Which is why you read the entire passage and not the bit that suits your agenda best:
“Do not think that I have come to abolish the Law (Torah) or the Prophets; I have not come to abolish them but to fulfill them. For truly I tell you, until heaven and earth disappear, not the smallest letter, not the least stroke of a pen, will by any means disappear from the Law (Torah) until everything is accomplished. Therefore anyone who sets aside one of the least of these commands and teaches others accordingly will be called least in the kingdom of heaven, but whoever practices and teaches these commands will be called great in the kingdom of heaven. For I tell you that unless your righteousness surpasses that of the Pharisees and the teachers of the law (Torah), you will certainly not enter the kingdom of heaven.

The passage is very very different from the way you want to take it out of context. The passage says the complete opposite of what you want it to say. It literally says that you need to observe the Torah MORE RIGHTEOUSLY than the Pharisees, that your righteousness needs to be so good that you will surpass all other Torah observers and teachers of the Torah. It says in the last sentence there that if you don't do this that you will not enter heaven.
It calls those who leave aside the Torah, "least" of the kingdom of heaven. Whoever follows the Torah down to the very letter is called "greatest" in the kingdom of heaven. These are Jesus' words from your own text.
