This actually made me think of General Electric and their scientist Irving Langmuir who worked on weather modification project "Cirrus" (There was another govt project "Storm Fury"). So it doesn't even have to be HAARP. I haven't found anything showing that Hurricane Helene of '58 was part of those projects. Ofcourse it is possible this one was juiced up...given the research that was done back then.
