I've been researching the Sandusky p***philia scandal that led to Joe Paterno being fired from Penn State... From what I can tell the Second Mile program for troubled boys was utilized by Sandusky in a way similar to the Franklin abuse scandal resulting in judges and police dept. to look the other way when abuses were reported.... Sandusky obviously deserved to take the fall, but he should have been brought down at least a decade prior. Was it fair for Paterno to receive as much scrutiny as he did when those with the authority to prosecute/investigate allegations of p***philia and possible child sex slavery involving the elites all looked the other way? It seems like Paterno was the scapegoat/distraction from the much bigger pizzagate- like scandal.... Any thoughts?

As a teacher, coach, mental health professional etc.. you are considered a mandated reporter in the state of Pennsylvania. That means you have a legal obligation to report suspected avuse or neglect and if you dont can be found liable by a court. You have to take an approved training course once per calnedar year and if your certificate for this is not updated you can not wrk with children.

Were there other failures of duty in this case, yeah.. but that doesnt negate Paternos failure and responsibility.

I know, and cops were notified back in 98 that the guy was showering with a kid.... Paterno sees they let him off.... Is it Paterno's job to keep investigating?

No but it is his job to keep reporting any claims brought to his attention. Theres actually less grey area about that, its clear cut. He is not supposed to investigate anything but he is required to report any complaints that he receives no matter how many times its been investigated or dismissed. If he received a complaint every day for twenty years he has a legal mandate to call in a report every day for twenty years.

Cops have bigger lattitude meaning there arent such clear cut dictates on what they do once a report is received.. in some circumstances they dont even have to address it or look into it at all. Thats a problem, clearly.

I'm not saying Paterno shouldn't have done more... Not sure if he knew or entertained any of what was reported to him.... Just think there is a much bigger scandal that was covered up... Much bigger than Paterno who seemed to almost be minding his own business
...how far back do those reporting laws go and what are the specifics? Regardless, we all have a DUTY to protect children despite the amount of baseless rumor and slander that often abound

Here's some details from 98 reporting:

May 3, 1998: Sandusky showers with an 11-year-old boy (Victim 6) and washes the boy in the football locker room. University Police and Child Protective Services investigate, with the support of Wendell Courtney, the university general counsel who later served as counsel to The Second Mile.
May 13, 1998: Detectives listen in as the mother of Victim 6 confronts Sandusky about showering with her son. She asks Sandusky if he had sexual feelings when he hugged her naked son. Sandusky admits showering with other boys as well, but refuses to promise that he will never shower with a boy again. The mother asks Sandusky if his "private parts" touched Victim 6 when he hugged him. Sandusky says, "I don't think so...maybe."
May 19, 1998: Sandusky meets again with Victim 6's mother. She says he cannot see the boy anymore. Sandusky, overheard by the detectives, says: "I understand. I was wrong. I wish I could get forgiveness. I know I won't get it from you. I wish I were dead."

https://steemit.com/news/@an0nkn0wledge/elite-institutionalized-child-sex-abuse-is-a-conspiracy-of-silence

"Multiple sources over the years have indicated that Sandusky may have supplied children to Hollywood types and the wealthy prominent elite including politicians just as Jeffrey Epstein did. It was just another ring that authorities have failed to fully investigate how deep the breadth of it all is.

In fact, the original lead prosecutor of the District Attorney Ray Gricar was found dead.

An anonymous source told the FBI in 2013 that Gricar had his “knee caps spun and throat slit,” and proceeded to show them where his body was buried. Gricar was informed about sexual abuse allegations against Penn. State Football Coach Sandusky in 1998, but decided not to press charges.

Another unknown man was questioned by the FBI one year prior in 2012 about Sandusky’s p***phile ring allegations, Radar Online—the gossip site that originally broke the scandal—reported.

As more collaboration former child prostitute Greg Bucceroni also alleged that Sandusky shared the boys with a larger p***phile ring in the tri-state area when he spoke out in 2012:

“(Between) 1977-1980 I was a child prostitute associated with a tri-state (NYC-NJ-PA) p***phile ring. (During the) summer of 1979 I was brought to the State College area by Ed Savitz for the purpose of child prostitution with Jerry Sandusky at a Second Mile fundraiser … Due to time constraints, Sandusky became unavailable and I was introduced to Phil Foglietta by Ed Savitz & Jerry Sandusky. Foglietta was introduced to us as Coach Phil who coached youth football in NYC. Foglietta agreed to pay $200.00 for child sex and followed us back to a Philadelphia hotel, myself (sic)ad another child prostitute then engaged coach Phil in child sex,” Bucceroni said in an email to Poly Prep, the Brooklyn private school who had a coach Phil Foglietta accused of being involved in the pedoring with Sandusky.
The source stated:
"Look at the donations flowing into the organization, follow the money, do you really think all these people cared about the cause they are donating to, helping children? Some certainly did, but all I am saying is research who some of these monstrous people are and see who gave large sums to Second Mile," a private investigator stated.
"In high up society this is seen as "normal" behavior, the elites operate on different laws than you and I do. Do you ever wonder why our FBI doesn't grill the former Speaker of the House Dennis Hastert, for the ring he was apart of seeking names of his associates and friends? They know it goes on and ignore it, yet agencies will kick in the doors of poor pedophiles indulging in their sick fantasies online while letting the elite pedophiles doing real physical harm walk," the private investigator added.
Former CIA chief William Colby who was found at the bottom of his lake once stated to John DeCamp that the problem was too big for him to even tackle telling him to "walk away if he didn't want problems." Adding "it goes all the way to the top and talk will get you killed."
There needs to be a "full-fledged investigation of higher up society for crimes against children the problem isn't just in Hollywood, it expands to Wall St, corporation executives, other governments, and organizations like the UN. While, those that do get caught receive a slap on the wrist for horrific crimes against children. Look at Jeffrey Epstein; no one has yet been able to explain to me, how a man who runs one of the largest trafficking operations since DynCorp is given a lite sentencing, where he is able to leave prison for work and return at night."..."

The law was enacted in 1975. Paterno dudnt have to know or entertain, he did have a legal mandate to report regardless. I have had to take that damn training every year for the last 11 years, our duties and legal requirements are spelled out quite clearly. No room for confusion or misinterpretation.

I dont know how familiar you are with that area of pennsylvania or penn state university itself but i think if u were u might understans the situation better

Ok, not sure exactly when or how often it was brought to his attention... Don't understand his willful ignorance if it was.... Which it seems it was... Sounds like he thought someone else should have taken care of it, which was dangerously arrogant... Or he was in denial, either way it's bad

All those administrators of Penn state directly involved also ignored the mandate, very sad

You have to really understand that area of pennsylvania and the culture of a big ten football school. What went on is horrifying and they all own some culpability, but the impetus to keep it quiet or brush it to the side when it was a football coach of one of the best college football teams ever in a fie hard football school in a diehard god/football/family area is pretty easily understood on some level..

I wouldnt be surprised if sandusky was involved in darker things either though.. poly prep stood out to me in what you quoted above. Thats an extremely expensive day school.. a lot of celebs kids go there. Its a great school, also big on sports but something nefarious going on there possibly with scholorship students wouldnt surprise me.

Do you think Paterno was covering for a friend? I think he was just thoughtless.... and maybe naive? If he realized the gravity and thought about the children he would have understood the cost is much greater to not properly report.... What was his disconnect? The recent movie made him out to be old and out of it.... Was Sandusky so important and such a good friend that they would all risk their own standing and reputation??? Something doesn't make sense or just 20/20 hindsight maybe....?

Excellent topic and discussion.
Imo, predators like Sandusky are most always on the hunt for where they can "fit in" and continue their heinous deeds while shielded by "hiding in plane sight." I don't find it difficult to believe that Sandusky recognized Paterno was from a different era and that PSU offered an isolated setting which would be an ideal place for him (Sandusky) to exploit the goodwill extended to the university and sports teams by the local community. I also think the fact that Paterno died almost immediately after the Sandusky revelations came to light is another clue into his heart and mindset. When he realized what had been perpetrated, it killed him.

Check the good ol' Opperman Report for an interesting take on this important topic......

Paterno was an old school italian from brooklyn, born at a time when old school italians from brooklyn minded their own damn business. I think that is necessary to understand as background, add in that they were friends and that sandusky had always been around paternos own children meaning if he accepted sandusky was a p***phile he had to accept he put his own children in harms way, add to that the ramifications this could have for his own career, school, and football team.. and you have a perfect storm of factors to fuel denial as well as the desire to keep it quiet or cover it up.

I transfered to PA state CPS in september of 2012 from NJ's CPS.. when they were in crisis mood ver this story just blowing up qnd even under heightened scrutiny pa's cps system is literally horrible, underfunded understaffed and no one knows what the hell they are doing, its a disgrace. They should have been brought on charges for mishandling the 98 case imo. If they had handled that properly the rest would have been avoided.

Penn State itself had a huge financial interest in this whole thing just going away. Their bread and butter is that football team, the whole town relies on it,

This family rep reports that he wouldn't have had that training cause he's dealing with college football players... And kids really aren't on his radar...

all state employees in pa are mandatory reporters, penn state is the state university so he was a state employee.

From what i read at the time it was his responsibility to repirt it to his immediate supervisor, which he did.. the problem.came after when they found emails indicating a cover up with paterno causing the administrators to decide not to report to police

So there were actual Paterno emails in which he directed an administrative coverup?

There were emails between the administrators talking about going to the police, then there was a meeting with paterno, at which point the emails indicate they changed their plan and were handling it internally instead. O the investigators and prosecutors office decided this was proof of a coverup involving paterno.. and apparantly so did the board at penn state and the ncaa, penn state alumni disagree in general.

From what I understand, and this is based on facts I have learned as well as my own inferences into the situation:
Basically this thing went way higher among certain elites in the state and extended area, with national and international implications to boot.. That much is proven, yet mostly un-investigated (at least officially). It appears that the parties involved in this with Sandusky had the clout necessary to sacrifice the most beloved figure in the state.

They aint trying to bite the bullet, so you-know-who gets to taste the lead on their behalf. Its an old playbook and its hopefully about out of style.......

And that is entirely possible as well, the kids were members of some charity group and thats usually a red flag.

I wish i could have gotten into those files but they had restricted access only to the staff involved.. which isnt actually weird since pa has a county based system versus statewide.. had this happened in new jersey when i worked there the files should have been accessible to me and if they were restricted that would have been another red flag, in PA though its just how their system works

I also think paterno was very beloved in the penn state community, penn state is consistantly ranked high in the top 100 universities in the WORLD, they have a vast and powerful alumni network (i have a friend who turned down full rides at other schools for no scholorship at penn because of the usefulness of the alumni network to his eventual career) and is a very insulated community in general.. state college is literally the middle of nowhere and that school is the only economic asset around. The football team and staff are gods. So it could literally be either explabation imo. Id love to see the links showing higher connections
