Here is the bill, California Legislature - Bill AB2223. This bill is a move to amend the existing bill. Basically if it passes, anyone involved with the death of a fetus during an abortion will not be held as liable. They also changed the word "woman" to "individual" and "pregnant person."

In the first section, Under Digest, they are explaining what the bill is and what they are changing. The parts that are crossed out are the parts they are removing from the bill.
___________________________________________________________________________________________________________________________

AMENDED IN ASSEMBLY MARCH 17, 2022

CALIFORNIA LEGISLATURE— 2021–2022 REGULAR SESSION

ASSEMBLY BILL
NO. 2223

Introduced by Assembly Member Wicks
(Principal coauthor: Assembly Member Mullin)
February 15, 2022

An act to amend Section 27491 of the Government Code, and to amend Sections 103005, 123462, 123466, and 123468 of, to add Sections 123467 and 123469 to, and to repeal Section 103000 of, the Health and Safety Code, relating to reproductive health.

LEGISLATIVE COUNSEL'S DIGEST

AB 2223, as amended, Wicks. Reproductive health.

(1) Existing law requires a county coroner to hold inquests to inquire into and determine the circumstances, manner, and cause of violent, sudden, or unusual deaths, including deaths related to or following known or suspected self-induced or criminal abortion. Existing law requires a coroner to register a fetal death after 20 weeks of gestation, unless it is the result of a legal abortion. If a physician was not in attendance at the delivery of the fetus, existing law requires the fetal death to be handled as a death without medical attendance. Existing law requires the coroner to state on the certificate of fetal death the time of fetal death, the direct causes of the fetal death, and the conditions, if any, that gave rise to these causes.
This bill would delete the requirement that a coroner hold inquests for deaths related to or following known or suspected self-induced or criminal abortion, and would delete the requirement that an unattended fetal death be handled as a death without medical attendance. The bill would prohibit using the coroner’s statements on the certificate of fetal death to establish, bring, or support a criminal prosecution or civil cause of damages against any person.
(2) Existing law, the Reproductive Privacy Act, provides that every individual possesses a fundamental right of privacy with respect to their personal reproductive decisions. Existing law prohibits the state from interfering with a pregnant person’s right to choose or obtain an abortion before the fetus is viable or when it is necessary to protect the life and health of the pregnant person. Under existing law, an abortion is unauthorized if either the person performing the abortion is not a health care provider that is authorized to perform an abortion or the fetus is viable.
This bill would prohibit a person from being subject to civil or criminal liability, or otherwise deprived of their rights, based on their actions or omissions with respect to their pregnancy or actual, potential, or alleged pregnancy outcome or based solely on their actions to aid or assist a pregnant person who is exercising their reproductive rights. The bill would clarify that an abortion is unauthorized if performed by a person other than the pregnant person and either the person performing the abortion is not a health care provider that is authorized to perform an abortion or the fetus is viable. The bill would authorize a party aggrieved by a violation of the Reproductive Privacy Act to bring a civil action against an offending state actor, as specified, and would require a court, upon a motion, to award reasonable attorneys’ fees and costs to a prevailing plaintiff.

Existing law, the Reproductive Privacy Act, provides that every individual possesses a fundamental right of privacy with respect to their personal reproductive decisions.
This bill would state the intent of the Legislature to enact legislation that would relate to reproductive health.

BILL TEXT
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1.

The Legislature finds and declares all of the following:
(a) Reproductive justice is a framework created by Black women in 1994 to address the intersectional and multifactored issues that women of color and their families face in society.
(b) Reproductive justice is the human right to control our bodies, sexuality, gender, work, and reproduction. That right can only be achieved when all people, particularly women and girls, have the complete economic, social, and political power and resources to make healthy decisions about their bodies, families, and communities in all areas of their lives. At the core of reproductive justice is the belief in the right to bodily autonomy, the right to have children, the right to not have children, and the right to parent the children we have with dignity and respect in safe and sustainable communities.
(c) A critical part of realizing reproductive justice for people in California is clarifying that there shall be no civil and criminal penalties for people’s actual, potential, or alleged pregnancy outcomes.
(d) Across the country, people have been criminally prosecuted for having miscarriages or stillbirths or for self-managing an abortion. California has not been exempt. Despite clear law that ending or losing a pregnancy is not a crime, police have investigated and prosecutors have charged people with homicide for pregnancy losses.
(e) Also across the country, pregnant people are under threat of civil penalties for their actual, potential, or alleged pregnancy outcomes and civil penalties have been threatened against people who aid or assist pregnant people in exercising their rights.
(f) Pregnancies can end in a range of outcomes. Nationwide, as many as one in five known pregnancies end in miscarriage. In California, as many as 2,365 pregnancies per year end in stillbirth, meaning perinatal loss after 20 weeks gestation. Many pregnancy losses have no known explanation.
(g) People also need to end pregnancies by abortion, including self-managed abortion, which means ending one’s own pregnancy outside of the medical system.
(h) Every Californian should have the right to feel secure that they can seek medical assistance during pregnancy without fear of civil or criminal liability.
(i) The threat of criminal prosecution of pregnancy outcomes is partly traceable to out-of-date provisions that give coroners a duty to investigate certain abortions and pregnancy losses. Based on these provisions, health care providers and institutions report people to law enforcement for pregnancy losses, leading to harmful investigations and even unlawful prosecutions.
(j) Civil and criminal penalties imposed on pregnant people is a critical issue for Black, Indigenous, and other people of color, who experience adverse pregnancy outcomes as a result of systemic racial inequities and are more likely to be under scrutiny of state systems like child welfare or immigration.
(k) The threat of criminal prosecutions or civil penalties on pregnant people through child welfare, immigration, housing, or other legal systems has a harmful effect on individual and public health. When a person fears state action being taken against them related to their pregnancy, they are less likely to seek medical care when they need it. If they do seek care, punishing them for actual, potential, or alleged pregnancy outcomes interferes with professional care and endangers the relationship between providers and patients.
(l) That is why major medical groups like the American Medical Association, the American College of Obstetricians and Gynecologists, and the American Public Health Association oppose civil and criminal penalties for actual, potential, or alleged pregnancy outcomes.

SEC. 2.
Section 27491 of the Government Code is amended to read:
27491.
It shall be the duty of the coroner to inquire into and determine the circumstances, manner, and cause of all violent, sudden, or unusual deaths; unattended deaths; deaths where the deceased has not been attended by either a physician or a registered nurse, who is a member of a hospice care interdisciplinary team, as defined by subdivision (g) of Section 1746 of the Health and Safety Code in the 20 days before death; deaths related to or following known or suspected self-induced or criminal abortion; known or suspected homicide, suicide, or accidental poisoning; deaths known or suspected as resulting in whole or in part from or related to accident or injury either old or recent; deaths due to drowning, fire, hanging, gunshot, stabbing, cutting, exposure, starvation, acute alcoholism, drug addiction, strangulation, aspiration, or where the suspected cause of death is sudden infant death syndrome; death in whole or in part occasioned by criminal means; deaths associated with a known or alleged r*pe or crime against nature; deaths in prison or while under sentence; deaths known or suspected as due to contagious disease and constituting a public hazard; deaths from occupational diseases or occupational hazards; deaths of patients in state mental hospitals serving the mentally disabled disordered and operated by the State Department of State Hospitals; deaths of patients in state hospitals serving the developmentally disabled and operated by the State Department of Developmental Services; deaths under such circumstances as to that afford a reasonable ground to suspect that the death was caused by the criminal act of another; and any deaths reported by physicians or other persons having knowledge of death for inquiry by coroner. Inquiry pursuant to this section does not include those investigative functions usually performed by other law enforcement agencies.
(a) In any case in which If the coroner conducts an inquiry pursuant to this section, the coroner or a deputy shall personally sign the certificate of death. If the death occurred in a state hospital, the coroner shall forward a copy of his or her the report to the state agency responsible for the state hospital.
(b) The coroner shall have discretion to determine the extent of inquiry to be made into any death occurring under natural circumstances and falling within the provisions of this section, and if inquiry determines that the physician of record has sufficient knowledge to reasonably state the cause of a death occurring under natural circumstances, the coroner may authorize that physician to sign the certificate of death.
(c) For the purpose of inquiry, the coroner shall have the right to exhume the body of a deceased person when necessary to discharge the responsibilities set forth in this section.

The coroner shall shall, within three days after examining the body body, deliver the death certificate to the attending funeral director.

(b) This section shall not be used to establish, bring, or support a criminal prosecution or civil cause of action seeking damages against any person, whether or not they were the person who was pregnant with the fetus. Through its courts and statutes and under its Constitution, California protects the right to reproductive privacy, and it is the intent of the Legislature to reaffirm these protections.

Sacramento has been trying to essentially de-criminalize prostitution involving minors for a while now... so while this is shocking, it aint exactly surprising.

She is speaking of last week
police recovered the remains of 5 preborn babies
from the Washington Surgi-clinic that was previously
operated by abortionist dr.cesare santangelo
the police assumed they were all from legal abortions
without conducting any medical investigation, the DC
medical examiner does not plan to do any autopsies

From evidence recovered of photos and information that
have been shared with the public, all 5 were developed
well past the point of viability and likely suffered severely
painful abortion procedures without an autopsy it's not known
how each child died

One baby girl had deep lacerations to the back of her neck
and may have been the victim of a illegal partial abortion
Another was found inside the amniotic sac and
could have been born alive
That is as much as What Her Face says on the found babies
and I haven't got the heart or courage to go look at the rest
of this story right now as I was soul torn
by the thumbnail she did share and what was said in the video
She then goes on to discuss the law which this thread is about
and how the way it is worded will allow for women to murder
babies and not have to disclose that information nor is anyone
allowed to question them about it

This hurts so much. Like that maniac "doctor" from Philly. If this isnt investigated, the national pro-life groups should be primarying ALL elected officials responsible for turning their back on this investigation. Make an example of them, in the nations capitol no less.

I agree 100% TempestOfTempo
Every single one should be held accountable
the police, examiner and the pro-life groups
and the people who worked/ran the clinic too
it's disgusting this is something that can happen in
this world
I think I have converted a few advocates to pro life now
as I showed them that part of the video
it does help to show them what they are actually supporting

the way it is spoken of when tptb discuss it makes it
sound like it's not even a child yet
I know they were horrified by what I showed as I was too
sometimes it takes a very hard truth to wake someone up
and I will keep doing so as this should never had been allowed period

I do not think I heard of that dr ?
but if this reminds ya of the above then
it says enough about them

I do not understand how someone could ever even
do this sorta evil

Same way you saved me from having to watch the video I can save you the horror of researching the Philly doctor. He was so out of control with the psychopathic murders of children in his clinic that he was eventually closed and I think actually convicted. But only after he had destroyed so many lives.

Thank ya TempestOfTempo
I appreciate that so much as I have seen
the one I posted too many times since I posted
that I been having nightmares of it every friggin night
and I know it's wrong for me to say but I hope the others
I have shown it to are having nightmares too

How was this ever allowed soon as that
dr was convicted any of them as soon as it happened
once it shoulda stopped all except in extreme cases of r*pe/incest
as we are seeing with the eniccav no matter the harm done tptb
don't care just another useless eater and breeder
I really do not know how we can awaken the masses if we
cannot find ways to hack into their daily lives/routines to show them
the actual truths that are being covered up
I do and wanna believe most people are good decent kind people
that if they are made aware of the actual realities of this world
would not condone it
it's just right now that seems impossible the way the online
is being censored and a lot I know are older none tech savvy peoples
so they are never gonna see unless we can do the hacking somehow,
why I keep asking where all the good on our side hackers at
We need them now more than ever before

For me, nightmares can be scary to, but when I wake up it fades. Whats scarier is not having/remembering my dreams.

I disagree I prefer not remembering
as I have a lot of night terrors not nightmares
where when someone tries waking me
I am screaming and hitting because I'm stuck
in the terror it does fade after awhile but it takes
awhile after I wake up
I guess with good dreams I would like to remember

That is why that one dream I had before the divoc
was strange as I still remember it clearly that's weird
for me
