i think he knows that the USSS is corrupt in general, but there are a few decent people there. i suppose he didnt want to alienate any friends he might have who might end up saving his life. FEMA personnel, on the other hand, should all be tried and sent to prison. any decent person should have flat out quit as soon as they were prevented from helping the victims.
