with electromagnetic waves. We thought that these materials could somehow be adapted for other, more innovative purposes," explained Evgeny Gorbachev. – If the material is a conductor, then it will reflect radiation, so we need dielectrics – just our various ferrites, for example, cobalt ferrite, known for more than seventy years. They are the magnetic hard materials."

It was cobalt ferrite that was chosen by the researchers as a simple material with all the necessary properties for testing for the role of interacting with high-frequency radiation. Although its synthesis is simple and banal, no one knew about the new interesting physics of cobalt ferrite discovered by chemists before their work. The mathematical complexity of the equations that need to be solved to describe the physics of magnetic materials directly depends on the number of magnetic sublattices – and here cobalt ferrite turned out to be simpler than related compounds, since its structure can be described by only two partial Landau-Lifshitz equations, which means it has a convenient number of solutions. "We did it: we wrote equations on a piece of paper that are close in complexity to mathematical analysis in junior courses, solved it and got an interesting thing: the currents for ferrimagnets should be several orders of magnitude higher than those of antiferromagnets, works on which are now published in scientific journals Nature and Science. But the question is also in the magnitude of the frequency: it also needs a large one. And here the knowledge in magnetism came in handy: cobalt ferrite is magnetically hard at low temperatures, since its magnetic anisotropy increases enormously, affecting the frequency of electronic resonance," explained Evgeny Gorbachev.

Scientists have shown that cooled cobalt ferrite is capable of resonantly absorbing frequencies up to 350 GHz without the application of an external magnetic field, which has become a record for today. It was also possible to experimentally prove the presence of resonant frequencies in this substance, and this resonance is electronic, that is, associated with the magnetic subsystem. However, such properties are inherent not only in cobalt ferrite: MSU chemists have proposed a whole class of materials that can be practically used in a very new (“cutting edge”) field – terahertz spintronics.

"For us, this work was an unexpected immersion in electronics and spintronics. These are really important things, and we would like them to be applied as soon as possible, but modern science is developing head and shoulders faster than production, so we are working for the future: we are researching, analyzing, sorting and describing," summed up Miroslav Soshnikov, 3rd year undergraduate student of the Faculty of Materials Sciences of Moscow State University, co-author articles."

Scientists have expanded the possibilities of controlling a computer with a glance

Source: SIC "Kurchatov Institute"
Publication date: July 26, 2022

Scientists of the Kurchatov Institute have taken a new step towards improving the human–machine interfaces. In their study, they demonstrated the new capabilities of computer control technology using a glance (eye–brain–computer interface, IGMC). The results of the study are published in the leading journal of neuroengineering Journal of Neural Engineering. https://iopscience.iop.org/article/10.1088/1741-2552/abda09

At the heart of the IGMC technology proposed at the Kurchatov Institute is the identification of the intention to give a command during a short look delay.

Computer algorithms analyze the electrical potentials of the brain and determine whether the user really has some intention in relation to the object, or whether he held his gaze just to take a closer look at it. "IGMC interfaces allow a person to interact with a computer without mechanical input devices. This is relevant both for disabled people who cannot use a keyboard and mouse, and for ordinary operators in order to improve the immersiveness of the process," explained Darisiy Zhao, a research assistant at the Department of Neurocognitive Sciences, Intelligent Systems and Robotics at the Kurchatov Institute.

Previously, the technology was used only for static items. Thanks to a new study, the possibilities of IGMC include visual selection of moving objects as well.

18 volunteers took part in testing the new development. At first, they sequentially marked objects moving on the computer screen, changing their color with their eyes. In the second task, it was just necessary to observe moving objects without the intention of doing anything with them. The analysis of the electrical potentials of the brain showed that when the task was to mark an object, there were characteristic changes in electrical potentials that were absent with simple tracking. Thanks to these differences, the computer program was able to automatically detect the presence of intent.

As noted by Darisiy Zhao, the development will improve the quality of control of robotic strollers. In addition, it can be used to assess the current state of the user: for example, the degree of his involvement in the device management process. It is in these areas that specialists of the laboratory of neurocognitive technologies and experts in the field of robotics are currently working together."

Heart rate increases, blood vessels and pupils dilate: the history of the emotion-reading device “Neurobarometer”

21.09.2022

"Neuronet” The NTI platform has become one of the first companies in Russia to take the marketing market to a new level by applying neurotechnology in research. One of the breakthrough solutions in this area was the “Neurobarometer”, released by the company in 2020.

“The task of marketing is to know exactly what has hooked a person who has already purchased or wants to purchase your product or service. Thanks to the financial support of the NTI, a full set of equipment “Neurobarometer” was created, which reads the physiological parameters of a person,” said the expert of the Neuronet market National Technology Initiative (NTI), founder of the company “Neurotrend” Natalia Galkina.

The neurobarometer includes equipment and software for conducting neuromarketing research. The devices allow you to measure what a person feels when interacting with an object, content or an Internet platform. For example, when a person looks at what he likes, his heartbeat quickens, blood vessels and pupils dilate. Special devices read these changes, analyze and give a result about how much it turns out to attract attention and interest a person, whether he will remember the advertised product or not and what emotions he will experience at the same time.

The neurobarometer consists of several devices:

biobraslet — measures the heart rate and changes in skin conductivity, thanks to specially built—in photoplethysmograph sensors
- records the vessels dilate or narrow. It can be made in the form of an ear clip, or it can be embedded in
an electroencephalograph bracelet — it removes the electrical activity of the brain
eye tracker — tracks movement and eye fixation
camera — captures facial expressions
primebox — used to study associative reactions
of a neurophysiological signal concentrator

Our complex of equipment can remove all the physiology from a person. We can register the changes that occur in our electrical activity of the brain at the moment when we are in contact with an advertisement or product, track how long a person lingered on the product, where he first looked when he entered the trading floor. Then we conduct a short interview or questionnaire and, as a result, we get an insight that others cannot get. At the junction of such conscious and sensory perception is the most interesting information for marketing,” Galkina said.

According to her, in eight years the neuromarketing market has expanded and the demand for research, specifically with the use of neurotechnologies, has increased markedly. Potential customers are increasingly gaining confidence in this tool. They understand that science and technology are really behind these developments and that neuromarketing research provides unique information about what is happening at the junction of what a person feels, says and does.

Now the company plans to work on the convenience and external characteristics of the equipment. “The neurobarometer is primarily a functional headset, but I want it to be more comfortable and beautiful,” Galkina added. In the near future, the company will also develop glasses that will build the coordinates of the view.

In addition, Neurotrend has begun active work to popularize neurotechnologies and neuromarketing research in the regions through university sites. By the end of the year, neurolabs will appear in more than 10 universities. Thus, the number of specialists who are able to work with neuro equipment will increase many times. It is they who will be able to introduce neurotechnologies into the research of companies with which they will work in the future. For the “Neurotrend”, this is an opportunity to establish mass production of equipment necessary for the Neurobarometer. By the end of the year, the company is expected to produce about 15 more complexes.

“In my opinion, we have found the right vector for introducing our technologies to the market — through universities, deploying laboratories. Graduates will know how to work with this equipment, how to use the results of these studies together with quantitative studies,” Galkina said."

Skepticism on the part of the consumer hinders the development of neuroeducation in the Russian Federation — expert

16.01.2023
The low level of awareness of the audience about the advantages of using neurotechnologies in education slows down their active implementation, although thanks to a number of developments, the learning process and the speed of assimilation of the material would become faster, said Vladimir Konyshev, an expert at the Neuronet infrastructure center based on the Foundation for the Development of Physical Technology Schools with the support of the National Technological Initiative.

“The demand for neurotechnological solutions is growing from both the private and public sectors. However, the end user is still skeptical about various kinds of manipulations related to the brain, so the development of neuroeducation is strongly restrained,” the expert said

Neurotechnologies can be used both for school education and for teaching professions such as drone operator or surgeon. A number of such technologies are already being used by foreign countries, for example, China, Singapore, Germany. Tracking the resource states of the brain allows you to increase the involvement of students, identify the most effective teaching methods, as well as speed up the process of mastering the material by students by improving their cognitive abilities.

Experts of IC NTI “Neuronet" noted that the market of neuro-educational software and applications in Russia is estimated at about 1.74 billion rubles. Although in comparison with the world market, the Russian one is inferior to it in terms of growth rates.

“The lack of legal regulation in this area becomes an obstacle to the practical dissemination of technologies. In Russia at the present stage, within the framework of the regulatory regulation of neurotechnologies, there are regulatory legal acts regulating activities in the field of artificial intelligence (AI) research. In relation to most other end—to-end technologies, there is no special legal regulation yet,” the analytical report of the experts of the IC NTI “Neuronet" says.

The expert added that an important component of the regulatory documents will be the regulation of the issue of “neuroethics". According to him, neurotechnologies that allow registering and transmitting data on the work of the nervous system to external devices can open access to information that is stored in our brain.

“This can lead to undesirable consequences, especially given that these data are increasingly being used in the educational sphere,” Konyshev added.

The market of neuroeducation in Russia will grow almost 4 times by 2030, up to 6 billion rubles

20.01.2023
The neuroeducation market in Russia will grow almost 4 times — from 1.74 billion rubles to 6 billion rubles — by 2030, according to a report by analysts at the Neuronet infrastructure center with the support of the National Technology Initiative (NTI), which is available to RIA Novosti.

Neuroeducation is a science that combines others, neurology and educational sciences, in which educational psychology plays a key role. As a rule, neuroeducation is aimed at the formation of educational skills in schoolchildren.

"Under the optimal development scenario, the volume of the genuine neuroeducation market in Russia will increase to 3.8 billion rubles by 2025, and to 6 billion rubles by 2030. ... Now the market of neuro—educational software (software - ed.) and applications in Russia is estimated at about 1.74 billion rubles," follows from the data of the report.

It is clarified that in 2022 growth slowed down for many reasons, in particular due to the general economic downturn and the termination of scientific cooperation with a number of countries. However, analysts believe that by 2025, a number of market indicators, such as "the number of small and medium-sized enterprises on the market", may return to their "pre-crisis" indicators.

"At the moment, the share of the Russian market from the world is less than 1.5%. By 2025, the share may decrease to 0.2-0.5% of the world market, since the volume of the domestic market will demonstrate moderate growth rates, while the global market of neuroeducation continues to develop dynamically. In 2030, with a planned and effective recovery after the recession, the share of the Russian segment will reach 0.5-0.9%," the report says.

Experts believe that the incentives to increase the share of the Russian market will be the entry of domestic companies into new markets and the improvement of associations with existing partners. The trend will also be influenced by the increase in the competitiveness of domestic non-pyrotechnologies."

Control the power of thought

30.01.2023
In Russia, the production of a mass gadget has been launched, the principle of which is based on the recognition of brain signals by a computer. In the future, neurointerface technologies will be able to radically change our lives, but first we will have to overcome a number of technological difficulties.

The human brain generates electrical signals that are easily recognized by sensors, decoded, and turned into computer data. With the help of this data, a person can monitor their cognitive abilities in real time. It is on this principle that the work of the Mind Tracker gadget is based, the mass production of which has recently begun in Taganrog. The new device from the Russian startup Neiry is a headband or headphones, which have built-in sensors that read the level of activity of the cerebral cortex. The manufacturer promises that Mind Tracker, like a fitness bracelet, will help determine the degree of fatigue and anxiety of its owner. But not only: the gadget is able to reveal a person's natural abilities for a particular mental activity. The creators of the product declare that its appearance is a significant step towards the development of advanced neurointerface technologies that provide communication between the brain and the computer. Thanks to these technologies, computers will learn to recognize our thoughts in the near future. It will be possible to turn on the light in the room or turn down the volume of the TV just by thinking about it.

Connect the brain and the computer
The fact that the human brain generates electrical impulses, scientists discovered in the middle of the XIX century. Later, these biofuels learned to record and recognize — this is how electroencephalography, a branch of medicine that studies the electrical activity of the brain, appeared. Since the 1930s, doctors, including in the USSR, have been actively using electroencephalogram (EEG) data: electrodes connected to the brain determine such parameters of biological currents as the average oscillation frequency, amplitude, phase, dynamics. Thus, the functional state of the brain is determined, various diseases are diagnosed, primarily related to the activity of the central nervous system (in particular, epilepsy, etc.).

At the end of the twentieth century, enthusiasts and scientists became interested in the problem of recognizing not only unconscious brain signals, but also human thoughts. There was an idea to create a brain—computer system — the so-called neurocomputer interface (NCI).
"Where the mind was not enough, the neural network will help"

15.12.2022
Yesterday at ITMO National Center for Cognitive Development (NCCR) ― The NTI Competence Center on the basis of the university presented solutions in the field of artificial intelligence and related digital technologies. The meeting was attended by representatives of IT companies, the business community, NTI and the Ministry of Education and Science of the Russian Federation. Read more in our material.

"Giant neural networks are the right, cool trend, but we don't choose this credo"

The first presentation was made by the head of the ITMO National Center for Cognitive Development, the research center in the field of AI "Strong Artificial Intelligence in Industry" Alexander Bukhanovsky. He noted that ITMO specialists managed to create a full-cycle ecosystem. Bukhanovsky drew attention to the fact that the center strives to create and improve "strong" artificial intelligence. The National Center for Cognitive Development strives to create practice-oriented solutions that will be available to everyone, he noted.

Bukhanovsky drew attention to the fact that the university can afford to develop solutions that will be aimed not at commercial gain, but at what everyone needs. "Giant neural networks are the right, cool trend, but we don't choose this credo," he said.

The speaker spoke about BAMP. This is a framework that makes it possible to create software based on artificial intelligence. It's not difficult to make software using BAMP, you don't even need to have any knowledge in the IT field. It allows you to create, for example, programs for analyzing data on deposits. "Time for a person is days. The time for the framework is minutes," said Bukhanovsky. And another framework — FEDOT Industrial — allows you to create software that will help analyze industrial equipment. It can solve a variety of tasks, such as detecting and segmenting inclusions in the extracted rock. GOLEM helps a person to make digital doubles. "Where the mind was not enough, the neural network will help," the speaker noted.

The head of the laboratory "Intelligent Decision-making Technologies" Sergey Ivanov noted that it is very important to democratize decisions, that is, they should be available to a wide range of users. He also stated that forecasting, determining the tone of the text, medical diagnostics — all these tasks can be taken over by artificial intelligence. "Our idea is for a person who does not know programming to be able to build a system," Ivanov shared.

Nikolay Nikitin, the chief expert on open source software at the Strong AI in Industry Research Center, also spoke at the event. He told how artificial intelligence helps to create a program that will analyze data itself. For example, information about the condition of houses in the city. Evaluating complaints from residents of different districts, the software tries to predict possible breakdowns. "At the same time, the whole system was made by an urbanist who is an expert only in his field," said his colleague, Sergey Ivanov.

Answering the question, Ivanov drew attention to the fact that solutions based on artificial intelligence allow solving a wide range of tasks, especially in the field of industry.

Artificial intelligence and urbanism: will the neural network take away work from designers?
Next, the experts discussed intelligent technologies in the field of urbanism. They told how artificial intelligence can assess and monitor the condition of territories, planning the processes of their integrated development, designing urban and rural development, civil and industrial infrastructure.

Director of the ITMO Institute of Design and Urban Studies Sergey Mityagin made a presentation of models that are publicly available. Specialists from other universities can also make their own changes to them. There is even a series of advanced training courses that take place twice a year: anyone can learn how to work with these models.

Digital urbanism systems are based on data that contain models of each object of the urban environment with its various characteristics. Information about them can be compared from different sources, compared, for example, to understand exactly which buildings are residential and where many people live. For example, although according to official data, 5.5 million people live in St. Petersburg, the neural network counted 7.5 million residents.

The "favorite" places of Petersburgers have become especially popular. It is curious that the residents of the city may have a diametrically opposite opinion about the same place. Another source of data was the appeals of the population. If these data are systematized, then it is possible to characterize residential buildings according to the degree of "advancement".

Answering the question, Mityagin drew attention to the fact that the platform is publicly available. Moreover, the center attracts municipal employees to advanced training courses in order to expand the use of the platform.

The head of the laboratory "Intelligent Technologies of Urban Planning" Steve Cuddins also took the floor. He told about the portal "City.ITMO", which collects services to address urban issues.

These programs allow you to speed up the process of creating city development projects. One of the systems generated a project right during the conference. It took her a little more than 10 minutes. The model showed where the vegetation will be located, where the paths will be. It allows you to create a plan for any territory in a matter of minutes and at the same time take into account the wishes of residents and the rules of landscaping.

Caddins spoke about another larger project. As part of it, artificial intelligence helps to create a development plan for the uninhabited territories of our country. It can show which infrastructure facilities should be located on the territory. People will be engaged in such projects (which are much larger) for at least a few months, and the neural network copes with this in a matter of minutes. At least, AI provides a project and makes it possible to correct and discuss it. It is on the discussion of projects that a large amount of time is spent.

"This is not an exclusively graphic picture, it is a digital model of the territory," Kaddins said. Moreover, if the architect or designer does not like something in the project, he can edit the artificial intelligence solution, and the neural network will recalculate everything again. This greatly simplifies the work and increases the speed of project approval. That is why, Caddins noted, artificial intelligence will not "steal" the work of architects and designers.

Oleg Basov, Head of the Cognitive Nonverbal Research Laboratory, spoke about intelligent technologies for metaverses, including tools for managing interpersonal communications in a digital environment. He drew attention to the fact that virtualization processes are taking place in the modern world. Here it is impossible not to recall the metaverses, Basov shared. What is it?

Metaverses allow you to contact and interact with other people using a digital avatar. However, with their emergence, a large number of problems appear: a different perception of information that needs to be constantly checked, a change in the format of interaction and degeneration of communication.

Thus, digital technologies open up new opportunities for people. However, the practical application of the same artificial intelligence in Russia and the world is still limited. Perhaps this will change soon?

What are neural interfaces and where are they used in Russia?

09.12.2022
Elon Musk's company Neuralink plans to start implanting neural chips in six months, which will make it possible to print on a computer and phone with the power of thought. The devices are being developed in order to allow people with disabilities to control gadgets without using their hands. We tell you how such technologies are developing in Russia and what they can do now.

Control a computer with the power of thought

Neurointerface is the name of a technology that allows you to capture brain signals and convert them into a signal understandable to a computer. Thus, it is possible to control any electronic device, including gadgets and cyber prostheses, with the power of thought.

"Technologies that allow establishing contact between the brain and the machine (Brain-Computer Interface) are actively developing in Russia," says Evgeny Shelepin, a researcher at the Pavlov Institute of Physiology (St. Petersburg) and Neuroiconica. – The invasive technology used by Neuralink is not new – similar studies are being conducted in Russia on primates. Its main difference is the simplification of the operation of implanting electrodes, increasing the sensitivity of the system and its autonomy. The need for surgery (invasiveness) is needed to increase the speed of work. We see how the monkey at the Mask has learned to quickly control the cursor. In the case of using non-invasive EEG systems, the speed of operation slows down significantly."

According to the expert, the scope of such a system is the use of it by paralyzed people, for example with ALS syndrome (like Stephen Hawking). Is it possible to obtain a speed similar to an invasive system in a non-invasive version (that is, without implanting electrodes into the brain)? "Yes, for this purpose, the eyetracking technology is used, which allows you to determine the direction of a person's gaze," says Evgeny Shelepin. – Most patients with similar conditions retain the ability to control eye movements. We have developed such a system – EyeCommunicator. With its help, a person replaces the mouse with a glance, controlling the computer. Thanks to a special interface, a virtual keyboard, you can go online, work in regular programs, communicate with friends. The speech generation function allows you to voice text. The speed of typing a word is 5-10 seconds."

According to experts, many research groups are engaged in research in the field of neurointerface. Including Lomonosov Moscow State University, HSE, Southern Federal University. Innovative Brain Solutions (iBrain), Neurobotics, the Scientific Center for Cognitive Research of Sirius University and the Pavlov Institute of Physiology are also engaged in this. In addition, there are companies engaged in the development of appropriate interfaces (for example, "Mizar" is an EEG manufacturer). There is a specialized industry union "Neuronet", which unites professionals in this field.

"This topic is very relevant in order to improve the provision of medical services," says Ernest Rayevsky, Managing Partner of GetMiner. "Russian developers understand the need to work with the neurointerface, because it solves fundamental problems related to people's disabilities."

"Imagine, a paralyzed person with the power of thought will be able to control his exoskeleton and start walking, and a deaf–mute person will be able to communicate with other people, voicing his thoughts," says Vladimir Vasiliev, head of the data analytics department of the Center for Artificial Intelligence of the Sbera. – The main problem here is not so much the creation of the neurointerface itself, as the possibility of pure transmission of brain impulses without "interference" and "noise" that inevitably arise when transmitted through the channels of the neurointerface.

The effectiveness of using the whole technology depends on how successfully you solve the problem of preserving and transmitting brain impulses. If you manage to ensure stable data transmission, you will be able to train artificial intelligence (AI) algorithms based on them to help a person interact with the outside world, who previously for some reason could not do this."

Man's best friend: When will the computer begin to understand emotions?

According to Vladimir Vasiliev, the process of creating a working prototype of a neural interface may look like this:

1. We ask different people to perform certain actions or think about certain topics.

2. We fix the impulses that people's brains transmit at this moment. Here it is necessary to solve the critical task of data preprocessing in order to avoid their distortion.

3. The AI algorithm is trained on the basis of this data, taking into account all the features of brain impulses.

4. Having learned, the algorithm will be able to understand that a certain command or word corresponds to certain impulses.

5. In the future, with the correct classification of pulses, the AI algorithm will be able to launch the execution of a certain command or relay the pulse in the format of text or human speech.

Soft or hard? How to teach prostheses to "feel"
Such technologies are applicable not only to the central, but also to the peripheral nervous system. The transmission of sensations through invasive electrical stimulation is one of the directions that will help people who have lost limbs. "We are developing what can literally be called a neurointerface – a system for transmitting sensations through electrodes, so far only for prostheses," says Yuri Matvienko, head of the invasive research project at Motorika.

The main disadvantage of modern prostheses is the lack of feedback. For example, if you can't find the keys in your bag by touch or you need to carefully take a fragile object. Prostheses are difficult to fully perceive as a part of yourself, they do not give that psychological comfort, because they feel like an alloy of plastic, metal and silicone, there is no recoil in them.

"Initially, we wanted to relieve prosthetic users from phantom pains (pain of an amputated limb) by implanting electrodes into a part of the arm with low electrical impulses. Since electrical stimulation of the peripheral nervous system can reproduce most of the tactile sensations, we thought: why not try to create an interface that could make artificial fingers "feel"? – says Yuri Matvienko.

We installed special sensors on the fingers of the prosthesis, which determined the pressure of the fingers on the object, and in proportion to the pressure force, a current was supplied to the nerves, which reproduced the sensation. Thanks to this, our "test pilots" were able to recognize a hard object or a soft one in a blind test, as well as determine its size."

In the future, the company's specialists plan to teach a person through a prosthesis to distinguish between a hot object or a cold one, and then – up to all the tactile sensations familiar to us. There are also studies on the possibilities of "sensitization" of prosthetic legs.

According to Yuri Matvienko, the technology has great potential: in the future, it is possible to install electrodes with minimally invasive access, excluding operations and anesthesia without medical indications. Here the scope of application expands to infinity: it will be possible to convey sensations in video games or movies or solve work tasks where tactility is required. Add integration with the Internet here – and it will be possible to make zoom, with which you can feel remotely – everything is like in the movie "Matrix", isn't it?

"This can become a serious problem": prospects and risks of using future technologies
According to Ernest Rayevsky, the scale of the use of neural interfaces is impressive. In fact, they can be used in any area where the central and peripheral nervous systems are involved. "In medicine, this technology facilitates the restoration of vision and hearing in patients, accelerates the rehabilitation of patients who have lost limbs, restores motor functions, and also helps in the treatment of certain neuropsychiatric diseases," the expert says. Such technologies are actively used in science, and can also be used for entertainment.

"The subject of trainings with biofeedback is also being developed, which allows you to learn to control your condition by recording changes in the EEG activity of the brain," says Evgeny Shelepin. – The technology is used in meditation, rest. Or vice versa – for immersion in more productive states for work or study (the so-called flow state)."

How will the heart be treated with the help of electrical impulses?

According to Sergey Gataullin, Dean of the Faculty of Digital Economy and Mass Communications of MTUCI, technologies of human-machine interaction have to go the same way as technologies of semantic analysis, big data and artificial intelligence, computer vision. And to take a firm place in almost all spheres of life of subsequent generations. To do this, it will be necessary to move from a quantitative assessment of electrical signals of brain activity to a reliable decoding of all types of brain rhythms. "With a high probability, the neural interfaces of the future will represent a certain set of biometrics, by analogy with a polygraph, which allows to reliably interpret a person's thoughts," says the expert. "The application will be the widest, from solving medical problems to everyday use for household purposes, whether it is driving a vehicle or paying a bill."

Of course, non-invasive technologies will be used mainly in the neural interfaces of the future, but invasive tools may become one of the stages of technology development, by analogy with the transition from wired to wireless communication, Sergey Gataullin believes.

Like any other innovation and technology, there is a downside to the coin associated with risks and problems.

"In my opinion, the main difficulty with using a neurointerface is the possibility of harming the patient's health as a result of implanting devices," says Ernest Rayevsky. – Another problem is related to the power supply of devices. It is still unclear whether the energy of our body will be used, or resources from outside."

And of course, security issues are important: in the future, hacking data from such devices can become a serious problem. The management of mass behavior of people will become a new reality. Cybersecurity issues will come to the forefront of the interests of not only citizens and businesses, but also states."

Most of the super-rich are owners of technological and multinational companies, financiers or rich heirs. 38% of cent-millionaires live in the USA, China and India share the second place, followed by England and Germany. Switzerland, Japan, Canada and Australia also entered the top ten.

According to Henley & Partners, 435 cent-millionaires live in Russia. However, experts predict an imminent outflow from the country of about 15% of the owners of super-states. Analysts believe that in the foreseeable future, the number of super-rich people will grow in Asia and Africa.
Russian tycoons will demand liberalization of the business environment

13.03.2023
Bloomberg: RSPP members will complain to President Putin about the growing role of the state in the economy

The Russian Union of Industrialists and Entrepreneurs intends to demand from the President of the Russian Federation the liberalization of the domestic economy. According to its members - representatives of big business - the role of the state has grown excessively recently. This is reported by <url>.

Given the ongoing fighting in Ukraine, the demand of entrepreneurs looks very strange. Indeed, in such circumstances, the States parties to the conflict usually resort to the opposite measures. That is, they are transferring their economies to military rails, on which, by definition, there can be no question of any liberalism.

But the Russian tycoons, whose capitals, by the way, according to statistics, have increased over the past year, despite the sanctions, do not care about the fighting. They are concerned about the mitigation of penalties for economic crimes and other measures of liberalization of the business environment, which they intend to propose to Vladimir Putin at a meeting on March 16. In addition, businessmen clearly did not like the timid initiative of the government to oblige them to pay at least a single contribution to the budget due to the difficult situation in which our country is now."

A prototype of an automated driver vigilance monitoring system has been created in Russia

Roman Golubin, Dean of the Faculty of Social Sciences at Lobachevsky University, said that the system, regardless of the person's eyes, with the help of a camera, very accurately determines the moment when the driver has a moment of fatigue, falling asleep

NIZHNY NOVGOROD, March 13. Nizhny Novgorod scientists have developed a prototype of an automated system for monitoring the vigilance of a locomotive driver, Dean of the Faculty of Social Sciences of Lobachevsky University Roman Golubin told TASS on Monday.

"This system is promising, it is the future, we have made a software product, tested cameras and are ready to develop this direction further," Golubin said, noting that similar systems have not yet been implemented on railways in the Russian Federation.

According to him, the system, regardless of the person's eyes, with the help of a camera, very accurately determines the moment when the driver has a moment of fatigue, falling asleep. "Now there is a trend to transfer the management of transport - air transport, rail transport and others - to one person, so automation is very important," said the dean of the faculty.

"In the near future, it will be possible to assemble this system at the relevant enterprises and integrate it into locomotives," the source said.

Technological safety
As Roman Golubin explained, work on a domestic product is also necessary to ensure the technological security of the country. "This includes the security of the country. You can see how sanctions have been imposed now, and they have deprived us of access to advanced advanced systems. We need it from the point of view of the country's interest, it is useful in all respects. This is a step towards the technological security of the country," said the Dean of the Faculty of Social Sciences.

He noted that the system works, among other things, on the basis of unique markers that are tracked during research and experiments. "Scientists who are working on this, as a result of their research and experiments conducted with people, <...> track and interpret, for example, how the eyelid or pupil moves. Every such nuance, every characteristic (absolute or relative, windowed or discrete) of such a movement is a metric. Most importantly, when you calculate metrics, they still need to be interpreted. And when the metric shows itself informative in terms of detecting some condition, for example, fatigue, then it becomes a marker. It is this set of markers that is a unique product," the source said.

The work was carried out within the framework of cooperation between the Lobachevsky University, the Nizhny Novgorod Scientific and Educational Center and the Gorky Railway (GZhD)."

Expert: The Russian Federation can become carbon-neutral if it creates pastures on permafrost
According to Nikita Zimov, director of the Pleistocene Park, for this it is necessary to occupy 10% of Russian lands with pastures
MOSCOW, March 10. The Russian economy can become carbon-neutral, maintaining its growth, if pastures are created for 40 million ungulates in a third of the territories occupied by permafrost. This was stated on Friday by Nikita Zimov, director of the Pleistocene Park located in Yakutia, to the information and analytical portal "Clean Future".

"If 10% of Russian lands are occupied by pastures, our country will become carbon-neutral. If three million square kilometers are occupied by pastures where 40 million animals will graze, that is, about a third of the territories occupied by permafrost, Russia will be able to cover itself and half of Europe with carbon neutrality. At the same time, the economy will grow quietly," the portal quotes the scientist.

According to him, in the Pleistocene Park located in Yakutia, scientists are creating highly productive pasture ecosystems that existed in those places during the last ice Age. In them, you can create herds of animals of that time - musk oxen, bison, horses and the like. The general idea is to create an ecosystem that will function according to the same principles: the dominance of grasses, cereals, shrubs and a very high bio-circulation, which will be supported by a high density of animals, and they, accordingly, will accelerate the bio-circulation of nitrogen, carbon and other minerals.

At the same time, highly productive pasture ecosystems in the Arctic have a cooling effect on the climate. Pastures and meadows are noticeably lighter than forests. If the white surface reflects all the heat, then the dark tree trunks heat up the space around them. Also, grasses on pastures, unlike mosses and lichens of the tundra, form a deep root system. In fact, this is the process of carbon absorption from the atmosphere and its accumulation in the roots. The establishment of highly productive grass communities in large areas can be a sustainable mechanism for absorbing greenhouse gases, the scientist said.

About the park
The Pleistocene Park is located in the Nizhnekolmysk district in the Arctic zone of Yakutia. An ecosystem similar in its principles to the ecosystem of the mammoth steppes that dominated Eurasia in the Late Pleistocene is being recreated on its territory. The first experiments on the settlement of animals in the Pleistocene Park located in Yakutia were started in 1988 by ecologist Sergey Zimov, and his son Nikita continued the work. To date, the fenced area of the park is 20 square kilometers, nine species of large herbivores live here: reindeer, Yakut horse, elk, steppe bison, bison, musk ox, yak, Kalmyk cow, sheep. The park is a testing ground where methods and processes are being worked out, which, if necessary, can be scaled to large areas.

Earlier, Russian President Vladimir Putin said that Russia plans to achieve carbon neutrality by 2060. He called this goal absolutely realistic and providing new business opportunities.
A navigation system for combine harvesters for potassium extraction without human intervention has been created
The development can help to get workers out of dangerous areas, solve the problem of a shortage of qualified personnel and reduce the likelihood of occupational diseases.

MOSCOW, March 10. /tass/. Scientists of the Mining Institute branch of the Perm Federal Research Center (PFIC) The Ural Branch of the Russian Academy of Sciences (Ural Branch of the Russian Academy of Sciences) has developed a navigation system for combines used in mining at potash deposits, which allows equipment to pass mining workings without additional control from engineers. This was reported on Friday by the press service of the Ministry of Education and Science of the Russian Federation.

"Our system is a set of sensors. Accelerometers and gyroscopes in it are located perpendicular in three planes. Accelerometers measure acceleration, and gyroscopes measure position in space, that is, all angles are measured on all planes. With the help of acceleration, you can calculate the distance traveled. Thus, we navigate from the first given point and determine the coordinates in the next one. Such systems work as additional navigation in places where there is not enough GPS," the press service reports the words of Denis Kormshchikov, Candidate of Technical Sciences, senior researcher at the State Research Institute of the Ural Branch of the Russian Academy of Sciences.

The development of Perm scientists makes it possible to get workers out of dangerous areas, solve the problem of a shortage of qualified personnel, reduce the likelihood of occupational diseases, and also get economic benefits for the company. The so-called inertial navigation system does not require external landmarks or signals coming from outside. The harvester itself has a monitor, a navigation and computing unit, as well as a device for determining the speed of movement and clarifying the location of transport. Communication with the dispatcher at the mine takes place over the radio channel.

According to the Ministry of Education and Science of the Russian Federation, the first tests at a potash mine showed that a combine harvester with a new navigation system overcomes a straight section of mining up to 300 meters long without additional control by a mining engineer. At the same time, the deviation from the design axis of production does not exceed 20 cm.

As the researchers explained, this year the combine will also be retrofitted with a system of detectors for measuring gamma radiation in the rock formation, which will allow switching to autonomous or even remote control of the combine during mining. "In December 2023, we plan to complete pilot tests. During 2024, we are ready to produce five more samples of the navigation system and debug serial production," Kormshchikov said, adding that scientists have already applied for a patent for their invention.

According to scientists, such systems are being developed in Canada, Sweden and Australia, but Russian navigation uses fewer auxiliary systems, is easier to maintain and cheaper to implement, while it is not inferior to foreign analogues in accuracy.
Covid 1.8-5.4 times increases the chances of blood clots in the veins of the elderly
According to doctors from the United States, the relative chances of blood clots have also increased markedly among men, carriers of thrombophilia and overweight people

TASS, March 10. Doctors from the United States tracked the appearance of blood clots in the veins of almost 400 thousand people who had been ill with COVID-19, and found that coronavirus infection increases the occurrence of blood clots by 1.8-5.4 times among elderly people aged 55 to 84 years. The scientists' findings were published in an article in the journal JAMA Network Open.

"Our observations showed that the absolute risk of blood clots was low, but the coronavirus infection significantly increased the likelihood of their occurrence among some groups of patients. In particular, for elderly people aged 55-64 years, it increased by 1.8 times, and for patients aged 65-74 and 75-84 years, it increased by 5.4 and 6.5 times," the researchers write.

A group of American doctors led by Professor Margaret Fan of the University of California in San Francisco (USA) has conducted the largest study so far on how a coronavirus infection affects the frequency of the appearance of forms of blood clots in the veins of patients. In total, scientists studied the medical histories and tracked the lives of almost 400 thousand patients who became infected with COVID-19 between January 2020 and January 2021 and applied to California clinics for help.

All these people, as scientists note, suffered from the disease in a mild form and did not need hospitalization in the hospital. Doctors analyzed how often these patients were diagnosed with various forms of blood clots in the veins before and after infection with SARS-CoV-2, and also studied the circumstances of the appearance of these structures in blood vessels. Professor Fan and her colleagues compared these data with how often blood clots occurred in healthy people of the same age and gender who were not infected with COVID-19.

In total, scientists managed to record about three hundred cases of blood clots in the vessels of former carriers of coronavirus infection, which indicated a relatively low absolute frequency of their occurrence (0.26 cases for every 100 years of human life). Nevertheless, the relative chances of blood clots have increased markedly among the elderly (1.8-5.4 times), as well as among men (1.5 times), carriers of thrombophilia (2.5 times) and overweight people (3 times).

The researchers hope that the data they have collected will help doctors develop new, more targeted approaches for the prevention and prevention of venous thrombosis among former COVID-19 carriers, which will take into account the existence of these risk groups. This will reduce the burden on the healthcare system and at the same time save the lives of many people, the scientists summed up.
Nizhny Novgorod will write Russia's first textbook on cyber psychology
Now the training in the discipline in the country is mainly based on materials from foreign textbooks and scientific articles

NIZHNY NOVGOROD, March 11. Lobachevsky University scientists will write Russia's first textbook on cyberpsychology, Dean of the Faculty of Social Sciences Roman Golubin told TASS on Saturday.

"We have now collected the foreign [data] that we have, we will raise what we have. We have to accumulate material by the summer, I think, to think over the structure of the textbook, by the end of the year we have to do it," the agency interlocutor said, adding that this will be the first textbook on cyber psychology in Russia.

As Valeria Demareva, associate professor of the Department of Social Security and Humanitarian Technologies, Candidate of Psychological Sciences, head of the Cyberpsychology laboratory, clarified in a conversation with TASS, now training in Russia is mainly based on materials from foreign textbooks and scientific articles, including Russian psychologist Alexander Voiskunsky.

The textbook, according to Demareva, will consist of sections on the use of cyberspsychology in computer games, in industry, in counseling. "The basic course "Psychology of Virtual reality and cyberpsychology" has been built on such topics. I think that the textbook should be compiled in this way," the agency interlocutor noted.

She added that the textbook will include information about the history of cyber psychology and its basic concepts, about the impact of virtual environments on humans. "The applications of cyber psychology to the gaming industry, to consulting, to the defense industry will be considered separately. We will also pay attention to human-machine interfaces and neuromarketing," Demareva concluded.

In September 2022, Lobachevsky University launched Russia's first mass open online course on cyberpsychology. The task of a cyberpsychologist is mediation between a person and a machine, especially in a situation of the need for ethical choice, as well as the resolution of disputes between human and non-human actors (robots) in relation to work functions or harm. To do this, a cyberpsychologist must have an understanding of both the psychology of society and the work of algorithms

Researchers reported that coffee production is threatened by climate change
By 2050, the area of land favorable for cultivation may be reduced by 50%

SYDNEY, March 10. /tass/. A group of Australian scientists believes that coffee production in various parts of the world is affected by negative factors associated with global climate change.
This conclusion was reached by experts from the State Association of Scientific and Applied Research (CSIRO), as well as the National Science Agency of Australia and the University of Southern Queensland in a report released by them on Friday. Due to climate change from 1980 to 2020, natural disasters, according to scientists, began to occur much more frequently in the 12 leading coffee growing areas.

"Since 1980, global coffee production has been exposed to an increasing risk of crop failures that can affect several regions simultaneously," said Doug Richardson, lead author of the study. The scientist clarified that coffee trees are very vulnerable to climate change. The average annual temperature and precipitation "should be in the optimal range," he added.

As previously reported, some researchers do not exclude that by 2050 the area of land favorable for coffee cultivation may be reduced by 50%.
Russia has developed invisible screening systems to search for weapons and drugs
It is planned to reduce the cost of their production by 10 times due to the new component

MOSCOW, March 10. Researchers in Russia have developed detectors to detect concealed weapons and drugs in people. It is planned to reduce the cost of their production by 10 times due to the new component. This was reported to TASS by the head of the study, chief researcher of the Yu.A. Institute of Solid State Physics. Osipyana RAS Igor Kukushkin.

The systems developed by scientists are based on two technologies: terahertz radiation, which makes it possible to scan living organisms and objects with a high degree of detail, and the method of amplification of Raman light scattering (Raman spectrometry), which helps to determine their origin by reaction to optical radiation of molecules of substances. Unlike the classic "frames" installed in public places, new detectors can be built into walls.

"The traditional "frame" uses a frequency of about 20 GHz, in our systems - 100 and 300 GHz, which allows you to increase the resolution of the resulting image by 10 times. At the same time, concrete and other building materials will not be a barrier for terahertz radiation, so such detectors can be made invisible by embedding them in walls. We have created similar automated sub-terahertz systems for the inspection of postal items. The system can perform real-time visualization with an effective spatial resolution of 3 mm, at a conveyor speed of up to 15 m/s," Kukushkin said.

The first samples of such systems are already working in several countries of the world, the researcher said. However, the need to manufacture large multi-pixel matrices from expensive gallium arsenide material makes them expensive to manufacture. The authors decided to replace this element with silicon.

"Silicon is a much cheaper material, not inferior in its characteristics to gallium arsenide. The tests have confirmed this, and now we are working on samples of a new generation of detectors. The transition to silicon will reduce the cost of production by 10 times and ensure a wider use of detectors," the scientist believes.

Specialists from Lomonosov Moscow State University and the Moscow Institute of Physics and Technology are also taking part in the study, supported by a grant from the Russian Science Foundation.

In the USA, it was found out that the coronavirus can spread in populations of urban gray rats
Experiments have confirmed that alpha, delta and omicron strains often infected rodents, actively multiplied in their respiratory system and generated a large number of viable SARS-CoV-2 particles

MOSCOW, March 9. /tass/. American molecular biologists have found that over 16.5% of gray rats living in New York have recently been infected with coronavirus. This suggests the need to monitor the spread of SARS-CoV-2 in rodent populations, the press service of the American Society of Microbiology (ASM) reported on Thursday.

"The results of our observations emphasize the need for further observations of rat populations to reduce the risk of secondary transmission of the virus from animals to humans. This is how they need to be conducted to assess the probability of whether the circulation of SARS-CoV-2 among rodents can lead to the emergence of new strains that pose an additional threat to humans," said a professor at the University of Missouri in Columbia (USA) Wan Xiufeng, whose words are quoted by the ASM press service.

The SARS-CoV-2 coronavirus, the causative agent of COVID-19, can enter the body not only of humans, but also of many other mammals. These, as recent experiments by biologists and observations by veterinarians show, include rhesus monkeys, minks, ferrets and cats, on which the infection acts almost as strongly as on humans. In particular, a recent study in France showed that about 10% of domestic cats have had coronavirus.

Professor Wan Xiufeng and his colleagues have discovered the first evidence that the coronavirus is spreading just as actively in populations of another category of animals living in cities - ordinary gray passerine rats (Rattus norvegicus). Scientists made this discovery during the study of blood samples collected by the city services of New York at the end of 2021 during observations of the state of rat populations living on the territory of this city.

A new reservoir of infection
In total, employees of city services caught and collected blood samples of eight dozen rats living in different areas of New York, in order to assess whether these animals are capable of being infected with new strains of delta and omicron at that time. To get an answer to this question, scientists comprehensively studied blood samples, including trying to find traces of the SARS-CoV-2 genome in them, as well as antibodies to the virus.

As it turned out, a significant part of the rats, 13 of them at once (16.5%), were carriers of antibodies to different variations of the coronavirus. In addition, scientists found fragments of the virus RNA in blood samples of four animals from different parts of the city at once. This discovery led scientists to study whether the virus can enter the body of rats in the laboratory.

Their experiments confirmed that alpha, delta and omicron strains very often infected rodents, actively multiplied in their respiratory system and generated a large number of viable SARS-CoV-2 particles. At the same time, scientists found that the first variations of the coronavirus were significantly inferior in this respect to new strains, which may explain why in the past many biologists believed that rats were unable to get COVID-19 or extremely rarely do so.

According to Wan Xiufeng and his colleagues, the information they collected suggests that urban rats are one of the largest potential reservoirs for infection, where the coronavirus can spread and evolve for a long time. This should be taken into account when developing new measures to combat the pandemic, the scientists concluded."

THE SOCIAL STUDIES TEXTBOOK PROMOTES THE ROCKEFELLER CLUB OF ROME: PROPAGANDA OF DEPOPULATION AND LOSS OF SOVEREIGNTY TO CHILDREN ANGERED SENATORS AND PUBLIC FIGURES

Another conflict with textbooks inculcating the anti-values of liberal globalists to children broke out in the Urals. The focus is on Social Studies, which already has a bad reputation among parents (sixth grade, authored by O.A. Kotova and T.E. Liskova, the Enlightenment publishing house, UMK SPHERES), which openly advertises the David Rockefeller Club of Rome, whose neo–Malthusian ideas formed the basis of the so-called UN Sustainable Development Goals. The propaganda of depopulators and deindustrializers, adherents of depriving countries of sovereignty, did not pass by parents, the Ural media and senators, who demanded that the textbook be urgently sent for examination. Such materials should be promptly put up a barrier if we want to survive in the confrontation with the collective West, and we just wish our country a bright future.

It all started with the appeal of parents of sixth grade students to the editorial office of the media URA.RU .

The social studies textbook advertises the scandalous Rockefeller Club

A school textbook on social studies advertises the scandalous "Roman Club" of Rockefeller

Parents of sixth grade students contacted the URA.RU editorial office because they are dissatisfied with the new social studies textbook. According to them, the authors advertise in the book the scandalous "Club of Rome", founded by billionaire David Rockefeller.

"The study of the deepest problems and the search for ways to solve them is engaged in the international public organization "Roman Club". By order of the club, outstanding scientists have created a series of reports under the general title "The Difficulties of humanity," says the textbook, which is at the disposal of the editorial board. Its authors also refer to the reports of the president of the club Aurelio Peccei.

Parents were outraged that their children were being taught this. "The very first organization that fights for the reduction of armaments and the prevention of wars, poverty and contributing to the salvation of mankind is called the Club of Rome," they are perplexed.

It is believed that the "Rome Club" was organized by the Italian scientist, manager and public figure Aurelio Peccei (1908-1984) and the Director General for Science of the OECD Alexander King. However, the real founder of this structure was David Rockefeller, who died in 2017. The organization promotes three main ideas. The first is that the world must stop the growth of the economy and population. Most members of the Club of Rome believe that there should be no more than one billion people on Earth. The second idea is that all global problems in the world arise because of state sovereignty. According to the idea, all problems can be solved if there are no state borders in the world at all. This leads to the last idea — only the world government can save humanity.

URA.RU asked for comment to the Ministry of Education and Science and Rosobrnadzor. No response has been received at the time of publication.

Previously URA.RU reported that, according to information from a social studies textbook, the Ural Federal District (UrFO) is the dirtiest in Russia.
And in general, the ecological situation, according to the authors, is very difficult in the country.

The school textbook provides information about the Rockefeller Club in a positive way"
~~~~
And there was something to be indignant about. The very first organization allegedly solving the "global problems of our time", the authors of the Social Studies textbook called the "Roman Club", founded by billionaire David Rockefeller in 1968. The speakers of the club are named in the textbook as "outstanding scientists of our time" who proposed to solve global problems in a series of reports "The Difficulties of humanity". They also quote one of the reports, noting that "a person should not push the possibilities of nature to the extreme limits." And the rest of the members of the club allegedly advocated the "improvement of man"
It is very sad that half-truths are being introduced into the brains of children in state schools. The Italian scientist, manager and public figure Aurelio Peccei (1908-1984) mentioned in the text was not the true founder of the Club of Rome. The sponsor and ideologist of the project was the multi-billionaire globalist David Rockefeller, who died in 2017. And independent researchers, for example, Doctor of Economics Valentin Katasonov, have long ago sorted out all the subtleties of the philosophy of the Republic of Kazakhstan, rightly drawing a parallel (or even an equal sign between these ideas and the doctrine of the degeneration of mankind from Thomas Malthus). Here is a short quote from the material of the researcher "Three ideas of the Club of Rome", written for the 50th anniversary of the organization:
"In 1965, at the estate of David Rockefeller in Bellagio (Italy), a conference "Conditions of the world Order" was held, to which the owner of the estate invited about two dozen intellectuals. And on April 6-7, 1968, a representative meeting was held in Rome with the participation of 75 people, where it was decided to establish the Club of Rome. The participants of the meeting declared that the club should engage in intellectual activity to describe the desired parameters of the future of humanity. We agreed that the number of members of the Club of Rome will be 100, it will be formed from the most prominent scientific, public, political and financial figures from different countries. The Executive Committee of 12 people determines the activities and agenda of the annual assemblies of the club. In 2018, the jubilee assembly of the club dedicated to its 50th anniversary will be held on October 17-18 in Rome.
Since 2008, the headquarters of the Club of Rome has been located in Winterthur, Switzerland. In addition to full members, there are associate members of the club who participate in the preparation of projects and reports commissioned by the club. Honorary guests from among the leading statesmen, politicians, and scientists are invited to the annual meetings of the Club of Rome. In addition to current and associate members, there are also honorary members. The list of members includes former US Secretary of State Henry Kissinger, King Philippe of the Belgians, former NATO Secretary General Javier Solana, former Secretary General of the CPSU Central Committee Mikhail Gorbachev, billionaire and CNN founder Ted Turner, former US Vice President Al Gore, Microsoft founder Bill Gates, former UN Secretary General Kofi Annan, Queen Beatrice of the Netherlands, former US President Bill Clinton, financial speculator George Soros, former British Prime Minister Tony Blair, former European Commission Presidents Romano Prodi and Jacques Delors.
The Club of Rome is continuously expanding the geography of its activities through the creation of national associations that have been established in 35 countries. In 1989, the Association for the Promotion of the Club of Rome was established in the USSR. The collapse of the Union did not prevent it from transforming into the Russian Association for the Promotion of the Club of Rome, now operating under the auspices of the Foundation for Advanced Studies.
The first report "World Dynamics" was published in 1971 and was prepared by Professor of the Massachusetts Institute of Technology J. Forrester. The baton was taken by a group of researchers led by Dennis Meadows, who published the report "Limits of Growth" in 1972. The reports contained the results of computer calculations of the dynamics of human development for the coming decades: industrial and agricultural production, population, reserves of natural resources, environmental pollution. The results were disappointing. The continuation of economic growth together with demographic growth, according to calculations, should create ever greater pressures on the natural resources and the biosphere of the planet. At some point, a catastrophe must occur as a result of the depletion of natural resources and deadly pollution of the environment.
The reports of the Club of Rome also launched a version of the possible death of humanity from the "greenhouse effect" as a result of large-scale emissions of carbon dioxide into the atmosphere resulting from the burning of oil, natural gas and coal ("heat death"). The scenarios differed in the timing of the catastrophe, but in any case it was predicted that it would come no later than half a century later. In 1974, another report of the club "Humanity at a Crossroads" was published, prepared under the leadership of M. Mesarovich and E. Pestel. In 1976, the report of J. Tinbergen "Revision of the international order" appeared.
These and subsequent reports of the Club of Rome (43 reports were prepared by 2017) created a nervous atmosphere – and at the same time the idea was being introduced into the public consciousness that it was possible to prevent a global catastrophe by stopping economic and demographic growth. This is how the concept of "zero growth" began to take shape. In fact, it was a return to Malthusianism – the doctrine that population growth leads to poverty and misery, and therefore wars, epidemics and other cataclysms that take the lives of large masses of people should be considered positive phenomena. The neo-Malthusianism of the Club of Rome provided, however, "civilized" methods of population reduction. One of these methods was to be "family planning
"."
The doctrine of the destruction of man from the Republic of Kazakhstan is revealed in more detail in Katasonov's material "The Roman Club: the project of the "soft" destruction of man".
(website of the public organization "Russian Economic Society named after S. Sharapov")
In short, the world, according to the ideologists of the club, should stop the growth of the economy and population. There should be no more than a billion people on earth (the combination of "golden billion" has been used more than once in speeches by Russian President Vladimir Putin – in a negative connotation, of course). And then – it is necessary to deprive the state of political sovereignty and put a single world government over the world. Actually, these ideas on "zero emissions" under the sauce of a green eco-test formed the basis of the Sustainable Development Goals and the UN "Agenda 2030", which all its member countries are voluntarily fulfilling now.
These are the kinds of things that are drummed into our children's heads. Ural journalists have contacted the Ministry of Education and Science and Rosobrnadzor about such propaganda in the textbook for comment, but have not yet received a response.
But a more serious request was prepared by senators – Margarita Pavlova, Lilia Gumerova, as well as social activist Ekaterina Mizulina, who did not stay away from imposing Rockefellerism on our children.
"We will restore order. The Federation Council will check the social studies textbook for the sixth grade, which promotes Western values, advertises the scandalous Rockefeller Club and insults the Urals. This is one of those series when absolutely what is impossible is to distort our history, distort facts, and adjust it to pseudo—liberal views, that's all that came to our schools. It just shouldn't be. And, unfortunately, it occurs here and there. We will certainly respond to this," Senator Gumerova said.
"This textbook promotes Western values. Looking through such publications, one gets the feeling that education is in the hands of our enemies. Expertise is needed here. Taking into account the ongoing special operation, parents have become more attentive to what they teach children in schools. At the same time, it is quite difficult to conduct dialogues with the Ministry of Education of the Russian Federation on this topic. At meetings of the Federation Council Committee, sometimes it seems that no one is responsible for anything," said her colleague Pavlova.
"After looking at the materials that parents send, we will send an appeal from the National Center for Helping Children to the Minister of Education of Russia, because these materials raise questions. Not only these, but also mentions of some foreign leaders of public opinion, such as Mother Teresa. There are examples of worthy Russians and citizens that could be described in such textbooks.
The textbook contains Western technologies that are aimed at escalating the situation inside the country. Stories that everything is bad in certain regions, this is a fairly standard Western trend. It is necessary to check how this got into the textbooks that children study," Ekaterina Mizulina, Executive Director of the National Center for Children's Aid, supported the senators.
In the dry balance, we have the following: Minister Kravtsov will receive appeals from officials and public figures demanding a new examination of this correspondence. But this is not enough – even if specific information from this textbook is withdrawn. The filter regarding the education of Russian children should be extremely strict. And in the future unified line of textbooks, nothing like this should come across our eyes, of course, should not. However, there are big questions for the department itself and its head Sergey Kravtsov, who recently swore allegiance to the global educational forum of the United Nations and UNESCO, the digitization of the school and other "universal values" - in fact, a new wrapper of the ideas of the same Club of Rome. He can no longer make idiots out of his parents, so we really hope for fundamental, fundamental changes in our educational policy - in its ideology and personnel."
Count and rule: what is the main secret of smart electricity meters
February 15, 2023
Digitalization of housing and communal services in the Russian Federation began in 2020, when the law on so-called smart meters was adopted. We were assured that intelligent devices will make people's lives easier – they will transmit readings themselves, and in general they are comfortable, beautiful, modern. A year later it turns out: lobbyists delicately kept silent about one function
Anna Snezhnaya
Who really needs "smart" devices the most and why?
At the stage of adoption of the law two years ago, the Ministry of Energy of the Russian Federation advertised the "introduction of intelligent electricity metering devices" as a super innovation. New meters will save the consumer from worries about their installation and maintenance (energy companies will do this for free), and even miracle devices will transmit readings to the management company themselves, fix leaks or fraudulent tie-ins – a real breakthrough in the Russian economy!
"The law has two main lines. The first is the transfer of responsibility for the installation and maintenance of the metering device from the consumer (individual or enterprise) to the resource–supplying organization. The second, taking into account technological progress and the course towards digitalization of the economy, is the introduction of the obligation to install intelligent, so–called "smart" meters. So, according to the norm of the law, from July 1, 2020, the obligation to install electricity metering devices is removed from consumers, it will be shifted to guaranteeing suppliers in apartment buildings and to network organizations – in other cases. At the same time, professional market participants will be required to equip their consumers with intelligent metering devices from January 1, 2022," commented Anastasia Bondarenko.
But is it really so difficult for a consumer to call the management company once a month and transmit the meter readings? The same is done by the senior in the house / entrance (if we are talking about communal property). And is it worth the hassle of subscribing to a pig in a poke?
Or maybe government officials from housing and communal services and management companies really decided to take care of people and ordered to delegate this backbreaking work to expensive "smart meters"? Maybe we didn't finish something after all?
There is one caveat. We really were not told about the essential property of the new intelligent metering devices.
Many new models of digital meters have the function of remote electricity limitation sewn into them. If earlier the resource supply or management company still had to prove the existence of debt and justify the amount of debt in court, and only in this way was the shutdown of the resource supply authorized, now companies have the technical ability to do this without the mediation of courts and bailiffs.
Today, it has been a year since the installation of intelligent electricity metering systems is mandatory. Similar initiatives are being considered for water and heat meters.
The most interesting thing is that the "modernization of meters" was promised to be carried out free of charge, that is, at the expense of energy companies. In fact, the "yoke" is put on the tenants of apartment buildings at their own expense. The costs of this program, among others, formed the basis for an unscheduled increase in electricity tariffs by 2%.
Due to the same increase in tariffs, however, they promised to replace expensive household accounting systems without attracting residents' funds.
No matter how well the tariff increase is explained and no matter how much the new digital metering devices are praised, installing them on the household economy is exactly the same new lever in the hands of management companies. It turns out that the new devices technically allow you to limit the supply of resources to the whole house.
Are companies really going to be able to turn off people's lights, heat and water just like that, without trial and investigation, based only on their invoices? From today it seems lawless. There are many cases when the debts of tenants turned out to be fictitious or overstated, and this was confirmed by the court.
In the end, apparently, everything will again depend on the resistance of the tenants themselves.
But we now know for sure that suppliers have a dream of a single-stage switch.
The trial balloon is already being rolled back on less protected layers - the Ministry of Energy proposes to expand the user base of smart meters forcibly at the expense of debtors.
The fact is that the process of modernization of power systems in the MKD is not going fast. Despite the fact that the installation of "smart meters" has become mandatory in Russia since 2022, they have actually appeared in few places today. By default, they should be installed only in new buildings. The rest of the houses, where so far mostly conventional meters, were allowed to replace them gradually – only to replace the current metering devices that have failed or as their service life is completed.
In the summer of 2022, the relevant ministry proposed amendments to the legislation. According to them, it is allowed to install out of turn "smart metering devices" with the function of remotely limiting the supply of resources to debtors' apartments, at their own expense.
The Ministry of Energy considers it possible to apply this rule to consumers who have repeatedly received claims for debt payment during the year, but have not repaid. It was also reported that the devices themselves, together with the installation, will cost debtors 14-38 thousand rubles.
"The device will be installed within six months if the debtor is identified before the end of 2023, and three months if he receives notification after January 1, 2024," the document says.
At the same time, the consumer will be obliged to provide access to his premises for the installation of the device, after which the guaranteeing supplier and (or) the management company will be able to remotely limit the debtor's power supply.
If the debtor consumer refuses to install a "smart meter", he will face a fine.
The initiative makes it possible to increase the "payment discipline" among consumers and maintain a balance of interests between them and energy companies, the agency justified its initiative."
Rostelecom helps digitalization of Nizhny Novgorod housing and communal services
14.03.2023
Rostelecom has upgraded the capital repair fund management system in the Nizhny Novgorod Region based on its own platform solution. The project allowed the NGO "Nizhny Novgorod MCD Repair Fund" to automate most of the processes.
"We ensure the organization and timely implementation of the overhaul of apartment buildings throughout the Nizhny Novgorod region. The pace of implementation of the regional capital repair program depends on the effectiveness of our work. On a daily basis, the Fund interacts with apartment owners, supervisory and supervisory organizations, local governments, the Criminal Code and contractors. Many processes that were previously performed manually are now automated," said Dmitry Gnatyuk, director of the NGO Nizhny Novgorod MCD Repair Fund.
The key advantage of the system is automation of the processes of formation and updating of short—term and long-term capital repair programs and control of their execution.
The mobile application "Construction Control" helps to control the work of contractors: specialists immediately record all comments in the system.
Rostelecom is actively involved in the implementation of programs for the digital transformation of the region. The company's technological solution has also found application in the housing and utilities sector. The information platform allows you to coordinate the interaction of all participants in the overhaul, helps to build work processes and ensures their transparency and openness. The software package is constantly being improved and systematically expanded," said Evgeny Petrov, Vice President, Director of the Nizhny Novgorod branch of PJSC Rostelecom.
The automated platform consists of many subsystems. One of its functional blocks is the base of apartment buildings (MKD) Nizhny Novgorod region. Now each building has a passport, which contains information about the condition of the residential structure. In the passport of the MKD, Rostelecom specialists collected scattered information about houses, checked with the Unified State Register of Taxpayers, identified unaccounted-for areas of premises and formed a database of residential facilities located in the region. They are necessary for the formation of a regional capital repair program.
Another block contains information about contractual activities. In this section, auctions are formed, contracts are drawn up, acts of work performed, payment is controlled, and claim work on concluded contracts is reflected. The system made it possible to automatically upload the necessary documentation to the electronic public procurement platform.
Separate subsystems are responsible for monitoring the work performed, maintaining personal accounts of owners, integration with other information systems, including GIS housing and communal services.
A number of sections ensure the financial activities of the operator for the overhaul of housing. They serve to control the mutual settlements of the fund with contractors, support billing operations, assessment of contributions for repairs.
Smart intercoms monitor the security of the courtyards of St. Petersburg
Yesterday
In 2023, it is planned to install more than 9,000 smart intercoms in St. Petersburg as part of the Smart Yard project. The devices are integrated into the hardware and software complex "Safe City", according to the city Committee for Informatization and Communications.
Now there are more than 31 thousand smart intercoms in the Northern capital. City services receive and pay for video streams from video cameras equipped with devices with a certain list of technical requirements. The contractor under the state contract determines what the monitoring devices will look like. Often video cameras are an element of a multifunctional intercom panel (such panels can have a variety of additional functions), less often – one camera that is built next to an existing intercom panel.
The entire video stream from monitoring devices is transmitted to the data processing and storage center in real time. If necessary, each resident can contact the City Monitoring Center to make a request to save video from the intercom.
Smart intercoms are integrated into the agro-industrial complex "Safe City", so they can be used to notify residents during an emergency. In the event of an incident, the intercom will "speak": an audio alert will be broadcast with instructions on further actions for residents.
In addition, in case of an emergency, smart intercoms allow you to remotely open the door locks. This is important when special services need to get into the entrance, for example, in case of a fire.
