Ezekiel 37, and Ezekiel as a whole is not talking about our modern time. It is speaking directly about Ezekiels time, where the Hebrews were in Babylonian captivity. The Hebrews did return to Israel after their 400 years of Babylonian captivity. After the fall of the Neo Babylonian empire, Cyrus the great permitted the Hebrews to return to Palestine. Where they then constructed the second temple. This was all fulfilled in that time, exactly as Ezekiel prophecies. Jesus Christ finally fulfilled all the old testament prophecies.

The reason people struggle with the passage in Ezekiel 37:15-28, specifically where and
when it applies, is because one key word/name has been left untranslated from the original Hebrew into English.
The Hebrew word/name "David" means "Well-Beloved" in English. Ezekiel 37:24 could not possibly be referring to king David (nor could
Ezek. 34:23), as king David had already been dead for several hundred years when The Word visited Ezekiel to give him this
end-time prophecy.
We can be absolutely certain that this prophecy is
NOT about the return of the 2-tribed "House of Judah" to Palestine c. 500 BC, because the 2-tribed "House of Judah" and the 10-tribed "House of Israel" were
NOT reunited at that time under One
King/Shepherd.
Similarly, we can be absolutely certain that this prophecy is
NOT about the return of the "Jews" (Ashkenazis) to Palestine in 1948, because the 2-tribed "House of Judah" and the 10-tribed "House of Israel" were
NOT reunited under One
King/Shepherd at that time either.

ONE King/Shepherd that God will place over the reunited
remnant of the 12-tribes of Israel is obviously
Christ, Whom God has made The King of kings and Lord of lords and the Good Shepherd, exactly as prophesied.
Ezekiel 21:26-27
21:26 Thus saith the Lord "I AM"; Remove the diadem (sovereignty), and take off the crown: this [shall] not [be] the same: exalt [him that is] low (Line of Zarah), and abase [him that is] high (Line of Pharez).

Please consider the fact that the prophecies (OT and NT) concerning Father (God) giving Christ the Throne of David
have yet to occur.(although the 3 "overturns" in Ezekiel 21:27 have already happened and the 4th and final overturn has already started).
Please also consider the fact that God made a promise to king David (
Jer. 33:17), that he would
NEVER want (lack) a descendant of his to
physically sit on the Throne of Israel (the Davidic Throne), which means the Israelite throne
MUST have survived the overthrow of king Zedekiah (c. 588 BC) and
MUST exist yet today, for God Himself to take it away from the succession of the earthly line of David and give to Christ.
There was no king in Jerusalem when Nehemiah and the other 42, 360 souls (see
Ezra 2:64,
Neh. 7:66) returned to the land of Israel to rebuild Jerusalem.
Similarly, there has been no king in the present-day state of Israel in the Middle East. And there won't be
ONE King/Shepherd over Israel until Christ rules over the 144,000, gathered from the 12-tribes of Israel listed in
Revelation 7:4-9.

DO them.
37:25 And they shall dwell in the land that I have given unto Jacob My servant, wherein your fathers have dwelt; and they shall dwell therein, [even] they, and their children, and their children's children for ever: and My Well-Beloved servant [shall be] their prince (
Daniel 10:21) for ever.
37:26 Moreover I will make a Covenant of peace with them; it shall be an Everlasting Covenant with them: and I will place them, and multiply them, and will set My Sanctuary in the midst of them for evermore.
37:27 My tabernacle also shall be with them: yea, I will be their God, and they shall be My people.
