Foresight developers develop success: Matvienko and Kravtsov advocated the legalization of e-school as one of the main forms of education

Following the voluntary and compulsory transfer of all schoolchildren and students to electronic distance learning during the so-called self-isolation, despite the frankly disastrous experience of the first week of the distance and the boundless indignation of unhappy parents, who, on the basis of their own voluntary statements, were made responsible for the life and health of children, the quality of their knowledge and providing them with everything necessary for a full–fledged (in fact, a priori incomplete) educational process, "effective managers" from education have connected heavy artillery. And now a dangerous experiment for the health of the younger generation can become the norm for us.

"The coronavirus pandemic has given impetus to the movement towards the formation of a system of school and university education that organically combines both traditional and distance, digital learning technologies. The future belongs to such a system. And it requires more precise legal, legislative registration in the near future," Valentina Matvienko wrote in her blog on the website of the Federation Council.

At the same time, using the well-known instructions for slow cooking of a frog, Valentina Ivanovna hastened to calm everyone down and noted that the traditional school with direct communication between the teacher and the student should not be canceled.

"In any case, I adhere to this position. Without this, there can be no full-fledged socialization, integration of the child into society. But we must understand that distance learning will no longer be practiced as a backup, temporary method only in emergency situations like the current one. It has many advantages. It's stupid to deny it," the speaker said.

We call on the expert community and interested agencies to join this process. Distance learning is an important element of the educational process, significantly expanding the opportunities of students," the press service of the Ministry of Education quotes Kravtsov.

The expansion of opportunities for complete degradation of personality and early destruction of health, for the introduction of a lifelong "personal development trajectory" for the transfer of a biological object (as digital sectarians call people) of a limited set of "basic skills and competencies" for the role assigned to it – yes, all this will certainly become our reality at a distance, and this is what Kravtsov calls for. We once again understand why this executive manager, an "innovator", submissive in everything to Mr. Gref, who "looks after" education, took Olga Vasilyeva's chair - and the latter's dismissal was not accompanied by any clear explanation, criticism, etc. Although Vasilyeva gave up positions to transhumanists, she did not do it so clearly and left there are some hopes for the parent, pedagogical and academic communities. Now all of us will obviously have more problems.

Let's call a spade a spade – we are on the way to the complete destruction of education, especially in the context of our national traditions, our culture, the Russian/Soviet school, closely related to the upbringing of a person with spiritual and moral values, patriotism, love and respect for great personalities and achievements in the history of the country. The beginning of the end was the transition to the Bologna system and the Unified State Exam, as well as the iconic words of former Education Minister Andrei Fursenko (now, by the way, an assistant to President Vladimir Putin), who openly called for "educating not the creator, as the Soviet system did, but a qualified consumer." We were hoping for a radical change and a "rewind" in the issue of the destruction of the foundation of the Russian school, but now it is obvious that the rescue of drowning people is the work of the citizens themselves.

It is obvious that the penultimate stage of dehumanization in education will stretch for 5-10 years, and citizens will allegedly be voluntarily pushed to "convenient home-based learning", "use of all online innovations", etc. But every year, learning in classrooms, in lessons with live teachers will be more and more limited under various plausible pretexts, until eventually it becomes the lot of the chosen "elite", as officially proclaimed by the sodomite Isak Frumin from the HSE (Mr. Kuzminov's right-hand man) and the same digitalist Dmitry Peskov. As a result, the "plebs" (which is about 95% of the country's population) will have to be content with pre-recorded lectures and lessons on a limited range of subjects (they will already be called "modules" or it is still unknown how) and poking the mouse into squares to perform primitive test tasks. Such an "educational process" will be monitored by "artificial intelligence" – biometric cameras and primitive programs for checking completed tests.

However, we still have a lot of hope for our people, for the consciousness of the majority of citizens – first of all, parents, family members, all citizens of conservative views that cement our society and the state, which are the key to the growth of its demography. It's time for all of us to organize and make a strong protest before the mystery of the lawlessness of the destroyers of education acquires the status of federal laws. Naturally, all officials, deputies, security forces, intelligence officers responsible for the safety and well-being of Russia and its citizens, for the protection of national sovereignty and realizing that the foresight globalists openly drag the state straight into the abyss, are invited to cooperate – in our opinion, it is the duty of every citizen of Russia to do everything so that the plans of transhumanists fail. This is how they undermine the president's credibility

It became known as "On the implementation of identification and (or) authentication of individuals using biometric personal data ...". The very essence of the law has not changed much.

And as for the fact that when finalizing the law, provisions were introduced to prohibit the forced collection of information and discrimination against persons who refused to take biometrics, we know all this from the "history", for example, with the TIN. A citizen has the right not to have a TIN, but in practice this "tag" is required in all organizations and instances, referring to their departmental documents. Or for some types of vaccinations: there are no obligations of a citizen to vaccinate him or his child by law, but there are practical restrictions on the provision of basic social guarantees. For example, a child will not be allowed to go to kindergarten. So it will be, I am convinced, and according to "biometrics".

But now a little bit about something else, but closely related to the above. To put it mildly, about the dishonest manner of submitting information on the entry into force of this law. Someone wanted to shamefully hide the severity of the problems in connection with this law. Or maybe the law itself.

How do they usually write in the media about the signing of the law, its entry into force? "The President signed such and such a law on such and such a date...". Everything is clear and understandable. This is a statement of fact. And there is no other way to present such pragmatic official information. It would seem... but not in this case.

On December 29, news agencies presented this news in a very interesting, if not to say Jesuitical, way. "Putin signed a law banning the compulsory collection of biometrics," they wrote in the messages, without even specifying the name of the law, sometimes, however, giving a link to a 150–page law, which, as we understand, the average citizen will not even open, let alone understand a specific area its applications.
Thus, pulling out of the context of the entire document only one thought (and then – declarative – about the ban on forcing the delivery of biometrics), the public is being misled. It seems that Vladimir Putin has signed some other law prohibiting the collection of biometrics, but not the "biometrics law" itself, which, on the contrary, opens the floodgates for the mass collection of biometric data for citizens of the whole country. People, of course, will figure out in the end that it is the basic "law on biometrics" that has come into force, but that will be later.

In this vein (sometimes with slightly different nuances), all the leading agencies and mass media of the country gave information about the law: TASS, RIA, Lenta.ru, RBC, MK, Kommersant, Izvestia, some others, even Tsargrad. The "wise" hand of the "Kremlin media pool" and "talented political technologists" responsible for the information policy of the state is felt.

This creates distrust of the president himself, because people see the insincerity and hypocrisy of such games, which one way or another, but is transferred to the attitude to the highest authority in the country. The crafty manner of presenting facts on the part of the media on this issue has once again demonstrated that some people hold the citizens of the country for suckers, since it is possible to submit information so unceremoniously and rudely."

In 2017, Russia joined the BBD-International, where the national branch "Basic income Russia Tomorrow" (Basic income Russia Tomorrow) was created. On the website of this organization, you can read the following invitational words:

"A bright tomorrow is inevitable! When every person and society as a whole will receive an equal amount of money from the state every month without any conditions. A guaranteed UBI income will be a constitutional human right to a decent life. UBI's guaranteed income is freedom, independence and the opportunity for the development of each person and society as a whole. Freedom of speech and religion, freedom from want and fear; economic, creative, political and other civil liberties and rights. This is an opportunity to discuss and independently determine living conditions, an opportunity to influence decision-making in the state. This is democracy! The more perfect and developed democracy is in a particular state, the more rights, freedoms and opportunities people have, the greater the support of each individual in this state."


The state, according to Russian supporters of BBD, harbors an immanent threat of suppression of human freedom. Therefore, citizens should demand from the State a guaranteed income for each member of society as a means of protection from state tyranny and a guarantee of the preservation of human freedom.

A nationwide referendum was held there in 2016, which was supposed to reveal the willingness of citizens of the Alpine republic to receive guaranteed income from the state. The idea of BBD was supported in Switzerland by only 23.1% of citizens, 76.9% of citizens voted against BBD. The main reason for the negative attitude towards BBD was that for the large-scale implementation of the project it would have been necessary to double the state budget and increase taxes in the same proportion.

Swiss respondents noted that the conduct of the BBD will weaken the national economy and create an unhealthy atmosphere in society. People will stop working.

A small part of the Swiss dug even deeper. They perceived the proposal to introduce BBD as a planned action to undermine society and undermine the economy. Doctor's Skype "reception" and correspondence prescriptions: what progress from WHO has brought Russia to and when we will leave it

At the same time, one of the "innovations" of the World Economic Forum and WHO in the form of telemedicine is already beginning to be implemented through Government regulations – within the framework of experimental legal regimes, they want to allow selected private clinics to "examine" patients via the Internet and immediately prescribe medicines to people. No, this is not a joke – they call it very progressive telemedicine and it is promoted at the level of all supranational structures.

"Russia has recently allocated about $50 million to finance WHO's activities. During the 72nd session of the WHO Regional Committee for Europe, a report on the implementation of the anti-Russian resolution was published (we described it in detail), according to which WHO international staff were promptly removed from the WHO office in Moscow, meetings with them were suspended.

The WHO European Bureau, bypassing our parliament, conducts its draft modular laws, including applying those versions of documents that were rejected by our legislators, using the mechanisms of the CIS Interparliamentary Assembly. Literally in November 2022, at the initiative of WHO, a modular law on the promotion of telemedicine was considered at the IPA CIS site, aimed, in fact, at replacing telemedicine with a traditional healthcare system

All this raises the question of the expediency of further cooperation and funding by Russia for WHO, it makes sense to discuss it at the State Duma site – with the involvement of independent experts, public figures and government representatives
," Elina Zhgutova said during her speech.

Taking into account the many and many facts of the destructive activities of WHO, we have every right to include it in the list of undesirable organizations, the Ministry of Foreign Affairs proposed to make a list of such offices earlier. But while the cart is still there, and we are sitting in it – or rather, in it.

Vladislav Shafalinov, MD, pointed out very questionable ethical and moral aspects of WHO's activities:

"There is no point in being in an organization whose main ethics are abortion, euthanasia, LGBT, juvenile justice and, ultimately, dehumanization. There is definitely no medical sense in this. Does our minister really want to exchange certain strains with WHO? This can also be done within the framework of interstate agreements, for this it is not necessary to be a member of WHO. Many issues – the same legalization of euthanasia – lie not in the medical, but most of all in the legislative plane."

Then Elina Zhgutova drew objective gloomy prospects for our country in the event of the adoption of a Pandemic Agreement from WHO in the current version:

"It is planned to adopt a Pandemic Agreement at the World Health Assembly in May 2023. The fact that we are now dependent on WHO is not so terrible compared to what awaits us. In fact, this will mean a complete loss of sovereignty for Russia, not only medical. Because it implies the organization of WHO sanitary committees in each country, which will issue clear orders to the governments of all states in the fight against infections. Moreover, the adoption of this document, its ratification can take place under paragraph 21 of the WHO Charter, without discussion in the State Duma, without coordination with the Constitution of the Russian Federation… That is, if there are no reservations of the opposing countries of such a situation, all states will have to fulfill the Pandemic Agreement by default," the social activist said.

The experts at the press conference were supported by State Duma deputy, member of the State Duma Committee on Physical Culture and Sports Roman Teryushkov, noting the inexpediency of cooperation and financing by us as a hostile structure not only of WHO, but also of the IOC humiliating us in the international sports arena.

Meanwhile, WHO decrees and experimental legal regimes, the law on which was very quickly adopted in 2020 under the guise of covidobes, are beginning to manifest themselves in Russia. The government wants to allow prescribing prescription drugs to private clinics based on a patient's conversation with a doctor over the Internet – the same modular telemedicine law approved within the CIS, which Zhgutova told about, has begun to be implemented.

"Russian doctors can get the right to write prescriptions based on the results of teleconsultations. This experiment is planned to be extended to 15 private networks of clinics. The relevant draft resolution was developed by the Ministry of Economic Development. If the practice is recognized as successful, in three years it can be expanded to the whole country, including within the framework of the CHI, a source familiar with the preparation of the document told Izvestia.
Experts noted the half-hearted nature of the innovation: the business asked for the right to make a primary diagnosis during teleconsultations, and the government decree allows only to adjust the treatment that was previously prescribed during a face-to-face visit to the doctor.

Now, according to the law "On the Basics of Public Health Protection", a doctor can talk about disease prevention at an online consultation, analyze patient complaints, evaluate the effectiveness of treatment and decide on the need for face-to-face admission, but not prescribe prescriptions. Even the previously prescribed treatment can be adjusted during teleconsultation only by the attending physician who made the diagnosis at the face-to-face appointment.

At the same time, the law states that this mechanism can be changed for private clinics participating in the experimental legal regime (EPR). This is exactly the regime for 15 medical companies in Moscow, St. Petersburg, Perm and Izhevsk (in particular, "Doctor Nearby", "Medsi", "RenKlinika") and provides for a draft government decree developed by the Ministry of Economic Development."

Here they are - the "achievements" of the era of the fourth industrial revolution. Everything is for people, for our comfort, convenience and health. Above us (our health!) they are setting up a dangerous Swabian experiment, while openly mocking citizens. It looks very much like another fruit of cooperation between the Government of the Russian Federation and "our" branch of the 4PR Center, created in Russia on the basis of a memorandum of the Cabinet of Ministers and the World Economic Forum. The authors of the letter noted that the anti-Russian sanctions have led to the obvious need to build alternative payment systems based on the achievements of digital transformation in the financial sector.

"In June 2019, we, as representatives of IT associations, at a meeting with you proposed to accelerate the use of CFA and the use of EPR, in particular, in the field of digital finance. Thanks to your support, soon after the necessary bills and by-laws were adopted, creating the basis for the implementation of our proposals. However, we have to admit that despite your support, experimental legal regimes in the field of finance are practically not used. Moreover, in November 2022 The State Duma has submitted proposals to amend the draft law on digital financial assets, some provisions of which make it difficult to realize the potential of digital financial technologies, besides introducing into the bill not only administrative, but also criminal penalties for Russian developers of solutions based on blockchain technology," the letter says. - We would like to draw your attention to the fact that the existing state policy in the field of CFA regulation creates serious risks of the Russian economy lagging behind not only unfriendly, but also friendly countries due to the lag in the introduction of new financial technologies. RAKIB Executive Director Alexander Brazhnikov told ComNews that they assume participation in the working group of state-owned companies, the presidential administration, the Ministry of Finance, the Ministry of Economic Development, the Central Bank of the Russian Federation, the Federal Financial Monitoring Service, the Ministry of Energy, the law enforcement unit. Anna Sarbukova, a leading legal adviser at the EBR law firm, spoke about the intention of the professional community to prepare a package of administrative measures, including developing a legislative initiative to establish a regulatory framework for the use of AGI. "This is the so-called strong artificial intelligence, which in terms of intelligence will be commensurate with human intelligence. Similar models have already been created - for example, Narrow AI models. The main difference between AGI is that such intelligence will not just be able to learn and make independent conclusions based on available information. OpenAI is already thinking about how to minimize all the risks associated with a program that will be able to make independent decisions. The adoption of a federal law, which may establish the procedure for the use of AGI by various subjects of legal relations, their rights and obligations when using AGI, will be an effective way out of this situation," Anna Sarbukova believes.

She proposes to introduce a norm that any citizen using AGI must necessarily notify other subjects of legal relations that they used AGI when creating content. "For AI model development companies, it is possible to establish obligations to train the model in such a way that it cannot be used for military or other purposes dangerous to humans and cannot harm people. For organizations dealing with health issues, it makes sense to establish obligations to additionally conduct expert verification of diagnoses made by AGI by human doctors," she added and proposed to introduce restrictions on access to AGI at the level of federal law. "Only companies that have passed the appropriate verification or certification will be able to receive it. The conditions for such certification should be established at the level of subordinate regulations - within the framework of a government decree or an act of the agency responsible for monitoring the use of AGI," the lawyer suggested.

Senior Associate of the Pen Bar Association & Paper Viktor Rykov believes that the regulation of artificial intelligence is most acute in the field of civil liability. "The problem arises due to some confusion of the subject - a programmer or a scientist who creates and trains AI models - and the object - the final AI solution used in various spheres of human activity. The most appropriate solution is to rethink the approach to AI at the level of basic copyright norms in civil legislation," Viktor Rykov believes. In his opinion, the general principles of civil liability related to the use of AI should be worked out. Anton Yakimov, Deputy General Director of T1 Group for Technological Development, believes that legislative regulation of AGI technology at the stage of its inception may lead to a restriction of its development. "Administrative barriers will reduce the overall development potential of this area, since very often scientific achievements are commercialized in different fields, and not only in the one for which they were originally created. In addition, the very essence of AGI technology limits the possibility of its regulation - AGI is designed to be a universal tool for solving problems in various fields," Anton Yakimov believes. He added that examples when current AI tools wrote diplomas and passed exams for people will not become widespread. Banks will be able to open wallets for customers on the digital ruble platform through different channels

"Scientists of the Competence Center of the NTI "Geodata and Geoinformation Technologies" on the basis of the Moscow State University of Geodesy and Cartography (MIIGAiK) have started creating an innovative system for tracking the sources of air pollution in cities and predicting the spread of pollution. It will work in real time and process information from several thousand mobile and stationary sensors," the organization's press service told TASS.

Existing monitoring systems analyzing data from stationary stations are not able to create a detailed map of pollution of territories based on information from various devices. They also do not allow to specify the place of contamination. The new system will help solve these problems, explained in the NTI Platform.

The system being created will allow processing sensor data that is planned to be installed in public transport plying cities. The system will detect and filter unreliable data using mathematical algorithms.

"From three to five thousand mobile geosensors will transmit data in real time to a processing system that is able to analyze the information received and create a dynamic map of environmental pollution. Such a system will be able to determine the exact location of the source of pollution, the time and even the magnitude of the toxic release. Additional volunteer data will allow us to detail the overall picture of pollution," the press service of the NTI Platform quotes the words of the Dean of the Faculty of Geoinformatics and Information Security of MIIGAiK Andrey Materukhin.

Since the beginning of this academic year, it has been implemented in a pilot mode in 15 regions of the country. And from January 1, 2023, all schools in Russia began to connect to it. Today, users of the FGIS "My School" have access to personal accounts, a library of verified educational content, a testing subsystem, cloud storage, document editing and other services. The electronic library contains more than 6.5 thousand educational materials. It is planned that by 2024, materials for each lesson for all subjects of the school curriculum from 1st to 11th grade will be presented here.

FGIS "My School" should also incorporate existing digital solutions. For example, the information and communication educational platform "Spherum". It allows teachers and students to communicate, including from different regions, and dads and moms can use it to attend parent-teacher meetings online if they cannot attend in person. Spherum was launched in March 2021, and by mid-February 2023, the total number of its users reached 6.9 million people - 6.14 million schoolchildren and 0.76 million teachers. 44.3 thousand educational organizations have joined the platform. It is planned to integrate the achievements of the Moscow Electronic School (MES) into the My School platform, for example, an electronic diary and a magazine.

Starting this year, the "My College" service, intended for students and teachers of secondary specialized educational institutions, should be launched in Russia. "The digital service "My College" is formed on the basis of the FGIS "My School" created by the Ministry of Digital Development of the Russian Federation. The registry model implies a transition from providing the result of public services in the form of a paper document to an entry in an electronic register. How do new ideas in urban studies help a person to rediscover himself, and what does a quarter of an hour have to do with it?

Why do we need new concepts for the construction of cities?

From settlements for several families to agglomerations for tens of millions of inhabitants — with the growth of the Earth's population, the systems of building cities have undergone noticeable changes over the past centuries. Humanity as a species at the same time, even just from the point of view of biology, continues to experience the same needs as thousands of years ago: intelligent people need to breathe, eat, sleep, be able to be safe.

At the same time, a modern city significantly distorts the sense of time, requires a person to adapt to the not always logical organization of space and large distances and translates a feeling of "inhuman magnitude".

So it turns out that with the development of megacities, many people no longer have to sleep in their own bed, but, for example, in trains, subways and buses, getting from sleeping areas on the outskirts to the city center — to work or to meet friends at the cinema. It is the attempts to shorten the road to the right point, first of all, that contribute to the emergence of new concepts in urbanism.

Among other reasons — the desire to improve the relationship in the urban community, to increase the availability of significant institutions.

"All the "fashionable" concepts now revolve around saving citizens' time, improving their user experience, improving the security and efficiency of communications," explains Gleb Nikitin, Deputy director of the Center for Urbanism and Environmental Design at Sirius University of Science and Technology.

The concept of a 15-minute city deatomizes a locality into equivalent self-sufficient areas. According to this system, the general plans of old megacities are adapted and new cities are being built.

How can I describe the concept of a 15-minute city?
Let's look at it with an example from life. Think about the city or village in which you live and answer yourself a few questions.

How long does it take you to walk to the nearest grocery store?

Where is the office or school, where do you or your family members go? Are they close enough to get there without a car?

What about a park or playground? A dentist? A hairdresser? Kindergarten? In general, any places that you visit regularly?

The "15-minute city" assumes that all key amenities (workplace, public services, shops, places for recreation and entertainment) can be reached in 15 minutes on foot or by bike, without the need to involve vehicles.

This concept was developed to improve the quality of everyday life. At the same time, it cannot be said that the goal of the idea is to turn megacities into small closed villages. Urban life is bright and dynamic, it is the cities that set the dynamics of the economy and innovative changes. It would be more correct to formulate that the "15-minute city" focuses on decentralization.

Who is the author of this theory?
The concept of the "15-minute city" was developed by Professor of the Sorbonne Carlos Moreno. He was born in 1959 in Colombia, but has been living in Paris since he was 20. In 2010, he became a knight of the Legion of Honor, the highest state award in France.

Moreno's idea was formulated in 2016.
But she became widely known thanks to the support of the mayor of Paris, Anne Hidalgo, four years later.

Carlos Moreno noted that he was inspired by the ideas of the American-Canadian activist Jane Jacobs, author of the book "Death and Life of Big American Cities".
For his concept, Moreno received the international architectural award Obel Award at the end of 2021.

What principles underlie the concept?
The theoretical approach and practical ideas of the concept can be distinguished.

From the point of view of theory, the "15-minute city" is based on four concepts. This is how the author himself formulates them in a TED lecture.
Ecology (Ecology). Streets with landscaping, accessibility to parks, rational use of resources are contrasted with noisy, dirty, non-ecological avenues so common in cities.
Proximity (Proximity). The desire to reduce the distance between the house and other points of attraction for residents.
Solidarity (Community). Reducing distances and saving time helps to establish connections between people living nearby, form a full-fledged community from just neighbors.
Participation. With the active involvement of citizens, the area is transformed faster and better into a place for a comfortable life.
The three main ideas of the concept can be formulated as follows.

The rhythm and development plan of the city should follow the needs of people, not cars.
Every square meter of real estate should be used for more than one purpose. For example, in the evenings, adult interest centers can be organized in the school building.
City districts should provide an opportunity to live and work without the need for long-distance travel.

Where is the concept applied in practice?
As we have already mentioned, Paris has adopted the idea of a "15-minute city" as a direction for strategic development. It was Moreno's concept that became Hidalgo's main campaign for re-election to a second term.

Similar initiatives are being implemented in Melbourne.
There, the experiment is conducted in the format of a "20-minute city". Copenhagen also promotes the idea of accessibility of all significant places with an emphasis on cycling.

Interest in the idea was fueled by the COVID-19 pandemic. The need to be at home and in the vicinity of your neighborhood instead of a daily commute for many hours (English commute — commute to work and back) "requires" returning the streets to residents, and not continuing to support the primacy of cars.

In the report of the world's largest conference on urban issues, Word Urban Forum (World Cities Report 2022: Envisaging the Future of Cities), the concept of a "15-minute city" is named among the key development directions and fundamental conclusions.
Can the "15-minute city" be suitable for Russia? Gleb Nikitin thinks so. Of course, there are features of natural areas: for example, in Yakutsk or Naryan-Mare, the weather is not very conducive to cycling. But for many other regions of the country, the idea is quite feasible.

The concept of a 15-minute city as the basis of a sustainable model of megalopolis development in the conditions of modern risks

Abstract: The goal of this research lies in discussing the key provisions of Carlos Moreno’s concept of 15-minute city in the context of issues caused COVID-19 pandemic. Besides the original texts by C. Moreno, the article employs the following data: 1) publications in the international scientometric databases (Scopus, WoS2) dedicated to positive effects of implementation of the concept of 15-minute city and its analogues; 2) documents of international organizations (C40 Cities, OECD, UN-Habitat3 that recommend the key vectors of sustainable urban development policy to the national governments; 3) strategies of global megacities that embarked upon practical implementation of the concept of 15-minute city. The concept at hand is based on the idea of spatial-temporal hyper-proximity of all essential functions and services of the city. The concentrated infrastructure (place of residence, work, retail, education, health, and leisure) within micro-scale spatial structures contributes to the formation of more environmentally, economically and socially sustainable cities. The global COVID-19 pandemic, which demonstrated the urgent need for “upgrading” the local living conditions, stimulated the adoption of this concept on the level of international organizations and progressive foreign megacities, as well as interest of the Russian Federation in its implementation. The conducted analysis leads to the conclusion that the model of 15-minute city, which allows effectively counteracting the new risks (including the unexpected circumstances), can be adapted to spatial peculiarities of the particular cities and needs of the residents. This article is an invitation to a scientific discussion on the prospects of transformation of the Russian megacities into a network of 15-minute cities, as well as the search for methodological solutions in the research dedicated to differentiation of the quality of urban environment in the micro-spatial dimension.

Introduction
Modern models of urban development are the result of a long evolution of the views of theoretical scientists and practitioners, formed as a response to emerging environmental, technological, economic, social challenges of a particular historical stage of society development. World experience demonstrates a wide range of possible models for the development of super–large urban systems - megacities. A number of these models are embodied not only in theoretical conceptualizations, but also in real implementation practice. The diversity of existing models of urban development in theory and implemented in practice does not mean their fundamental antagonism – the impossibility of coexistence with each other. In the current urban discourse, the trend of transition from an alternative opposition of urban development options to an integrated synthesis of strategic guidelines (priorities), simultaneously emphasized in several models, is becoming clearer. Such integrated models are formed within the framework of the global paradigm of urban sustainability, which in the last decade has been supplemented by a new understanding – resilience (literally meaning "resilience", "resilience" – the ability of cities to withstand crises of any kind, mitigate their consequences and adapt to changing conditions). In the context of understanding the issues of conservation/rational use of resources, reducing the negative impact of urban activities on the environment, improving the quality of life of the population, a high degree of influence among scientists is being formed and acquired, as well as the relevance/applicability in the practice of implementing programs for the development of progressive megacities of the "compact city", "eco-city", "carbon-neutral city", "city without cars", "transit-oriented development", "liveable city", "city for people", etc. These models are recognized at the level of international organizations that develop and recommend to national governments the main directions of state policy in the field of sustainable urban development. Updating the agenda of the global Strategy for Sustainable Development for the period up to 2030 (adopted by the UN General Assembly in 2015) and the corresponding new 20-year urban development program (adopted by the HABITAT III Summit in 2016) testify to the continued relevance of the guidelines for sustainable urban development in the XXI century. At the same time, the new system of goals (SDGs), which replaced the Millennium Development Goals (MDGs) adopted in 2000, while maintaining a time interval of 15 years, has more than doubled. The New Urban Agenda (HABITAT III), focused on "ensuring the openness, security, resilience and environmental sustainability of cities" (SDG 11) includes issues such as: curbing the process of urban sprawl and concentrating efforts on the renewal, rehabilitation and reconstruction of urban areas with the active participation of all stakeholders and residents; avoidance of peripheral and mass development detached from key urban infrastructure facilities; prevention of territorial and socio-economic segregation; ensuring compactness and polycentrism due to proper density of urban land use, interconnectedness and multi-purpose (mixed) use of urban space for social and economic purposes]. A certain quintessence of the above-mentioned guidelines for sustainable urban development in the microspace context is the concept of a 15-minute city by Carlos Moreno, which adds a time indicator of the quality of life/urban environment. This article is devoted to the consideration of the main provisions of this concept in the context of the latest challenges of our time, as well as the possibilities of its implementation in Russian megacities.

If many European cities (for the most part initially compact, designed by classic blocks with a fine grid of streets before the era of the automobile boom) quite quickly and naturally for their morphology perceived the "pedestrian" model and began to implement it in practice, then the prospects for the implementation of the 15-minute model for the vast majority of Russian megacities, they are not so obvious. The problems of transformation of Russian megacities into a mosaic of 15-minute cities (more precisely, an interconnected network of 15–minute cities) are associated with a high level of unevenness in the distribution of infrastructure and services between central (and close to the center areas) and residential residential neighborhoods, which are significantly poorer in terms of functional saturation than the first. As Vendina I. O., Panin A. N., Tikunov V. aptly note. The showcase image of the city "for business" with its hotels, representative offices of global companies sharply contrasts with the monotonous sleeping areas in which the Soviet arrangement is "living out" its century and some of which find themselves in the status of depressed, "weaned" from the "sparkling" facades of the new urban space [25, p. 3-4]. Although the Soviet building regulations, according to which residential neighborhoods were designed (most Russian cities are built up with them), included the regulation of the maximum distance (from 300 to 1000 meters) from residential buildings to the nearest kindergarten, school, polyclinic, pharmacy, grocery store, yet these standards do not fully meet the modern understanding of the quality of the urban environment in the microspace dimension. The main difference between modern ideas about the quality of the urban environment is the increase in the variety of urban functions available within walking distance, including leisure and work (places of leisure and employment). The second important difference is that the service infrastructure in the microdistricts of Soviet development was created directive. It was tied to normative ideological ideas about what a person needs for a "full-fledged" life, but not to the real needs of the inhabitants, which were simply not studied. With the dominant role of a large city as a concentration of industrial production, the need for service functions was determined by the tasks of labor reproduction in accordance with the very meager standards of the primary service infrastructure, which was often created "asynchronously" – with a significant delay regarding the commissioning of residential multi-storey buildings. In a market economy, the emergence of services is regulated not by the state, but by demand, which is formed due to the density of pedestrian flows, which, in turn, is the main prerequisite for the "consolidation" of service facilities in residential areas and their subsequent economic payback. The actualization of the strategic plans of many Russian megacities, which has been taking place in recent years, indicates that the target priorities in the field of their integrated development are formulated in accordance with the principles of progressive urbanism. However, these principles are often declarative in nature. Individual projects of advanced redevelopment of areas within megacities (with different types of buildings and housing formats, the creation of a flexible multifunctional space that attracts a variety of socio-demographic and professional groups) are rather striking exceptions (especially visible against the contrasting background of other areas) than widespread practice. Whereas the ongoing processes of urban sprawl (in the form of faceless multi-storey neighborhoods), combined with unresolved transport problems, lead to isolation of peripheral areas, whose residents are "disconnected" from the social infrastructure and the benefits of urban life. The formation of new spatial inequalities associated with restrictions in access to urban goods and infrastructure, increasing differentiation of the quality and saturation of the urban environment, transport deprivation of a number of areas, is today one of the significant problems, the solution of which requires the development of comprehensive programs for the reorganization of urban space and the formation of a saturated, well-maintained environment at the level of microlocal territories. A reflection of the urgent need to approve long–term strategic perspective approaches to the development of Russian cities (as opposed to the purely utilitarian approach of the short-term perspective - the commissioning of square meters of housing, rather than the formation of a quality environment), is developed by the Ministry of Construction of Russia together with DOM.The Russian Federation and Strelka Design Bureau "Standard for integrated development of Territories", which is a methodological guide for the development of built-up territories and the development of new ones (2019). This standard is based on target criteria for the quality of the urban environment consistent with the basic principles of a 15-minute city: compact and dense buildings that take into account the human scale; functional diversity in areas combining residential, office and service functions, developed street retail; accessible public spaces and pedestrian zones; a variety of routes and a balance of types of movement and others . The ultimate goal of the New Standard is the introduction into practice of the transformation of Russian cities of integrated solutions aimed at improving the quality of the urban environment that meets modern social and economic conditions, the interests of residents, businesses and city authorities. The emerging trend of increasing interest in the 15-minute city model on the part of urban planners actualizes not only the issues of fundamental reconstruction of cities or new construction in them, but also, to no lesser extent, the issues of improving existing conditions and infrastructure in accordance with the current and future needs of residents.

Conclusion
The concept of a 15-minute city is an integrated synthesis of ideas of compact, polycentric, human-oriented, inclusive, environmentally, economically and socially sustainable urban development in a microspace perspective. The implementation of the hyperblizness model of all the necessary urban functions for life and the corresponding "soft" mobility hyperblizness accumulates a complex of positive effects – such as: reducing dependence on cars (conservation of environmental resources), saving time and financial costs for transit (redistribution of time and costs for other activities), growth of local businesses by increasing pedestrian spaces (economic effect), improving local quality of life (diversity in all its manifestations at the level of inner-city areas), the "reunification" of residents with their local areas and the formation of a local identity (strengthening the social "fabric" of urban life).

The model of a 15-minute city that best meets the latest risks of modernity (unexpected "shock" impacts) has high adaptability resources to the spatial characteristics of specific cities and the needs of their residents. The adoption of the 15-minute city model at the level of international organizations and global cities, actualized by the global COVID-19 pandemic and its consequences, stimulates interest in it in Russia as well.

The practical implementation of this model in Russian megacities highlights the need to develop a comprehensive methodology for studying the quality of the urban environment in a microspace context (using both traditional statistical and sociological methods and new information technologies for collecting, analyzing and presenting big data). This article is an invitation to a scientific discussion regarding the search for methodological solutions to study the differentiation of the quality of the urban environment and the possibilities of turning Russian megacities into a network of 15-minute cities. "

THE CITY OF THE ELECTRONIC DEVIL FROM SOBYANIN SS AND CO WAS PRAISED BY THE PRESIDENT

Last week, the President of Russia met with the mayor of Moscow to give a high assessment of Sobyanin's SS and Co. activities for the "active development of the city." Vladimir Putin hopes that "the mayor of the capital and his team will continue it." If we try to figure out what exactly the president praised so much, and what Sobyanin presented to him as unique breakthroughs, we will see that we are talking about the multidimensional transformation of the capital into a transhumanistic electronic concentration camp. Moreover, in such a concentration camp, where there is no place for anything national and sovereign, because it is built strictly according to global patterns and manuals. "... I must assure you, Vladimir Vladimirovich, that we will continue all these programs, this is only part of them. The city should develop comprehensively, qualitatively and dynamically," Sobyanin concluded.

Of course, biometric surveillance is only part of a large–scale social engineering project called "Smart City-2030". In fact, both the person himself and his behavior – everything should change according to the plans of the digitizers team. The regulatory framework for these cases began to be created back in 2011 – see Resolution of the Government of Moscow dated 09.08.2011 N 349 "On approval of the State Program of Moscow "Smart City", which has been repeatedly supplemented and expanded since that time.

Unified medical information and analytical system — evil or good?

Working as a doctor and discussing with colleagues the electronic systems of management, accounting and medical documentation that are being intensively implemented in medicine, one comes to the disappointing conclusion that misunderstanding, irritation and antagonism towards these innovations are growing among practitioners of the public sector. So I want to figure out what kind of animal the Unified Medical Information and Analytical System (EMIAS) is and what it is eaten with.

Since for many years the titanic efforts of officials to modernize, optimize the medical industry in order to improve it, make it free, accessible to the population and improve the quality of treatment lead to the opposite result, then there is, at least, wariness about the electronic systems being implemented for the same purpose.

In this article we will try to understand in more detail what the EMIAS system is. Let's look at the data from open sources, including from the website mos.ru.

A little history
The EMIAS system was created in 2011 by the Department of Information Technology and the Department of Health of the City of Moscow during the implementation of the Information City program. Until 2014, the system was being debugged and in the same year it was introduced in Moscow. The implementation of EMIAS was actively promoted by funds with foreign financing and rating agencies.

All medical institutions in Moscow were connected to the testing of the system, and this process took less than three years. Foreign non-profit organizations (NPOs) and rating agencies directly contributed to the widespread implementation of EMIAS, which is confirmed by many relevant publications in the media.

Already at the testing stage, EMIAS managed to receive two prestigious domestic awards at once. At first, the system was recognized as the "Most ambitious project in healthcare" in the framework of the competition of the Ministry of Communications of Russia and ComNews "Top 10 IT projects for the public sector 2013". A little later, the creators of EMIAS won the Global CIO competition in the nomination "Best Industry Solution".

Not even a few years have passed since EMIAS received praise from international institutions. So, in 2016, the network of consulting companies PricewaterhouseCoopers (PwC) recognized Moscow as a leader in the field of digital healthcare. At that time, no other city in the world, except our capital, had a similar management system for polyclinics.

A year later, Moscow received the Global Mobile Gov Awards 2017 international award for the implementation of the same EMIAS. The award ceremony was held on May 9 in Brighton (UK). The system has entered the top three projects in the field of electronic mobile service. The Organizing Committee of the award certified the capital of Russia as the only metropolis where all polyclinics are managed on the basis of a single digital platform. It is very noteworthy that no Western capital was awarded this award, although such cities as London and Barcelona were among the contenders.

In 2021, EMIAS was awarded the next international eHealthcareLeadership Awards. This time, the honorary prize in the category "Best platform-oriented application" was awarded to the mobile application "EMIAS.INFO". The list of winners was announced on November 4 at the 25th Annual Healthcare Internet Conference in Las Vegas, USA.

During the COVID-19 pandemic, EMIAS electronic projects and services — an electronic medical card, a telemedicine center — received a silver medal at the international IT World Awards 2021 competition. The creators and coordinators of these projects were recognized as the "Team of the Year during COVID-19".

This multinational corporation has repeatedly found itself in the center of high-profile scandals. So, in 2007-2008. PwC was suspected of fabricating audit reports on the accounts of the infamous YUKOS, which is why it had to urgently withdraw these conclusions. In April 2011, the company's management admitted that its auditors could not or did not want to expose a fraudulent scheme through which the head of the Indian IT firm Satyam Computer Services hid losses by falsifying his financial statements.

Global mobileGov Awards is an international competition of projects aimed at providing public services in a digital format.

The eHealthcareLeadership Awards were established by the American publishing company Plain-English Media LLC, or rather, its division Plain-English Health Care. The organizers of the award note the "most effective and advanced", in their opinion, "initiatives in healthcare organizations", giving preference to digital projects in the field of private medicine.

However, it is much more interesting to talk not about the awards themselves and not even about their direct organizers, but about sponsors and founders.

The World Bank is the largest international financial organization based in Washington. The institution provides preferential and interest-free loans to States. According to the official legend, the World Bank was created to help developing countries and does not seek to make a profit, but a long-term analysis of its activities has shown its inefficiency in the vast majority of cases. So, in 2001, a US Congressional Commission concluded that 60% of the World Bank's projects not only did not improve the economic situation in poor countries, but also worsened it.

The Bill and Melinda Gates Foundation is the largest private foundation in the United States, established in 2000 by billionaire Bill Gates and his wife. Like the World Bank, the Foundation declares its main mission to fight poverty and illiteracy in third world countries. Independent experts have repeatedly noted that in those countries where the Gates invested their funds, the economic and social situation deteriorated sharply.

NTT docomo is the largest Japanese mobile operator. The company's services are used by more than 56 million subscribers.

BlackBerry is the modern name of the Canadian company Research In Motion and the brand of the first communicator (pocket computer) released by this company in 1997. BlackBerry periodically gets into scandals around encryption keys and their unauthorized transfer to third parties. In particular, high-ranking French officials tried to ban the use of BlackBerry products, because there was a fear that secret information sent through these devices could settle on the company's servers in the United States and the United Kingdom.

Now let's ask a few questions.

If EMIAS is a good miracle, then why didn't developed countries implement this system first of all at home?

Why does it turn out that these funds and financial groups are on the side of Satanism, our enemy — according to the expression of the first person of the state, and at the same time the trends set by them are being intensively promoted in Russia?

Why, in the absence of its own component base for computers and software, should all spheres of our country's life depend on foreign components and programs?

Why does a doctor become an appendage of an electronic system?

Now let's look more specifically at how EMIAS affected the doctor's work and the patient's health. The main requirement for the work of a doctor was filling out electronic forms with patient data, and not only medical data, but also often passport data, SNILS, policy, since the system does not allow you to sign a case if they are incomplete. In the polyclinic, EMIAS sets time limits for patient admission. In parallel, there are patients with acute pain, urgent certificates and others. There is a choice: either to treat patients, or to fill in the EMIAS.

At the same time, if the EMIAS is filled out incorrectly, then the payment for this case is not carried out by the insurance company. The same situation is in hospitals. In general, EMIAS is our everything. By and large, no one is interested in the patient. Consequently, the quality of the patient's treatment decreases. From our own observations, we can note that with the introduction of EMIAS, the number of complicated course of diseases has increased. Another reason for the decline in the quality of treatment is the electronic system of Continuing Medical education (CME). A separate study should be conducted on this topic. Let's say briefly that currently most medical professionals do not study, but buy points and certificates for them.

Currently, there is an active migration of medical workers to private structures. The reasons are low wages in the public sector and the bureaucratic workload of the EMIAS. There is a common theme in the medical community: "if I knew that medicine would be reduced to EMIAS, I would never have become a doctor."

However, it is worth noting that there are also positive aspects: quick access to statistics, patient data, template design, report generation. That's just it has nothing to do with health.

Of course, this does not mean that you need to take everything and stop. Putin proposed to create a passport for the family of the mobilized. Why is this necessary?

On March 6, Russian President Vladimir Putin proposed to create social passports for families of the mobilized in Russia.
It is assumed that the document will be issued to the families of military personnel performing their duty in the zone of a special military operation.

The passport will reflect information about the needs of the family, a list of support measures provided, a plan for targeted family support, the quality of assistance provided will also be monitored there, feedback from family members will be collected. The passport will allow you to receive up-to-date information about the social needs of the mobilized family and promptly make decisions on emerging problems.

Putin proposed to introduce social passports during a video call with the Governor of the Kurgan region Vadim Shumkov. The governor informed the head of state that such passports have already been created in the region. Shumakov noted that thanks to them, it is possible to solve many issues in a timely manner concerning the support of families of servicemen fighting in the SVO zone: to repair housing, carry out gasification of households, provide medical care, provide material support, etc.

"This idea of a passport for each mobilized family is very good, and I think it will need to be replicated throughout the country," Putin said.

As specified by the deputy of the State Duma of the Russian Federation from the Kurgan region Alexander Iltyakov, first the authorities of the district from which the person is called, find out the social situation and financial condition of the family. Next, a decision is made on the necessary support measures and a family passport is built.

"Everything is aimed at ensuring that a person does not remain outside of society," said Iltyakov.

Andrei Isaev, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, clarified that when distributing passports to the whole country, the document may include household issues, organization of training, provision of a social contract to open their own business, assistance in enrolling children mobilized in educational institutions, medical assistance.

Committee member Svetlana Bessarab stressed that a specific social worker can be assigned to each family. She noted that the passport will unite all the social support measures that the family relies on, both at the federal and regional levels.

The Kurgan region is not the only Russian region where the authorities have taken care of the development of such a document. Passports of military families have been valid in the Vologda Region since November 2022. They are compiled with the consent of the family.

The passports include a whole range of support measures. In particular, these are one-time and monthly payments to the mobilized, extraordinary provision of a number of social services to family members, targeted family support, provision of free attendance at cultural events, a number of benefits for children of military personnel, psychological and legal assistance, etc.

"The social passport allows you to determine the direction of interaction with various organizations, volunteer centers and build feedback to provide comprehensive assistance and support. Social workers are assigned to every family that needs it," explained Oleg Kuvshinnikov, Governor of the Vologda Region.

In the Lipetsk region, social curators are assigned to the families of fighters on the principle of "one window". The curator forms a social passport in the information system, which contains data about the family and its needs, as well as about the support measures received and necessary. For constant communication with the family, a chatbot "Patronage" has been created, which provides constant contact with the curator and control of the support provided.

In the Irkutsk region, social passports have also been created for the family of each mobilized person. Financial assistance, psychological support, medical support are provided to family members on the basis of this document. Including relatives of servicemen receive assistance in finding employment, solving household issues, guardianship of elderly family members.

In St. Petersburg, social passports of families of the mobilized appeared in the fall of last year. They are not immutable documents — depending on the situation, new mandatory data is added there. Thus, there is a possibility of timely resolution of emerging issues.

Approximately the same principle applies to social passports in North Ossetia. They include multifaceted assistance to parents, wives and children of fighters. All families of the mobilized are provided with these documents in the republic. Support is provided taking into account the situation in which the family members are.

In Dagestan, social passports of military families are valid in the Suleiman-Stalsky district. On their basis, individual work is carried out with each family, including on issues of employment, placement of children in kindergartens, housing and communal services problems, etc.

As you can see, the social passports of the families of the mobilized are already successfully operating in several regions of Russia. This experience will be useful for their creation at the federal level. It is assumed that collecting information about the needs of the family in one document, highlighting the plan and monitoring its support in it will help to better organize assistance to relatives of military personnel.

It should be noted that the issue of supporting families mobilized today is really very relevant. In some cases, the family in which the father went to the front, finds itself in a difficult situation. Existing support measures do not always take into account all the characteristics of each particular family, and assistance is not always provided in a timely manner.

Will the social passport help to improve the situation? A lot will depend on how much the authorities in the regions approach the matter informally. To implement a passport system and report on it does not mean to solve the problem. It is important to make sure that this system is working, so that family members of military personnel know that they will be supported in solving a variety of life issues, and can quickly receive this support. And the officials dealing with this issue, in turn, should be responsible for the fulfillment of their tasks."
